There were present: Mayor Raymond F. Ratcliff, presiding. Councilmembers: James M. Neblett, Jr., Alma H. Holston, GLen;K. Aust, Andrew L. Graham, Jr., C. E. Boyd, Jr., Pauline G. Mitchell, Robert M. Wallace, John A. Johnston Also present: H. R. Coake, Town Manager Gladys R. Dalton, Clerk Garnett S. Moore, Town Attorney Roger A. Williams, Treasurer Visitors: Jane Graham and Doug Waters of the news media John Olver of Olver, Incorporated, Blacksburg, Va. The invocation was given by Councilman Aust. The minutes of the regular ~eeeting of August 4, 1981 were approved as corrected. John Olver, President of Olver, Inc., Blacksburg, Engineers for STATUS OF PEPPERS FRY. REG. PLANT the Pepper's Ferry Regional Wastewater Treatment Plant, appeared before Council and reported on the present status of the plant, including estimated capital costs (Step III) for each locality; facilities re- quired and proposed funding by the Town of Pulaski, together with a proposed project construction schedule. Finance Chairman Graham advised that members of Council had received TREASURER'S 1980 DEL. TAX REPORT IN DETAIL APPROVED BY COUNCIL' S RESOLUTIONS AS FOLLOWS C a copy of Town Treasurer Roger Williams' report on Delinquent Taxes and Erroneous Assessments for the year 1980, as well as for years 1979 thru 1972. Mr. Graham reported that the Finance Committee had considered the report, and it is necessary that Council act upon the Resolutions contained in Mr. Williams' report. Thereupon,, Roger A. RECREATION COMMITTEE As Chairman of the Recreation Committee, Mrs. Mitchell advised NO REPORT there was no report. STREET COMMITTEE NO REPORT Chairman Wallace had no report. BUILDING & LAND C®MMITTEE Mr. Boyd inquired of Town Attorney Moore the status of the CEMETERY Cemetery project, and was advised by Mr. Moore that he is working on it MAPS SECURED and hopes to have it in the hands of the Printers soon for proofs. He stated maps for all cemeteries have been secured. In answer to Mr. Boyd's inquiry relative to the ownership of the Armory, Town Manager Coake advised a letter from the Commonwealth of STATE'S MILITARY Virginia, Department of Military Affairs, indicates that ownership of AFFAIRS ADV. ARMORY DOES the Armory does not revert back to the Town after a certain number of NOT REVERT TO TOWN years; also, the Resolution of Council and deed does not indicate this & TOWN RESPONSIBLE to be the case. TO that Council, by motion, on November 18, 1980 agreed to make Ward Lane CONTACT SCHOOL BD. RE: a one-way street when the School Board granted to the Town an easement. EASEMENT FOR WARD LANE Mrs. Holston asked that Town Manager Coake contact the School Board to see what is holding up this easement. Mayor Ratcliff advised that he would like to see Council refer this to the Street Committee and Town Manager to see if it is possible STREET COMM. to open up Ridge and Taylor Streets for an "out", rather than the use TO LOOK INTO POSS, of Ward Lane.
