There were present: Vice-Mayor A. L. Graham, Jr. presiding. Councilmembers: Blair B. Brockmeyer, Alma H. Holston, J, M, Neblett, Jr., Andrew L. Graham, Jr., C. E. Boyd, Jr., Pauline G. Mitchell John A. Johnston Absent: Councilmember Robert M. Wallace Also present: H. R. Coake, Assistant Town Manager Gladys R.,Dalton, Clerk Garnett,S. Moore, Town Attorney Roger A. Williams, Treasurer Visitors: Dave Vascek, Doug Waters, & Dee Lindsey of the news media 0. P. Maxwell, Charles Eversole The invocation was given by Councilmember Holston. The minutes of the regular meeting of August 5, 1980 were approved as recorded. Charles Eversole, representing a joint Committee of the County and Town, appeared before Council and solicited the sum of $150.00 to help defray the expenses anticipated for the celebration of the Count Pulaski Day to be celebrated on October 18, 1980. Mr. Eversole stated that the County will be asked to make a larger REQ. FOR $150.00 donation for this celebration which will be held from 11:00 A, M. FOR COUNT PULASKI DAY to 6:00 P. M. on October 18th. REF . TO FINANCE Councilmember Neblett moved that the request for $150.00 COMMITTEE for Count Pulaski Day expenses be referred to the Finance Committee for report. Motion was seconded by Councilmember Boyd, and carried. 0. P. Maxwell, Council-Director of the Pulaski County Anti-Litter Council, reported that progress is being made in the County and Town toward controlling littering; however, there still O.P.MAXWELL ASKS LAND- remains more to be done. He advised letters have been sent to FILL BE KEPT OPHN industry officials and the merchants in an effort to further the ON SATUJtDAYS program. He recommended signs be placed at the Highway entrances ADVISEp to the Town, and again suggested that the Town's landfill be kept THIS WO LD BE THE open on Saturday mornings. RECOMM~ DAYTON TO COUN IL Assistant Town Manager Coake advised that it would be re- commended to Council that the Town keep the landfill open from 10:00 A. M. to 1:00 P. M on the First and Third Saturdays during the month August 19, 1980 LANDFILL OPEN DURING SEPT. & OCT. ON SATS . ON TRIAL BASIS of September and October, 1980, on a trial basis. Mr. Coake stated the cost to the Town would be $150.00 a day for two men to be paid for four (4) hours at time and a-half. He also advised that it would mean the two men would have to be paid for four (4) hours in order to keep the landfill open for the three hours and cover the trash, etc. that was brought to the lnadfill. Councilmember Johnston moved that the Town exercise this trial period during September and October, 1980, for three hours on first and third Saturday mornings. Wallace - Absent Alma H. Holston, - Aye C. E. Boyd, Jr. - Aye James M.Neblett, Jr. - Aye Councilmember Johnston reported the Utility Committee met and looked at several topics. He advised that perhaps Mr. Coake would want to report to Council on the I&I program. He stated the Committee also considered the request of Bobby Hunter, who lives in North Pulaski just outside the corporate limits and had requested water service to his home. Councilman Johnston reported that engineering surveys had been made and there were several propositions which will be made available to Mr. Hunter: (1) There is water within 600 or 700 feet of his proprty and to run a line to his property UTILITIES COMMITTEE RECOMMENDS THREE would cost him $4100.00; however, it was not known for sure what ALTERNATIVES FOR BOBBY HUNTER the pressure would be or if it would be sufficient for him; (2) When the Veterans' Hill Water system becomes a reality in the spring, Mr. Hunter could connect to this line at a cost of $23,000.00; (3) If Mr. Hunyer could do some work on his cistern, the Town could haul water to his cistern at the going price of water in situations of this kind. These propositions will be made available to Mr. Hunter by Mr. Coake. Councilmember Johnston reported progress is being made UTILITY REPORT on the Peppers Ferry Regional Wastewater Facility, but somewhat slowly; ON PROGRESS OF PEPPERS FRY. however, there were details that needed to be worked out with the PROJECT Town of Dublin and Pulaski County on the running of the line from Dublin to the Equalization Basin, and felt there was no real }~,roblem involved in this, but this