HomeMy WebLinkAbout06-07-83June 7, 1983 ~~ ~~ Minutes of the Regular Meeting of the Pulaski Town Council held June 7, 1983, at 4:00 p.m. in the Council Chambers of the Municipal Building. There were present: Mayor Raymond F. Ratcliffe, presiding Councilmembers: John A. Johnston, Pauline G.Mitchell, Earl D. Cabaniss, C. E. Boyd, Jr., Andrew L. Graham, Jr., Ira S. Crawford, Alma H. Holston, Glen K. Aust Also present: Garnett Moore, TownAttorney H. R. Coake, Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Rob Eure of the news media Patty Williams 2 area citizens The invocation was given by Councilman Auk. The minutes of the Regular Meeting of May 17, 1983, and minutes of the Special Meeting of May 27, 1983, were approved as recorded. PUBLIC Mayor Ratcliffe advised that the Council had advertised it would hold a public HEARING COMM. hearing at this time on the Community Development Block Grant. The Town of Pulaski DEV. BLOCK intends to submit an application to the Virginia Department of Housing and Community GRANT Development Block Grant for funds for construction of water and sewer lines for the Cool Springs area. The purpose of this public hearing is to obtain views of citizens on community development, economic development and housing needs and provide citizens an adequate opportunity to participate in development of the application. Mr. Coake stated the $35,000 in local funds is the TOWN contribution for the design of the system and for the inspection which would be involved, and is included in the Engineering budget. He further stated we would be in codpetition with 303 other localities in the State and they have approximately $16,000,000 available. The maximum grant amount is $700,000. There were no comments from the public. Councilman Aust moved that the Resolution regarding the Virginia Community Block Grant Program be placed on agenda for next Council Meeting, seconded by Councilman Boyd, and carried. UTILITIES COMMITTEE Chairman Johnston had no report. Peppers Ferry was discussed and Councilman Graham asked if the pumping station (Contract 4B) is in stage of being designed and had the county committed themselves to expand it to fit their needs. Chairman Johnston advised he did not think anything was in writing and he would check to see if the county is directing Engineering to do this. Mayor Ratcliffe advised that a meeting is scheduled with the County on Friday, 6/10/83, and possibly answers would be available at that time. CONSOLIDATION Chairman Johnston stated we need a clarification on the possibility of our zoning ordinances falling outside of the Consolidation Agreement as it is written because ~~~~J June 7, 1983 of the ruling that has been made about the spot zoning. Chairman Johnston made a motion that Mr. Moore, Town Attorney, contact Senator Bird for a ruling on this question for Council, seconded by Councilperson Holston and carried. Councilman Graham made a motion that open forums be held each Thursday from now until election in the Council Chambers from 7:00 until 9:00 p.m. to discuss various aspects of Consolidation, with Mayor Ratcliffe drawing up the rules. The first hearing will be held Wednesday, June 15, 1983, Motion was seconded by Councilperson Holston and carried on the following recorded vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - Aye Ira S. Crawf ord - Aye Earl D. Cabaniss - No Alma H. Holston - Aye C. E. Boyd, Jr. - No Glen K. Aust - No Mr. Coake will put notice in the paper for each meeting as scheduled. Mayor Ratcliffe will provide guidelines for meeting to Councilmembers. POLLUTION AND SANITATION Chairperson Mitchell reported that on the landfill, the inspection report prepared by Mr. Olin B. Willis, Virginia Department of Health, states that the permit indicates a satisfactory rating. The ground water monitoring wells at the landfill have been completed and construction of the leachate pond is approximately 30% completed. These are the last items necessary to obtain a regular operating permit for the landfill. The application for a regular operating permit has been submitted to the Health Department. Councilperson Mitchell wanted to add to motion of Councilman Johnston that an answer b~ obtained on our State Highway funds. If we consolidate, would the CONSOLIDA- State still pay the State Highway funds that they are now paying the Town of TION Pulaski. As she understands, they might not pay them. At this time, we receive approximately $417,000 and if we consolidate, we are giving $88,000 of this money to keep up our streets through taxes. She questioned if the County would get this $417,000 that we are now getting, who gets it, or if it will be discontinued. Mr. Moore stated he believed this subject was covered in the Consolidation Agreement and the code states they shall continue to pay. Mr. Coake stated the Town still gets the benefit of the $417,000. Mr. Moore stated that the number of primary roads is counted and the State allocates to the Highway Department so many dollars per mile, and so many dollars per mile for secondary roads. Mr. Moore will check statutes on this subject. ~~~~ ~ June 7, 1983 RECREATION COMMITTEE Chairman Cabaniss had no report, however, he had a concern to bring to Countil concerning the Town employees. He advised that town employees have been inf ormed that the Transition Team could go outside and get applications for their jobs. Chair- man Cabaniss asked if employees had been told this. Mr. Coake stated that if you get to a situation where there is a position and you get an application from outside, you can consider this application. Chairman Cabaniss stated this was a different connotation that telling them that you are going outside or you can go outside. The jobs will be filled from within first. Chairman Cabaniss advised he would like to see a written communique to the employees advising them that people from the inside will be considered first for employment. Mr .Coake advised, that as he understood it when he read the contract, that any jab openings will be posted and an employee could apply for any position that they wanted to• If an outside person comes in and applies for an open position, you have this application also. The present employees, he would think, would have a definite advantage over anybody else that is applying for a position. Mr. Coake further read from the contract"the employees