There were present: Mayor Raymond F. Ratcliffe, presiding Councilmembers: John A. Johnston, Robert N. Glenn, James M. Neblett, C. E. Boyd, Jr., James R. Neighbors., Ira S. Crawford, Mary Lou Copenhaver, Glen K. Aust Also Present: Frank Terwilliger, Town Attorney D. E. McKeever, Town Manager Ruth A. Harrell, Clerk Anne Burgess, Assistant to the Town Manager Visitors: Dee Ann Lindsey of the news media Gary Cutlip, Town Treasurer The invocation was given by Councilman Boyd. WAIVER OF NOTICE OF SPECIAL MEETING We. the undersigned, duly elected members of the Council of the ~] Town of Pulaski, Virginia, hereby waive notice of a Special Meeting of said Council at 5:00 p.m. on the 26th day of June, 1985, for the purpose of adopting the fiscal year 1985-86 budget, and any other business that may legally come before the Council. J1ayQr Ratclif.fQ stated the purpose of the special meeting is to adopt the 1985-86 budget for the Town of Pulaski. A public hearing on the proposed budget was held June 18, 1985. Councilman Neblett moved that Council dispense with reading of the resolution adopting the budget, seconded by Councilman Neighbors and carried. Councilman Crawford made a motion that resolution be adopted approving the F/Y F/Y 1985-86 budget, seconded by Councilman Boyd. 86/86 Councilman Crawford, Chairman of the Finance Committee, stated we had been Budget adoptedpresented one of the better budgets. It is very informative, professionally put to- gether, easily understood, expenses have made a downward turn from other prior years and he was personally pleased with the budget. THE BUDGET FOR THE TOWN OF PULASKI, VIRGINIA FOR THE FISCAL YEAR BEGINNING JULY 1, 1985 AND ENDING JUNE 30, 1986 WHEREAS, the Town Manager of the Town of Pulaski, Virginia did present to the Finance Committee of the Town Council of the Town of Pulaski, a proposed RESOLUTION Town budget for the fiscal year beginning July 1, 1985, and ending June 30, ADOPTING 1986; and F/Y 85/86 Budget WHEREAS, said Finance Committee, together with other members of the Town Council, did meet and review and revise said proposed budget, and did finalize a proposed budget for said fiscal year, to be used for informational and planning purposes only, pursuant to Section 15.1-160 et. secy. of the 1950 Code of Virginia, as amended; and, WHEREAS, a brief synopsis of said budget as proposed by the Finance Gommittee was published as prescribed by law, together with a notice of public hearing to be held on June 18, 1985; and, WHEREAS, a public hearing on said proposed budget was held on June 18, 1985, by the Town Council meeting in regular session; NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia, that said proposed budget BE AND HEREBY IS APPROVED as the Budget for the Town of Pulaski, Virginia, for the Fiscal Year beginning July 1, 1985, and ending June 30, 1986, in accordance with Section 15.1-160, et. seq. of the 1950 Code of Virginia, as amended. i PROVIDED, HOWEVER, that as in accordance with said Code, this budget is for informative and fiscal planning purposes only, and in no event shall this approval be deemed an appropriation. .Moreover, no money shall be paid out or become avail- able to be paid out for any contemplated expenditures unless and until there has first been made an annual, semiannual, quarterly or monthly appropriation for such contemplated expenditure by the Town Council. THIS RESOLUTION shall be effective upon its adoption. ADOPTED this 26th day of June, 1985, by recorded vote of Council. Insurance on our automobiles, workers compensation and umbrella expires July 1, 1985. Quotati were distributed for Council's review. Municipal governments are having a hard time INSURANCE f inding certain coverages.On umbrella. coverage, we currently have 10 million dollar coverage at a cost of $6,509. Quote received showed Old Dominion quoted $31,339 for 2 million and $20,935 for one million. VML was unable to quote. On auto coverage, we can stay with same carrier (Old Dominion) at a cost of $35,703. This rate has doubled from last year. Workers compensation can be obtained from agent Alexis, company VML, at a cost of $32,535. Messrs. McKeever, Cutlip and Glenn have been reviewing the insurance for the past several weeks, trying to determine alternate sources. Council discussed the subject of insurance at length. Mr. McKeever recommended automobile coverage from Old Dominion, workers compensation from VML be approved, and work to get umbrella coverage at best price. June 26, 1985 '~~~~ Councilman Neblett moved that we accept Mr. McKeever's recommendation, seconded by Councilman Crawford and carried on the following recorded vote: John A. Johnston - Aye James R. Neighbors -Aye Robert N. Glenn - Aye Ira S. Crawford - Aye James M. Neblett - Aye Mary Lou Copenhaver - Aye C. E. Boyd, Jr. - Aye Glen K. Aust - Aye Messrs. McKeever, Cutlip and Glenn will get with the insurance companies and try to get answer on umbrella coverage at a cheaper rate.