should be worked out soon. ~, August 19, 1980 Councilmember Mitchell reported the Recreation Committee met REC. COMM. with Mr. Bane and discussed the four mini-fields for softball. Councilmember Mitchell also reported that a trailer has TRAILER FOR been located, to be occupied by an individual at their expense, to MACGILL VIL. The Town would furnish lights and water to the trailer, and advised that a fuller report would be made to Council later on this. Reporting for the Land and Building Committee, Councilmember Nfft. JON$S Boyd stated contact with Mr. Jones of the State Water Control Board PUTTING TOGETHER has been made and he is putting together what is needed on the flood REPORT ON FLOOD plain matter and it was hoped to have something to report on this PLAIN later. Councilmember Boyd asked Assistant Town Manager Coake to SNIDER LANE look into the problems David S. Woods of Snider Lane seems to be PROBLEMS having. Councilmember Boyd moved that at the conclusion of the EXECUTIVE Council meeting, an Executive Session on a personnel and Legal matter SESSION ASKED be held. Motion was seconded by Councilman Brockmeyer, and carried. As Chairman of the Finance Committee, Councilmember Graham presented recommendations of that Committee regarding appropriations and transfers of funds. Councilmember Graham moved that the amount of $10,000.00 previously budgeted under Account ~~091-300 - Landfill, APPROPRIATIONS LANDFILL Seeding & Drainage, be approved for expenditure on construction of SEEDING & DRAINAGE a collection basin for leachate at the landfill site. Neblett, Jr. - Aye 'I Councilmember Graham advised that at the last Council meeting Council approved the transfer of sur-charges and for accounting purposes, ~ moved that the sum of $689.90 be transferred from ARC Water Funds to b' rr ~ ** ~i August 19, 1980 ARC Sewer Funds. X4002 - Loving Field $ 2,179.25 OF PREVIOUSLY ~~4003 - Advertising 9.38 APPROPRIATED FUNDS ~~4005 - Police Cars 11,749.00 ~~4050 - Playground Equipment 454.98 ~~4051 - Office Machine 6,749.50 ~~4055 - Chemical Spreaders 4,646.00 ~~4060 - Fire Training Tower 698.89 $ 26,487.00 Motion was seconded by Councilmember Neblett, and carried on the following vote: John A. Neblett, Jr. - Aye Councilmember Graham advised that the State has increased the chargeable interest rate on delinquent taxes from 8% to 10%, and to comply with the State Code, Town Attorney Moore would have an ordinance for Councils consideration. Town Attorney Moore read an ordinance which would amend Section 9-29, Article V, Chapter 9 of the Town Code, and re-enact as COUNCIL ADOPTS ORDINANCE Section 9-29.1 as amended, providing interest on delinquent taxes. Neblett, Jr. -Aye AN ORDINANCE TO AMEND SEC. 9-29, ARTICLE V, CHAPTER 9 OF THE CODE OF THE TOWN OF PULASKI, VIRGINIA, AND TO RE-ENACT AS SEC. 9-29.1 AS AMENDED, PROVIDING INTEREST ON DELINQUENT TAXES BE IT ORDAINED by the Council of the Town of Pulaski, Virginia, meeting in regular session on this 19th day of August, 1980, that: August 19, 1980 Sec. 9-20, Article V, Chapter 9, be amended as follows: Sec. 9-29.1 - Interest on Taxes. Interest at the rate of ten per centum per annum (10%) commencing on the first day of July of the year next following the assessment year shall be collected upon the principal and penalties of all such taxes then remaining unpaid to date of ORDINANCE payment, which penalty and interest shall be collected and accounted for by the treasurer along with the principal sum thereof . Councilmember Graham advised that each year at this time the Council, by a Town Ordinance, is presented a report by the Town Treasurer on delinquent taxes and erroneous assessments, and inasmuch as this SPECIAL MEETING TO report is quite voluminous and is not ready for presentation at this HEAR TREAS' DEL. REPORT meeting, asked that Council call a special council meeting for twelve ON TAXES o'clock Noon August 21, 1980 to act on this report. With regards to the request of `the'~T. G. Howard Community Center for a contribution of $500.00 from the Town of Pulaski, the Finance Committee, as reported by its Chairman, Councilmember Graham, felt this would be setting a precedent if granted, and suggested that Assistant Town Manager Coake advise them of the Town's concern and suggesting that request for any