of the governing bodies of the Town of Dublin, Town of Pulaski and the present County of Pulaski who are not retained by the Consolidated County of Pulaski shall be terminated. as of December 31, 1983. Each new position provided for in the Transition plans shall be open for application from all employees of the three governments. Said Transition team shal_1 cause to be posted in the administration buildings of .each jurisdiction a listing of all positions to be initially created in the Consolidated County along with job descriptions and paq ranges for each position. Said posting shall specify the dates during which applica- tions will be received and the places where applications will be accepted. Applica- tons for all positions shall be evaluated using the following criteria as guidelines". Mr. Coake will notify the Town employees o£ what is in the contract. LAND AND, -BUILDING COMMITTEE Chairman Boyd requested Mr.Coake for explanation on Downtown cost breakdown. Mr. Coake stated the biggest: part of the contract was $165,820.61; the installation of the water line was $9,733 not counting the amount of money that the Town paid which was $3,627.01. Plantings cost was $2,282.50 and we purchased rebars for the crosswalks for $346.44. Total cost of project was. $180,209.65 and proj-ect diary was reviewed and there were 16 days penalty charged to the contractor. F I~TANCE COMMITTEE Chairman Graham had no report. Mr. Coake presented and read a Resolution honoring the Pulaski Middle School on being first in Junior High National Chess Tournament. Councilman Graham made a motion that we adopt Resolution as read, seconded by Councilperson Holston, and carried on the following recorded vote: John A. Johnston - Aye Andrew L. Aust - Aye RESOLUTION RESOLUTION PULASKI MIDDLE SCHOOL CHESS WHEREAS, on April 23 and 24, 1983, in Terra Haute, Indiana, the Pulaski TEAM Middle School Chess Team did win the National Junior High School Championship, 8th Grade and Below Division; and WHEREAS, the Pulaski Middle School Chess Team, con3sting of nine players, did compete with 38 schools with 376 individual players competing from cities. throughout the United States; and WHEREAS, this was the largest Junior High School Championship in the his- tory of United States Chess Federation; and WHEREAS, the efforts of the Chess .Team, Coach, and Staff speaks of the finest ambassadorial job that could be accomplished; NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Pulaski, Virginia, meeting in Regular Session on June 7, 1983, that it wishes to express its congratulations to the Players, Coach, and Staff for their very fine per- formance, and to thank them publicly for the representation given for both the School and all citizens of the area. Adopted"this 7th day of June, 1983, by recorded vote of Council.. Cpartciln~tt Johnston excused from meeting prior to voting on this Resolu- tion but stated he would have voted aye. Councilperson Holston suggested that each of the nine Chess Team players and Coach be presented a copy of this Resolution. PUBLIC SAFETY COMMITTEE Chairman Aust had no report, however, a Mr. Linville, residing on Macgill macgill & Street and Burgis, had called and reported that cars were running through his Burgis Sts. Hazard yard as they round the curve on Burgis onto Macgill. This is a saf ety hazard. . Chairman Aust made a motion to turn this matter over to the ,Street Committee, seconded by Councilman Graham and carried. Chairman Aust also requested an Executive Session to discuss a personnel matter. REPORT OF MAYOR Mayor Ratcliffe gave Mr. Coake a request for a street light from Mr. James Clay. Mayor Ratcliffe also advised that notification had been received from the FIA that they are considering having another study made on the Flood Plain. June 7, 1983 ~YJ~ REPORT OF TOWN MANAGER Mr. Coake stated that the Ridge Avenue Water Tank painting has been completed and tank has been placed back in service, Mr. Coake furth er advised that no one would be attending the Community Leaders Appreciation Day as we have scheduled the public hearing on the budget for the same day. Mayor Ratcliffe stated that copy of Personnel Policy had been given to Council- members for their review and evaluation, and stated this would be carried over until the next session. Councilman Boyd asked Mr. Coake for details concerning the Chief of Police wrecking a police car in the Blacksburg area, Mr. Coake stated it was his fault that Council was not advised of this and the Police Chief did have a wreck in the police Chief police car. The reason he had a car in Blacksburg area was that he wanted to main- Wreck tain contact with the Police Department. The Chief of Police hit a deer with the M police car with approximately $1,000 damage to the car. The man who usually covers for the Chief was out of town. Mr. Coake further advised it was not a common practice to take a vehicle on a trip of this nature. Councilperson Holston stated that they could not criticize one department head without criticizing all department heads as they used their vehicles also. Mr, Coake stated this was done to maintain contact with their departments. Councilman Boyd suggested buying radios as it would be cheaper. Councilman Aust advised that in the past, the Fire Chief was authorized to use car wherever he wanted to go in case he was called in on an emergency. Mayor Ratcliffe stated this was a long, established policy of the Town that the people that have to be on duty 24 hours a day and have to get on the job in a hurry, that they take the Town car home. Councilman Cxawford requested Mr. Coake give a report on the Town cars. Mayor Ratcliffe introduced Mr. Rob Eure, a new reporter from the Roanoke Times. Councilman Aust moved that Council go into Executive Session on a personnel matter and a legal matter in accordance with Section 2.1-344 of the Code of Virginia, seconded by Councilman Boyd, and carried. At 5:10 p.m. Council went into Executive Session. At 5:58 p.m. Council returned from Executive Session. ~~' ~ June 7, 1983 Councilman Boyd advised that he had received a request f or a handicapped parking space in the alley beside of the Fine Arts Center. Mr. Coake advised we could possibly take a space on the street and he will look into this. At 6:00 p.m., Councilman .Graham made a motion to adjourn, seconded by Councilperson Mitchell, and carried.
