Ratcliff, presiding. Councilmembers: James M. Neblett, Jr., G. E. Boyd, Jr., SPECIAL MEETING Alma H. Holston, John A. Johnston, Glen K. Aust, Andrew L. Graham, Jr., FURTHER DISCUSSION Pauline G. Mitchell, Robert M. Wallace OF BUDGET 1981-82 Also present: H. R, Coake, Town Manager Gladys R. Dalton, Clerk Roger A. Williams, Treasurer Visitors: Jane Graham, The Southwest Times Dee Lindsey, WPW Radio Station The invocation was given by Councilman Neblett. WAIVER DF NOTICE DF SPECIAL MEETING We, the undersigned, duly elected members of the Council of the Town of Pulaski, Virginia, do hereby waive notice of a Special Meeting of said Council at 7:00 A, M. on the 25th day of June, 1981, for the purpose of holding a budget study session on the proposed 1981-82 budget, and any other business that may legally come bef ore the Council, WITNESS our signatures this 25th day of June, 1981. S9~n June 25, 1981 Mayor Ratcliff advised the Special Meeting was called to further discuss the proposed budget for 1981-82, and to discuss some personnel matters. Councilman Neblett moved that Council go into Executive Session to discuss a personnel matter. Motion was seconded by EXECUTIVE SESSION Councilman Johnston, and carried. At 7:05 A. M. Council went into Executive Session. At 8:10 A. M. Council returned to Regular Session. Councilman Johnston suggested that the Council continue to COUNCIL TO hear from any Councilmember as to any adjustments or cuts in the CONTINUE TO HEAR DIS_ proposed budget. CUSSION ON PROPOSED BUDGET Mayor Ratcliff advised that this be done on an individual basis. Councilman Boyd moved that Town Council travel, line item Olt-220, be reduced by $1,000.00 for a total of $2,500.00. Motion was seconded by Councilman Graham. 1 Councilman Johnston felt this to be unwise, and Mayor Ratcliff stated he appreciated the support, but Council should look CUUNCIL TRAVEL REDUCED BY at the budget and if there is any way of reducing it, he certainly $1,000.00 favored it. The following vote was taken: John A. Johnston - No Pauline G. Mitchell - Aye Robert M. Wallace - Aye C . E . Boyd, Jr . - Aye Andrew L. Graham, Jr. - Aye Glen K. Aust - Aye Alma H. Holston - Aye James M. Neblett, Jr. - No Councilman Boyd moved that travel for the Mayor, Account 012-220, in the proposed amount of $4,000.00 be reduced by $1,000.00. was taken: MOTION TO Motion was seconded by Councilman Graham. REDUCE TRAVEL FOR MAYOR During the discussion there was much opposition to this cut, DID NOT CARRY but Mayor Ratcliff recommended it be reduced, and the following vote John A. Neblett, Jr. - No s 9 ~ ~ June 25, 1981 Councilman Boyd moved that the travel allowance for Town Attorney", Account ~~013-220, be reduced by $100.00, to $50.00 total. MOTION TO REDUCE TOWN ATTY. TRAVEL Motion was seconded by Councilman Graham. WITHDRAWN After some discussion, Mr, Boyd withdrew his motion and Mr. Graham withdrew his second. Councilman Boyd advised there were several items to be considered under CONTRIBUTIONS & SUPPORT, and he would take them up one at a time. Councilman Boyd moved that Account ~k122-599 - Pulaski County Free Library- be decreased by $1,000.00, making the total CO. LIBRARY $6,500.00. Motion was seconded by Councilman Graham, and ACCOUNT REDUCED BY $1,000.00 carried on the following vote: John A. Johnston - No Pauline G. Mitchell - Aye Robert M. Wallace - No C. E. Boyd, Jr. - Aye Andrew;L, Graham, Jr. - Aye Glen K, Aust - Aye Alma H.,Holston - Aye James M. Neblett, Jr. - No Councilman Boyd moved that Account ~~122-899 - New River Valley Airport Commission, in the amount of $5,5~u3.00 be decreased MOTION TO REDUCE AIRPORT COMM. by $1,000.00. Motion was seconded by Councilman Graham, and the BY $1,000.00 DID NOT PASS following vote was taken: John A. Johnston - No Andrew L, Graham, Jr. - Aye Pauline G. Mitchell - No Glen K, Aust - No Robert M. Wallace - No Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - No Motion did not carry. Councilman Boyd moved that Account ~~122-149.9 - New River MOTION