assistance be received before the T. G. HOWARD preparation and adoption of another town budget. REQ ..FOR $500.00 Several Councilmembers felt the Town should do something REF . TO REC. COMM. for this project and any donation should come from the Recreation MOTION DID Department budget. NOT CARRY Councilmember Brockmeyer moved that the request of Mrs. Maria Penn for a contribution to the T. G. Howard Community Center be referred to the Recreati on Committee for further study. Motion was seconded by Councilmember Holston, and the following vote was taken: John A. Johnston - Aye Andrew L. Graham, Jr. - No Pauline G. Mitchell- No Blair B. Brockmeyer - Aye Robert M. Wallace - Absent Alma H. Holston - Aye C. E. Boyd, Jr. - No James M. Neblett, Jr. - No Motion did not carry. Vice-Mayor Graham asked Assistant Town Manager Coake to write Mrs. Penn a letter advising that any request ADVISE THAT REQ. BE ! for a donation be made prior to the preparation of next year's budget. REC"D B ORE BUDGET EPARATION Councilmember Brockmeyer had no report for the Ordinance NEXT YEF! Committee. August 19, 1980 Councilmember Holston advised that the Pollution and Sanitation Committee had considered the request that the landfill LANDFILL OPEN be kept open two Se.turdays in each month, and Council had acted on this ON SATS. ON TRIAL BASIS request earlier in the meeting. Mrs. Holston also reported that TOWN RECD the Town had been advised of being eligible to receive $3,000 for $3,000 FOR the Valley-Road-Landfill sewer line. Councilmember Holston also VALLEY RD. SEWER LINE brought to the attention of Assistant Town Manager Coake problems on Oakhurst and Ward Lane-Newbern Road, to be handled administratively. Councilmember Neblett had no report for the Public Safety Committee. Mr. Neblett advised that Council had received a letter from Eugene L. Nuckols, Vice-Chairman of the Downtown Renovation Committee, recommending to the Council certain persons be appointed to participate COUNCIL APPOINT PROPERTY OWNER in the Commercial Workshop to be conducted August 25 and 26, 1980. Those & MERCHANTS TO DOWNTOWN Persons recommended to be appointed by Council were: Mike Johnson, Manager RENOVATION WORKSHOP Grand Piano; Ferd Harvey, Property Owner and Merchant; A. J. Smith, Jr. Downtown Businessman; Alex Rygas, Downtown Merchant; Tom Cox, Downtown Merchant; William Elmore, Bank of Virginia, and Billy Smith, Publisher of Southwest Times. Councilmember Neblett moved the appointment of the participants so named. Motion was seconded by Councilman Johnston, and carried on the following vote: John A. Johnston - Aye Andrew L. Neblett, Jr. - Aye Town Attorney Moore reported that a rough draft has been prepared for the two cemeteries, as well as maps, and it would be TOWN ATTY. TO PRESENT necessary to update the Town ordinances establishing rules and guidelines, DRAFT OF CEMETERY and this would be worked out as soon as a meeting could be had with the DEED REVISION Land and Building Committee. Assistant Town Manager Coake advised that some response POOR RESPONSE from the newspaper notice regarding the 1980 Census is being received; TO AD RE: CENSUS however, this response was not as good as had been hoped. Mr. Coake advised that an application for a mobile home GARLIC TRAIL- Park had been received from Arnold G. Garlic, who wishes to place ER APELICA- TION TO HAVE only one trailer in the Park and rent same. Mr. Coake recommended PUBLIC HEARING that a public hearing be held on this request. Councilmember Neblett moved that the normal procedures be followined for trailer applications .. J _. ~>. r , August 19, 1980 and a public hearing held on the request of Mr. Garlic. M. Councilmember Johnston moved that Council REGULAR return to regular session. Motion was seconded by Councilmember Neblett SESSION , and carried. Vice-Mayor Graham inquired if there was further business to come before the Council. Councilmember Boyd moved that Hospital Insurance for Town HOSPITAL INS , TO BE ON employees be placed on the agenda for Council's special meeting on August SPECIAL COUNCIL 21, 1980 at 12 o'clock P, M. Motion was seconded by Councilmember MEETING AGENDA Mitchell, and carried. At 8:52 P. M. Councilmember Mitchell moved that Council adjourn. Motion was seconded by Councilmember Holston, and carried.
