HomeMy WebLinkAbout12-16-80Minutes of the Regular Meeting of the Pulaski Town Council held December 16, 1980 at 7:00 P. M. in the Council Chambers in the Municipal Building. Mayor Raymond F. Ratcliff, presiding. There were present.: John A. Johnston, Robert M. Wallace, Andrew L. Graham, Jr., C. E. Boyd, Jr., Alma H. Holston, Arthur L. Meadows, Pauline G. Mitchell Councilman James M. Neblett arrived at the meeting at 8:30 PM Also present: H. R. Coake, Acting Town Manager Gladys R. Dalton, Clerk Garnett S. Moore, Town Attorney Visitors: Jane Graham, The Southwest Times Barbara English, The Roanoke Times & World News Mr. & Mrs. Carl Newsome, Bill Norris, Elzie Turman and Herman G. Largen The invocation was given by Councilmember Graham. The minutes of the Regular meeting of December 9, 1980 and Special meeting of December 10, 1980 were approved as recorded. Mayor Ratcliff advised this was the time and place, as advertised in the Southwest Times, for Council to hold its annual public hearing as required under Chapter 18 of the Taxicab and Other ANNUAL TAXICAB Wehicle for Hire Ordinance of said Town, for the purpose of determining CERTIFICATE PUBLIC the number of public vehicles, taxicabs and for hire cars for which HEARING Certificates of Necessity and Convenience shall be issued during the calendar year 1981, and to whom such Certificates shall be issued. Mayor Ratcliff called on Acting Town Manager Coake for a report from the Police Department relative to the annual inspection of Cab Operations. Acting Town Manager Coake advised that the Police Department REPORT OF TOWN MGR, report indicated there were the following cabs in operation as follows: ON POLICE DEPT. E. V.Davis Cabs - One; Deluxe Cabs - Three (3); and Blue & White Cabs - INVESTIGATION Fourteen (14). The report further indicated that Deluxe Cabs and Davis Cabs were found to be in good condition, and Blue & White Cabs had two tires to be replaced, a cracked windshield to be replaced, headlight to be replaced and put in one spare tire. That Blue & White Cabs would a new cab put on the road/within the next month, and no complaints had been received by the Police Department concerning the operations of the three Cab Companies. r - December 16, 1980 Mr. Coake advised that applications had been received from Estel V. COUNCIL ADVISED Davis, t/a E, V. Davis Cabs for One (1) Certificate; Chas. W, Matherly, OF N0. OF APPLICATIONS t/a Deluxe Cabs, for Three (3) Certificates, and Herman G. Largen, t/a Blue & White Cabs for Fifteen (15) Certificates - making a total of 19 certificates, which is the same number of certificates granted by CounciB for the year 1980. Elzie Turman, former owreer of Blue & White Cabs, told Council he ELZIE TURMAN RECOMMENDS would like to see the Cab Company get the rate increase which had been RATE INCREASE applied for several months ago due to inflation and increase in price of gasoline and the future anticipated fuel increases. Jim Aust asked if there was a vacancy during the year could someone JIM AUST else get a Certificate to operate a cab, and was later advised by Town INQUIRES RELATIV E Attorney Moore that this was a matter Council would consider whenever TO OTHER APPLICA- such a situation occurred. NTS Councilmember Wallace advised that he would like to see the broken WALLACE down cabs parked behind the Blue & White Cab stand moved, that this was in REPORTS ON BROKEN violation of the Town ordinances governing old cars. DOWN CABS PARKED Councilmember Boyd moved that the nineteen (19) Certificates of Necessity and Convenience as applied for be granted. Neblett, Jr. - Aye Councilmember Boyd moved that Certificates of Necessity and Convenience for the year 1981 be granted as follows: E, V, Davis Cabs - 1: Deluxe Cabs - Three (3); and Blue & White Cabs - Fifteen (15) - making a total of Nineteen (19). Motion was seconded by Councilmember Mitchell, and carried on the following vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G, Mitchell - Aye Arthur L. Meadows - Aye Robert M. Wallace - No Alma H, Holston - Aye C. E, Boyd, Jr. - Aye James M. Neblett, Jr. - Absent At this time Mayor Ratcliff