TO REDUCE Valley on Aging, in the amount of $1,200.00 be reduced by $600.00. NEW RIVER VALLEY ON AGING BY $600.00 Motion was seconded by Councilman Graham, and the following vote was PASSED taken: John A. Johnston - No Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - No Glen K. Aust - Aye Robert M. Wallace - No Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - No Tie vote - and Mayor Ratcliff voted "Yes" Motion carried. Councilman Boyd moved that the Account ~~122-209.9 - T. G. MOTION DID NOT Howard Community Center - be cut $250.00, and motion was seconded CARRY TO REDUCE T.G.HOWARD by Councilman Graham, and the fo llowing vote was taken: CENTER BY $2~ .00 John A. Johnston - No Andrew L. Graham, Jr. - Aye Pauline G. Mitchell - No Glen K. Aust - Aye Robert M, Wallace - No Alma H. Holston - No C. E. Boyd, Jr. - Aye James M, Neblett, Jr. - No 1 Motion did not carry. June 25, 1981 6912 Councilman Boyd moved that Account ~~122-219.9 - Community MOTION TO Action Program, in the amount of $2,000.00 as requested and have not NOT APPROVE CONTRIBUTION TO funded before, not be approved. Motion was seconded by Councilman Comm. Action PROGRAM DID Graham, and .the following vote was taken: NOT CARRY John A. Johnston - No Andrew L, Graham, Jr. - Aye Pauline G. Mitchell - No Glen K. Councilman Boyd moved that estimated expenditures for operation of CALF EE PARK & LOVING FIELD MAINTENANCE in the amount of $5,500.00 - CALFEE PARK & LOVING FIELD CALF EE PARK expenditures be reduced $1,000.00. Motion was seconded by MTN. ACCT. CUT Councilman Graham, It was suggested during the discussion that the Pulaski County DISCUSSION School Board should be approached concerning their sharing in the cost of the opera ti on of Calfee Park for their use of same. Councilman Aust made a substitute motion, and moved that 1 Account ~~123-302.3 Concession Supplies in the amount of $2,400.00 be SUBSTITUTE MOTION deleted. Motion was seconded by Councilman Graham, and the following DID NOT CARRY vote was taken: John A. Johnston - No Pauline G. Mitchell - No Robert M, Wallace - No C . E . Boyd, Jr . - No Andrew L. Graham, Jr. - Aye Glen K, Aust - Aye Alma H. Holston - No James M. Neblett, Jr. - No Motion did not carry, and vote was taken on the original motion, as follows: CALFEE PARK & LOVING FIELD John A. Neblett, Jr. -Aye Councilman Aust moved that the Recreation Committee make a thorough study as to whether this is feasible to leave in the Town budget, or do away with it altogether. Johnston Pauline G. Mitchell Robert M. Wallace C. E. Boyd, Jr. Councilman Boyd move reduced by $1,000.00. Motion was and carried on the following vote: - Aye Andrew L. Councilman Johnston made a substitute motion that Account 4EPERATION OF ~~125-3Q2.3 Concession Supplies for Gatewood Park be included in the GATEWOOD PARK TO BE INCLUDED Recreati on Committee study that has been previously authorized by this IN RECREATION COMMITTEE STUDY Council. Motion was seconded by Councilman Neblett, and carried on PREVIOUSLY AUTHORIZED the following vote: John A. Johnston - Aye Andrew,L. Graham, Jr. - Aye Pauline G. Mitchell -Aye Glen K. Aust - Aye Robert M. Wallace - Aye Alma H. Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - Aye Councilman Boyd moved that Account Nos. 408.2 - Gatewood 3 Paddle Boats, and ~~407.9 Gatewood 8 Electric Motors, amounting to $2200.00 be deleted from Revenue Sharing. Motion was seconded by Councilman Graham. M®TIONS AND Councilman Neblett made a substitute motion that one paddle VOTING ON PADDLE BOATS boat for Gatewood be cut, estimated at $800.00 from the budget. Motion AT GATEWOOD RESERVOIR was seconded by Councilman Aust, and the following vote was taken: John A. Johnston - Aye Andrew L. Graham, Jr. - No Pauline G. Mitchell - No Glen K, Aust - Aye Robert M. Wallace - Aye Alma H. Holston - No C. E. Boyd, Jr. - No James`M, Neblett, Jr. - Aye Tie vote and Mayor Ratcliff voted "NO". Substitute motion did not carry. Councilman Graham moved to delete both Paddle Bc~s, and motion was