Minutes of the special meeting of the P~.~laski Town Council held
November 9, 1989 at 4:00 p.m. in the Council Chambers in the Municipal
Building.
There were present: Mayor Gary C. Hancock, presiding
Council Members: James M. Neblett, J. R. Schrader, Jr.
Mary Lou Copenhaver, James R. Neighbors,
Andrew L. Graham, Alma H. Holston
Also Present: Frank Terwilliger, Town Attorney
Anne Burgess, Interim Town Manager
Ruth A. Harrell, Clerk
Visitors: Dee Lindsey and Madelyn Rosenberg of the
News Media
The invocation was given by Councilman Graham.

MATT. purpose, and first item on agenda was a legal/economic development
matter. Vice Mayor Neighbors moved that one additional industrial deve-
lopment matter and two personnel matters under Al be added to the agenda
seconded by Councilman J. R. Schrader and carried.
CounG~.lman Neblett moved that Council go in ,o Executive Session on TWo
Er_ondhiic Development Matters under 2.1-.344 t;3 and A7, and two personnel
matters under A1, seconded by Vice Mayor Ne:~ghbors and carried on the
following recorded vote:

At 4:10 p. m Council went into Executive Ses sion.
At 5:42 p.m. Council returned to Special Session grid waived reading ~f
the Certification Resolution on motion made by Vice I.ayor Neighbors,..
seconded by Councilman Neblett and carried.
Councilman Graham so moved that. Certification Resolution be adopted,
secon.~ed by Vice Mayor Neighbors and carried on the following recorded
vote:

CERTIFICATION- RESOLUTION
PULASKI TOWN COUNCIL
WHEREAS, the Pulaski Town Council bias convened an executive meet
on November 14, 1989, following a Personnel Committee meeting for the
purpose of discussing candidates for the Town Manager position and al
on this date pursuant to an affirmation recorded vote and in accordan
with the provisions of the Virginia Freedom of Information Act; and,
WHEREAS, 52.1-344.1 of the Code of Virginia requires a
certification by this F'ULASKI TOWN COUNCTL that such executive meetings
were conducted in conformity with Virginia law;
NOW, THEREFORE, BE IT RESOLVED that the PULASKI TOWN COUNCIL hereby
certifies that, to the best of each member's knowledge, ti) only public
business matters lawfully exempted from open meeting requirements by
Virginia law were discussed in the executive meeting to which this
certification resolution applies and (ii) only such public business
matters as were identified in the motion convening the executive meeting
were heard, discussed or considered by the Pulaski Town Council.
WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of
said Council at 4:00 p.m. on the 9th day of November, 1989, for the ;
purpose of a Legal/Economic Development Matter. (2.1-344 A3 and A7)
WITNESS our signatures this 9th day of November, 1989.