called on Chairman Meadows for a report of the Ordinance Committee on the request from Blue & White Cab Company for ORDINANCE a rate increase. Councilmember Meadows advised that the Ordinance Committee COMM. RE- COMMENDS had considered the request of Blue & White Cab Company, made in June of 1980, TAXI RATE INCREASE & for an increase of 25~ per trip; 25C per stop and from 15~ to 25C for each INSTRUCTS ATTORNEY TO PREPARE ORDINANCE a >. December 16, 1980 extra passenger, and it was the recommendation of the Ordinance Committee that this request be granted. Mr. Meadows indicated that the financial report which the Committee had requested was not a very complete report and this had been discussed on several occasions. Councilmember Meadows moved that the Town Attorney be authorized to prepare the proper Ordinance incorporating the recommendation TOWN ATTY. of the Ordinance Committee, on the request of Blue & White Cab Company, TO PREPARE ORDINANCE the new rates of 25~ per trip; 25G per stop and an increase from 15~ to 25~ per extra passenger. Motion was seconded by Councilmember Boyd, and carried on the following vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - Aye Arthur L. Meadows - Aye *Robert M. Wallace - No Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - Absent *Councilmember Wallace advised that he had contacted Deluxe Cabs and E. V. Davis Cabs, and they indicated they had not requested a rate increase, and he voted "NO" because he thought this defeated "free interprise" system. Mayor Ratcliff advised Council would now hold a public hearing, as advertised in the Southwest Times, on a proposal to make Ward Lane one-way traffic from Newbern Road, eastward to McGill Street, and that Council would be glad to hear anyone who wished to speak on this subject. PUBLIC HEARING PROPOSAL TO As representative of the Parent Teachers Organization for MAKE WARD LANE ONE-WAY TRAFFIfClaremont School, David Osborne advised Council that the Organization met in September and agreed that a problem existed regarding the traffic on Ward Lane and decided to present the matter to the Town Council to see what could be done. Mr. Osborne stated that Ward Lane is~the main street from Newbern Road to Claremont School and that it was im- possible for two small cars to pass because of the narrowness of the of the road, and suggested that something be done to alleviate the problem before some terrible accident happens. There followed discussion in which Bill Norris and Carl Newsome DISCUSSION FOLLOWS expressed their opinion that making Ward Lane one-way for certain periods during the day would not be feasible and they felt that Ward Lane should be made one-way full time. Councilmember Holston moved that traffic on Ward Lane in front MOTION TO MAKE WARD of Claremont School be one-way all the time, extending to Magill Street, LANE ONEWAY if and when the School Board of Pulaski County, Virginia, owner of the ~: ' , December 16, 198@ land, gives the Town of Pulaski a deed of easement across its property for use as a public right-of-way, and proper traffic signals be erected. Motion was seconded by Councilmember Wallace, and carried on the following vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - Aye Arthur L. Meadows --Aye Robert M. Wallace - Aye Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - Aye Letters from the School Board were filed with the Clerk. Councilmember Johnston had no report for the Utilities EXECUTIVE Committee, but asked that at the proper time an Executive Session be SESSION REQUESTED held to discuss a personnel and legal matter. Councilmember Mitchell had no report for the Recreation Committee. Councilmember Wallace had no report for the Street Committee. MANAGER TO CHECK Mr. Wallace asked the Acting Town Manager Coake to check into the matter ON OLD TAXICABS of old taxicabs parking behind the Blue & White depot. Councilmember Boyd reported the Land and Building Committee met, and considered the bid of Robert P. Whitma n in the amount of $2,090.00 (the only bid received) for lease of the Loving Field property. Mr. Boyd stated Mr. Whitman has this property