HomeMy WebLinkAbout01-08-80S Qom/ V ~Y Minutes of the regular meeting of the Pulaski Town Council held January 8, 1980 at 4:00 P. M. in the Council Chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Blair B.,Brockmeyer, John A, Johnston, Robert M, Wallace, Andrew L. Graham, Jr ., Arthur L. Meadows, WYlliam A. House, James M. Neblett, Jr. Absent: Councilmen C. E. Boyd, Jr. (Mr. Boyd arrived at the meeting at 5:40 P. M.) Also present: J. E. Marshall, Town Manager Gladys R. Dalton, Clerk Garnett S. Moore, Town Attorney H. R. Coake, Assistant Town Manager Roger A. Williams, Treasurer Visitors: Dave Vascek, Rick Kerns, and Barbara English of the Media - Charlie Dalton, Obel Ratcliff, Mr. & Mrs. James P: Taylor, Jr. The invocation was given by Councilman Graham. The minutes of the regular meeting of December 18, 1979 were MINUTES APPROVED approved as recorded. Mayor Ratcliff advised that Council would hear the public at this time, and Charlie Dalton of Brookmont area advised that there MORE SIGNA- TURES ON were now thirty-six (36) signatures to the petition which was presented TAYLOR TRAILER OBJECTION opposing the placing of a trailer by James P. Taylor on Lot 6, Section 1 of the Bunts Subdivision. Town Manager Marshall advised that this application had been carried over by Council from its last meeting in order that all members of Council would be afforded an opportunity to view the situation with regard to the type of structure as well as the location REPORT OF TOWN MGR. of same. Mr. Marshall also advised this was a double wide unit which had been manufactured by trailer specifications and falls in the category of a trailer. Councilman Brockmeyer moved that the mobile home MOTION TO application of James P. Taylor be granted. Motion was seconded by GRANT APPLICATION; Councilman Meadows. SOME OPPOSITION, .PERMIT GRANTED ~~5~ January 8, 1979 Some members of Council expressed opposition to the amount of open or level space or ground in the lot, and also to the fact that OPPOSITION TO GRANTING there were objections to the placing of this mobile home at this TRAILER PERMIT location. Meadows - Aye John A. Johnston - Nay James M. Neblett;~ Jr. - Aye Mayor Ratcliff called for Committee reports: ~\ EXECUTI'JE SESSION Councilman Graham had no report for the Utility Committee, and ~' REQUESTD advised he would ask for an Executive Session at the end of ~he meeting. Councilman Brockmeyer advised the Recreation Commit~ee had met RECREATION COMM. R'~ORT'and discussed the Recreation Program for fall football as well as the spring basket ball schedule. Councilman Wallace stated he had received a request from a f ormer Councilman that the next time there is snow the Town clear the street to REQ. FOR Middle School from Route 11 and the School, as well as the road from Rt. REMOVAL OF SNDW 11 to the YMCA. ON STS. On motion of Councilman Neblett, seconded by Councilman Brockmeyer, and carried, a request from the Pulaski County Library for an increase in FINANCE the amount budgeted by the Town to the operation of the Library, was COMMITTEE ~ Tf1 STUDY referred to the Finance Committee for consideration and report to the LIBRARY REQUEST Council. i FOr FUNDS Councilman House stated that during the discussion on the Leave of Absence Policy for Town employees it was decided to take out the section on "Civil Leave Policy Statement", and it has now been brought to his attention that on page 2 of the Sick Leave policy there appears a paragraph "6.0 Civil Leave Policy Statement". Councilman House moved that ELIMINATION Section 6.0 Civil Leave Policy Statement be deleted and that the minutes OF SECTION 6.0 IN so reflected this. Neblett,Jr. - Aye a Q©`~~~ January 8, 1980 Councilman Meadows reported the Ordinance Committee met and talked about the problems of dogs, but there seemed to be no answer DOG ORDINANCE REPORT to all of the problems. Mr. Meadows stated the Committee did discuss the adoption of an ordinance to conf orm to the ordinance adopted by Pulaski County. Town Attorney Moore advised there are legal questions concerning such an ordinance, and asked to discuss this with Council in an Executive Session. BE IT ORDAINED by the Council of the Town of ,Pulaski, Virginia eeting in Regular Session on this 8th day of January, 1980, that: (1) That certain Ordinance entitled: "AN ORDINANCE to permit t e regulate bingo games and raffles in the Town of Pulaski, Virginia, to provide procedure for filing application, establishing who may conduct and the conditions under which bingo games,. and raffles may be REPEAL OF llowed; and providing a fee for granting a permit, and penalty for BINGO & iolation thereof," enacted by the Council of the Town ofI'ulaski, RAFFLE irginia, in Regular Session on the 18th day of December, 1973, be ORDINANCE and the same is hereby REPEALED. a~~rew L. Neblett, Jr. - Aye Councilman Neblett reported that in filling vacancies on , the Committee and Commissions of Council for the Committee on Housing Board of Adjustment and Appeals, the appointment of an Architect had been discussed and that James F. Logan, who is a member at large, had agreed to serve as Architect. Councilman Neblett stated that in the recent survey for new members to these Committees R. B. (Bob) Kilgore had expressed a desire to serve on this Committee. Councilman Neblett moved that a proper Resolution be prepared carrying out the appointment ~ ~ f or Council's adoption. Neblett, Jr.