HomeMy WebLinkAbout07-05-83July 5, 1983 ~ +~~• Minutes of the Regular Meeting of the Pulaski Town Council held July 5, 1983, at 4:00 p.m. in the Council Chambers of the Municipal Building. There were present: Mayor Raymond F. Ratcliffe, presiding Councilmembers: John A. Johnston, Pauline G. Mitchell, Earl D. Cabaniss, C. E: Boyd, Jr., Andrew L. Graham, Jr. Ira S. Crawford, Alma H. Holston Absent: Glen K. Aust Also present: Garnett Moore, Town Attorney H. R. Coake, Town Manager Ruth A. Harrell, Clerk Visitors: Dee Lindsey and Rob Eure of the news media Members of the Pulaski Middle School Chess Team and Coach, Roger Asbury Patty Williams 7 area citizens The invocation was given by Councilman Boyd. The minutes of the Regular Meeting of June 21, 1983, were approved as recorded. Presentation Mayor Ratcliffe welcomed the members of the Pulaski Middle School Chess Team, to Chess Team their coach and parents to this meeting. Mayor Ratcliffe read a Resolution dated June 7, 1983, congratulating the Chess Team on winning the National Junior High School Championship, 8th Grade and Below Division. Each .member was presented with a copy of this Resolution. As there were no further comments from the public, Mayor Ratcliffe called for Council Committee Reports. UTILITIES COMMITTEE Chairman Johnston had no report, however, advised that they are working on a report on up-to-date information on where the Town is in relation to Peppers Ferry and hope to have this inf ormation available at the next Council Meeting. POLLUTION AND SANITATION Chairperson Mitchell had no report, but made a motion that Council go into Executive Session on a personnel matter in accordance with Section 2.1-344 of the Code of Virginia, seconded by Councilperson Holston, and carried. RECREATION CO MMITTEE Chairman Cabaniss had no report. LAND AND BUILDING COMMITTEE Chairman Boyd requested an update on his request for a handicapped parking space on Main Street, with Mr. Coake advising this would probably be put in this week. Chairman Boyd also advised that on Main Street, south side, a section of street lights have been going out frequently. Mr. Coake is to check with Appalachian Power on this matter. ~~~~ July 5, 1983 Chairman Boyd further stated that a newspaper reporter had printed an article recently from information revealed in the Finance Committee Meeting and Council had been advised this was an Executive Session matter and should not have been made public. Councilman Boyd requested record to state that he did not and has not talked with this reporter, and this inf ormation did come from the Finance Committee meeting two days prior to the Council Meeting. If this is going to be an Executive Session matter and not to be revealed, then the Finance Committee should be aware of this prior to their meetings if reporters are going to be present, FINANCE COMMITTEE Chairman Graham had no report. STREET COMMITTEE Chairman Crawf ord had no report. ORDINANCE COMMITTEE Chairperson Holston had no report. PUBLIC SAFETY COMMITTEE Chairman Aust absent. REPORT OF 'DOWN MANAGER Mr. Coake advised we have a lease agreement with Vance Company for the being given for improvements made to the property prior to this time. building beside the Fire House which expires on August 15, 1983. At the pre- sent time we have a lease for $50.00 ptr month with $20.00 per month credit Councilman Cabaniss made a motion to renew this lease with Vance Company for one year with a one year option and a monthly rental rate of $50.00, second- ed by Councilman Boyd, and carried. Mr. Coake advised he would request Mr. Moore to prepare an amendment to present lease or a new lease, whichever is necessary. Mr. Coake also advised that an application to place a mobile home at 25 Crestline Drive had been received, from Joey and Alma Melton. Councilman Graham made a motion that public hearing be scheduled at next Council Meeting on this trailer application, seconded by Councilperson Holston, and carried. Councilperson Mitchell asked for installation date of pipeline on Commerce Street. Mr. Coake stated we were waiting for the easements from the railroad. After discussion by Council, Mr. Coake will investigate putting this line under sidewalk or in street as we do have estimated installation costs. July 5, 1983 `'YJ At 4:25 p.m. Council went into Executive Session. At 4:57 p.m. Council returned to Regular Session.