seconded by Councilman Boyd, and the following vote was taken: John A. Johnston - No Pauline G. Mitchell - No Robert M. Wallace - No C . E . Boyd , Jr . - Aye Andrew L. Graham, Jr. -Aye Glen K. Aust - No Alma H. Holston - Aye James M. Neblett, Jr. - No Motion did not carry, and the following vote was taken on the original motion: John A. Johnston - No Pauline G. Mitchell No Robert M. Wallace - No C. E. Neblett, Jr. - No ,' J r_ 6914 June 25, 1981 Under GENERAL CAPITAL OUTLAY, Councilman Boyd moved that $2,000.00 be cut from Account ~~900-914.0 - Tree Trimming - of $4,000.00. Motion was seconded by Councilman Graham, and the following vote was taken: MOTION TO CUT TREE TRIMMING John A. Johnston - No Andrew L. Graham, Jr, - Aye ACCOUNT FAILED Pauline G. Mitchell - No Glen K, Aust - No Robert M, Wallace - No Alma H.,Holston - Aye C. E. Boyd, Jr. - Aye James M. Neblett, Jr. - No Motion did not carry. Councilman Boyd moved that Account ~~800-811.5 - Warden MOTION TO Springs Pump Station in the amount of $15,000.00 be eliminated. ELIMINATE WARDEN SPG. Motion was seconded by Councilman Graham, and the following vote PUMP STA. $15,000 DID was taken: NOT CARRY John A. Johnston - No Pauline G. Mitchell - No Robert M. Wallace - No C. E. Boyd, Jr. - Aye Motion did not carry. Andrew,L. Graham, Jr. - Aye Glen K, Aust - No Alma H. Holston - No James M. Neblett, Jr. - No Councilman Boyd moved that the Account ARMORY MAINTENANCE & ARMJRY MTN. &OPERATION be referred to Town Manager Coake for a study and report OPERATION REF. TO to Council. Motion was seconded by Councilman Graham, and carried TOWN MGR . FOR STUDY Mayor Ratcliff questioned the Recodification of Town & REPORT Ordinances, and Town Manager Coake explained the last recodifica- tion was in 1974, and Mayot Ratcliff agreed this needed to be done. MAYOR QUESTIONHe also inquired of Treasurer Williams relative to the $1500.00 item ED CODIFICATION & $1500.ITEM in his budget for Furniture & Fixtures, and was advised this was to IN TREAS. BUDGET cover an electric typewriter and filing cabinets. Also, inquired if the Gasoline item for the Police Department could be reconsidered. Councilmember Holston moved that Account ~~900-934.0 - Downtown Improvement in the amount of $35,000.00 be deleted from the budget. Motion was seconded by Councilman Boyd, and the following vote MOTION TO DELETE was taken following a lengthy discussion: $35,000. DOWNTOWN John A. Johnston - No Andrew L. Graham, Jr. - No RENOVATION Pauline G. Mitchell - No Glen K. Aust - No DID NOT CARRY Robert M. Wallace - No Alma H. Holston - Aye C. E. Boyd, Jr. - No James M. Neblett, Jr. - No Motion did not carry. 6915 June 25, 1981 Mayor Ratcliff stated that some savings in the budget were effected, and inquired as to the method of adjustment in the proposed budget. Councilman Neblett moved that Town Manager Coake analyze TOWN MANAGER the budget and see where best to make the adjustments. Motion was TO ANALYZE BUDGET FOR BEST ADJUST- seconded by Councilmember Holston, and carried. MENTS OF CUTS BY COUNCIL Councilman Aust suggested that Council meet at 3:30 P, M: on Monday, June 29th, bef ore the Special Council meeting at 4:00 P. M. report of changes on the 29th for Town Manager Coake's report on the changes. Motion TO BE CONSIDERED AT JULY 29th was seconded by Councilmember Holston, and carried. MEETING Town N1a.nager Coake advised that the County has the possibility of securing a grant to provide water and sewer to Brookmont area. They will be asking the Town to give up the one-mile radius, unless we can get a commitment to do this extension. Mr. Coake REQUEST FROM advised it was necessary to give the County an answer by July 7th COUNTY FOR PROVIDING WATER and a f ormal letter would be received from the County making & SEWER TO BROOKMT AREA IN ONE-MILE this request. AREA TO BE REF. TO UTILITY COMM. Councilman Boyd moved this request from the County be UPON RECPT OF LETTER FROM COUNTY referred to the Utilities Committee upon receipt of the letter from the County.
