Minutes of the special meeting of the Pulaski Town Council held December

4, 1985, at 4:00 p.m. in the Council Chambers in the Municipal Building.
There were present: Vice Mayor James R. Neighbors, presiding
Councilmembers: John A. Johnston, James M. Neblett, C. E. Boyd, Jr.
Ira. S. Crawford, Mary Lou Copenhaver, Glen K. Aust
Also present: Frank Terwilliger, Town Attorney
D. E. McKeever, Town Manager
Anne Burgess, Assistant to the Town Manager
Ruth A. Harrell, Clerk
Visitors: J. R. Schrader and Pierre Thomas of the news media
Sidney Clower, County Administrator
Tom McCarthy, County Attorney
Mason Vaughan, Jack Vaughn, Bill Dawson, Pulaski
County Board of Supervisors
The invocation was given by Councilman Boyd.
WAIVER OF NOTICE OF SPECIAL MEETING

We, the undersigned, duly elected members of the Council of the
Town of Pulaski, Virginia, hereby waive notice of a Special Meeting !
of said Council at 4:00 p.m., on the 4th day of December, 1985, for
the purpose of discussing a legal matter.
WITNESS our signatures this 4th day of December, 1,9Q85.

Vice Mayor Neighbors advised the purpose of the special called meeting was to
discuss a legal matter under 2.1-344 (A6), and so moved that Council go into Executive
Session, seconded by Councilman Crawford and carried. The Pulaski County Board of
Supervisors and their representatives were invited to join in this session.
At 4:05 p.m. Council went into Executive Session.
At 5:18 p.m. Council returned to Special Session.
At 5:19 p.m. Councilman Neblett made a motion to adjourn, seconded by Councilman
Boyd and carried.