- Aye Town Attorney Moore read a Resolution for the Establishment of a Synthetic Fuel Plant which was recently adopted by the City of ATTORNEY TO Radf ord. Mayor Ratcliff suggested that the Pulaski Council adopt PREPARE ORDINANCE RE: SYNTHETIC a companion ordinance to the one adopted by Radford, and Council- FUEL PLANT man Johnston moved that the Town Attorney prepare a Resolution for Council's consideration on the 22nd 6f_January meeting. Motion was seconded by Councilman Brockmeyer, and carried. January 8, 1980 Mayor Ratcliff stated those Councilmen who planned to attend as#~$ the League's Local Government Officials Day in Richmond should advise Town Manager Marshall of this. Mayor Ratcliff stated the meeting will provide an opportunity for local officials. and members of the General LOCAL GOVT. Assembly to meet the new League Executive Director as well as give local OFFICIAL DAY IN officials an opportunity to discuss legislation with our Representatives. RICHMOND Councilman Graham moved that Mayor Ratcliff proceed on the MAYOR TO 1977 Dog Law and discuss with our' Representatives legislation to put PROCEED RE: "towns" back into the law. Johnston - Aye James M.Neblett, Jr. - Aye As had been requested by the Council, Town Manager Marshall gave a detailed report on the type records that will be kept regarding the Leave of Absence Policy adopted to become effective January 1, 1980. Mr. Marshall advised a central control over all the different leaves taken REPORT ON RECORDS including vacation, will be kept in the payroll office; and he furnished ON LEAVE OF ABSENCE to the Mayor and members of Council copy of the form which will be used POLICY by each Department Head in providing inf ormation to the Payroll Clerk of the type leave taken by each employee. Mr. Marshall then stated the Payroll Clerk will then update the accumulative record card, showing any reduction or increases. Town Manager Marshall reported the Training Session for all TRAINING SESSION Department Heads and first and second line supervisors on grievance AT ARMORY JAN.30 & handling and employee relations has been scheduled for January 30 and 31 31 at the National Guard Armory. Town Manager Marshall stated the Virginia Municipal League had requested that the Town of Pulaski furnish to them Policy Committee LEAGUE Nominations for the year 1980, by January 15th. The following Council POLICY COMMITTEE members agreed to serve for the year 1980: MEMBERS DESIGNATED Community Development - Robert M. Wallace Effective Government - James M, Neblett, Jr. Environmental Quality - Blair B. Brockmeyer Human Development - Arthur L. Meadows Transportation - William A. House Public Safety - J. E. Marshall, Town Manager:: ~~ ~Q~,~9: January 8, 1980 As Chairman of the Downtown Renovation Committee, Town Manager Marshall reported that it was hoped to meet the February DOWNTOWN IMPROVEMENT deadline for making a recommendation to 6ouncil on the mailout MAILOUT REPORT Request for Proposals to Engineering Firms. Town Manager Marshall reported that through December 60 to 65 percent of the proposed schedule for dredging Peak Creek had PEAK CREEK DREDGING been completed, and $24,253 had been spent. Mr. Marshall stated REPORT they had hoped to have the work completed to the corporate limits by the end of January. At 5;20 P. M. Councilman Graham moved that Council go into Executive Session to discuss a legal matter. Motion was seconded EXECUTIVE SESSION by Councilman House, and carried. Councilman Boyd arrived at 5:20 P. M. At 7:05 P. M. Councilman Graham moved, seconded by Councilman REGULAR SESSION House, that Council return to regular session. Motion was carried. At 7:06 P. M. Mayor Ratcliff advised Council was again in regular session and inquired if there was other business to come before the Council at this time. Councilman Meadows moved that .Town Attorney Moore. prepare TOWN ATTY an ordinance on Dog control for Council's consideration at its TO PREPARE meeting on January 22, 1980. Motion was seconded by Councilman DOG CONTROL ORD . FOR Boyd, and carried . DOG CONTROL FOR FEBRUARY At 7:09 Councilman House moved, seconded by Councilman Meadows, that Council adjourn.