leased unt il January 1, 1981. It ONE BID was recomended terms of the new lease to be for two annual installment ON LEASING AIRPORT Payments, the first on January lst, and the second on July 1st of each LAND - ATTY DIRECTEDyear, for a period of five years (5), beginning January 1, 1981 and TO PREPARE ending December 31, 1986. LEASE to WHITMAN Councilmember Boyd moved that a proper lease be prepared leasing the 102.44 acres of Loving Field property to Robert P. Whitman, as recommended by the Committee. Motion was seconded by Councilmember Graham, and carried on the following vote: John A. Johnston - Aye Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - Aye Arthur L. Meadows - Aye Robert M. Neblett, Jr. - Absent Councilmember Boyd advised that the Committee considered TOWN NOT the request of an Oilazd Gas Company, recently received, regarding the TO PARTICIPA~'easin of town-owned ro ert IN LEASING g P P y, and it was the recommendation of the LAND FOR Committee that the Town should not participate in any way with the GAS & OIL PURPOSES Company at this time, and so moved. Motion was seconded by Council- member Graham, and carried. - - :~ December 16, 1980 Councilmember Boyd reported the Land and Building Committee MEETING PLANNED WITH CEMETERY TRUSTEES ISSUANCE OF BUILDING PERMITS FOR HOMES ON UN-DEDICATED STREETS discussed the present rates for plots in the Oakwood and Pinehurst Cemeteries, and the Committee planned to meet with the Trustees of the Cemetery Trust Fund after the holidays, and a report would be made to Council on any develppment later. A discussion was held on the feasibility of issuing building permits for homes to be constructed on undeveloped and un-dedicated streets within the corporate limits, and Town Attorney Moore was asked to render an opinion on this. Councilmember Graham stated Councilmember Neblett, REGULATIONS FOR CHRISTMAS HOLIDAY & NEW YEARS HOLIDAY ESTABLISHED FOR 1980 ONLY Chairman of the Personnel Committee, had asked him to make a report on the Season's Holidays. According to the Town's ordinance establish- ing authorized holidays for Town employees, when Christmas falls on Thursday, December 25th - December 24th and December 25th shall be celebrated. It was the recommendation of the Personnel Committee that THIS YEAR ONLY Town employees be given half-day on Wednesday, December 24th, Christmas Day and all day Friday, December 26th; and that employees be given Friday, January 2, 1981, off as part of the New Years Holiday, and so moved. Mr. Meadows stated he had been separated from the Council twice during the year 1980, as he would be resigning from Council as MEADOES RESIGNS of January 1, 1981 when he will be transferred to Kansas by Hercules, DUE TO BEING TFR. TO Inc. Mr. Meadows thanked the Mayor and members of Council along with KANSAS Town Attorney Moore and Mr. Coake for their many courtesies to him. The Mayor and members of Council expressed their sorrow in seeing Mr. Meadows leave the Council as well as leave the Town of Pulaski, but wished him well in his new position. Councilmember Holston advised there was no report from the Pollution & Sanitation Committee at this time, as a survey is NO REPORT now being made of the costs and rates charged for dumpsters and it FOR POLLUTION & SANITATION was hoped a report could be made at the next meeting of Council. December 16, 1981 Town Attorney Moore reported that the Town now owns all of the parcels of land of Pinehurst Cemetery; that a deed had been DEED RECORDEDrecorded to the last purchase of a small tract. He further stated FOR PINEHURST CEM. LAND as soon as the Committee agrees on the rates to be charged in the two cemeteries and other details, a proper deed can be made to cover purchases in these two cemeteries. Acting Town Manager Coake had no further report. At 8:30 P. M. Councilmember Johnston moved that Council EXECUTIVE go into Executive Session to discuss a personnel and legal matter. SESSION Motion was seconded by Councilmember Boyd, and carried. At 9:46 P. M. Councilmember Graham moved that Council return REGULAiR to Regular Session. Motion carried. ADJOURNMENT adjourned.
