HomeMy WebLinkAbout06-18-81690'7 Minutes of the Public Hearing of the Pulaski Town Council held June 18, 1981, at 7:00 P. M, in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmembers: John A. Johnston, C. E. Boyd, Jr., Glen K, Aust, Andrew L. Graham, Jr., Alma H. Holston, James M. Neblett, Jr., Pauline G. Mitc~aell Absent: Councilman Robert M. Wallace Also present: H. R. Coake, Town Manager Gladys R. Dalton, Clerk Roger A. Williams, Treasurer Visitors: Jane Graham and Doug Waters of the news media Approximately 50 citizens The invocation was given by Councilman Boyd. Mayor Ratcliff welcomed the citizens acid advised that the public hearing had been scheduled for the purpose of hearing the public on the upcoming budget for 1981-82. He advised that a summary of the budget had appeared in the local newspaper, and PUBLIC HEARING that many of the citizens were familiar with it, and if any one ON PROPOSED had any suggestions regarding these items, the Council would be BUDGET FOR glad to hear them. Mayor Ratcliff advised the object of the 1981-82 public hearing was to get the input of the public to assist Council in coming to some conclusion as to what is best ~ or the community. Mayor Ratcliff remarked briefly on the increases which are proposed in the budget for 1981-82, and suggested the proposed REMARKS increases in Real Estate taxes would be discussed first. As there BY MAYOR was no comment from Members of Council, Mayor Ratcliff suggested RATCLIFF the public be heard at this time. Approximately twenty (20) citizens were heard by the Council, APPROXIMATELY expressing their concern regarding the increases and what programs could 20 CITIZENS HEARD be deleted. At. 9:20 P. M, it appeared no one else wished to speak relative to the proposed budget, and Mayor Ratcliff thanked the citizens for coming and giving Council the benefit of their thoughts. Council agreed to hold another work session on the budget at WORK SESSION TO BE HELD 7;00 A. M. on Monday, June 22, 1981. JUNE 22nd June 18, 1981 Councilman Graham moved that Council hold a Special Meeting on June 29, 1981 at 4:00 P. M, for the purpose of adopting the 1981=82 budget. Motion was seconded by Councilman Neblett, and carried. A Resolution was_presented concerning an Easement Agreement 0 between the Town of Pulaski and Washington Square, a Virginia Limited Partnership, the terms of which would give the Town a perpetual easement for construction, maintenance, repair and re-construction of water and sewer lines and other facilities, together with its rights from the street to the meters, and directing the Mayor to execute said agreement and the Clerk to attest same, on behalf of the Town. Councilman Boyd moved the adoption of the Resolution dealing ssos RESOLUTION ADOPTED RE• with the Easement Agreement from Washington Square. Motion was seconded EASEMENT AGREEMENT by Councilman Graham, and carried on the following vote: FROM WASHINGTON SQUARE TO TOWN John A. Johnston - Absent* Andrew L. Graham, Jr. - Aye Pauline G. Neblett, Jr. -Aye (*Councilman Johnston having left the meeting earlier) RFC(1T.TTTT(1nT WHEREAS, the Town Engineer has this day presented to the Council an Easement Agreement between the Town of ,Pulaski and Washington Square, a Virginia Limited Partnership, by the terms of which the Washington Square conveys a perpetual easement for construction, maintenance, repair and re-construction of a water and sewer line and other utilities, together with its rights on RESOLUTION the above easement ftnn the street to the meters. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, meeting in Regular Session on this 18th day of June, 1981 that: The Easement Agreement between the Town and Washington Square, after having been fully discussed and upon due consideration, be and the same is hereby, approved. BE IT FURTHER RESOLVED that Raymond F. Ratcliff, Mayor, shall execute the Easement Agreement on the part of the Town and Gladys R. Dalton, its Clerk, shall attest same. At 9:30 P. M, there being no further business, Councilman Graham moved that Council adjourn. Motion was seconded by Councilman Neblett, and carried.
