Minutes of the Special Meeting of the Pulaski Town Council held June 21,
19$5, at 1:00 p.m. in the Council Chambers of the Municipal Building.
There were present: Mayor Raymond F. Ratcliffe, presiding
Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett,
C. E. Boyd, Jr., James R. Neighbors, Glen K. Aust
Members Absent: Ira S. Crawford, Mary Lou Copenhaver
Also Present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Brigitte Manning, Acting Clerk of Council
Visitors: Dee Lindsey, Southwest Times
PEPPERS
FERRY The invocation was given by Councilman Neblett.
ISSUES Councilman Neblett moved to appoint Brigitte Manning Acting Clerk of Council,
seconded by Councilman Boyd and carried.
Mayor Ratcliffe stated the purpose of the special meeting was to discuss
Peppers Ferry Regional Wastewater Treatment Authority issues.
Councilman Johnston moved that Council go into Executive Session under code
section 2.1-344 (A-6), consultation with Town Attorney, seconded Councilman
Neighbors and so carried.
At 1:07 p.m. Council went into Executive Session.
At 2:30 p.m. Council returned to Special Session.
Councilman Glenn moved that the Town of Pulaski representatives be instructed
to withhold approval of the Resolution made to the Peppers Ferry Regional
Wastewater Authority requesting expansion in the authority and furnish to the
Pulaski Town Council this date by the Pulaski County P.S.A. until the Pulaski
Town Council can review any suggested amendments to the User Agreement and other
documentation, seconded by Councilman Neblett and carried on the following
recorded vote:
John A. Johnston -Aye James R. Neighbors -Aye
Robert N. Glenn - Aye Ira S. Crawford - Absent
James M. Neblett -Aye Mary Lou Copenhaver - Absent
C. E. Boyd, Jr. - Aye Glen K. Aust - Aye
Councilman Glenn moved that in the event that an immediate vote is required
on the Resolution that the Pulaski Town Council representatives be instructed
to vote "No", seconded by Councilman Neighbors and carried on the following
recorded vote:
John A. Johnston -Aye James R. Neighbors -Aye
Robert N. Glenn - Aye Ira S. Crawford - Absent
James M. Neblett -Aye Mary Lou Copenhaver - Absent
C. E. Boyd, Jr. - No Glen K. Aust - Aye
At 2:43 p.m., Councilman Boyd made a motion to adjourn, seconded by Councilman
Glenn and carried.
