HomeMy WebLinkAbout01-23-80~'. 7 Minutes of the special meeting of the Pulaski Town Council held January 23, 1980 at 5:00 P. M, in the Council chambers in the Municipal Building. There were present: Mayor Raymond F. Ratcliff, presiding. Councilmen: Andrew L, Graham, Jr., Blair B. Brookmeyer, Robert M.;Wallace, John A. Johnston, William 1~. House, C. E. Boyd, Jr., Arthur. L. Meadows, James M. Neblett, Jr. Also present: J, E. Marshall, Town Manager H. R. Coake, Assistant Town Manager John Hawley, Town Engineer Roger A. Williams, Finance Director Visitors: None The invocation was given by Councilman Boyd. Mayor Ratcliff advised the purpose of the called meeting was to adjourn into an Executive Session to discuss a legal matter, or any other business that may legally come before the Council. SPECIAL SESSION Councilman Graham moved that Council go into Executive Session TO GO INTO EXECUTIVE to discuss a legal matter. Motion was seconded by Councilman House, SESsion and Carried. At 5:05 P. M. Council went into Executive Session. WAIVER OF NOTICE OF SPECIAL COUNCIL MEETING We, the undersigned, duly elected members of the Council of the WAIVER OF NOTICE Town of Pulaski, Virginia, hereby wa~.ve notice of a Special Meeting of said Council at 5:00 P. M. on the 23rd day of January, 1980, for the purpose of adjourning into an Executive Session to discuss a legal matters and any other business that may legally come bef ore the Council. WITNESS our signatures this 23rd day of January, 1980. os~~ January 23, 1980 At 6: 45 P. M. Councilman Meadows moved, seconded by Councilman House that Council return to regular session. Motion carried. At 6:46 P. M. Mayor Ratcliff declared Council to be again in regular session and inquired if there was other business to come before Council. Councilman Graham brought to the attention of Council that it was necessary that we amend the I&I Contract from the original amount REVISION OF of $280,979 to $203,502 which is a part of the total system of I&I work. I&I GRANT MONIES This revision has been brought about as a result of HUD advising the Town Administrative staff that none of the ARC Grant monies could be AND spent in the so-called Flood Plain area. Having made the above statement, Mr. Graham moved, seconded by CONTRACT Mr. House that the I&I Removal Contract be amended from $280,979 to AMENDED $203,502 which will allow the Town to proceed with a part of the contract work that is outside of the Flood Plain Area. Motion carried on the following vote: Andrew L. Graham, Jr. - Aye William A. House - Aye Blair B.;Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Wallace - Aye Arthur L. Meadows - Aye John A. Johnston - Aye James M.Neblett, Jr. - Aye Councilman Graham advised Council that after having reviewed all of the inf ormation and data that had been prepared by the Town Manager, Assistant Town Manager and Town Engineer, regarding sewer service charges for the generation of capital improvement funds it DISCUSSION was necessary that Council take action on this particular matter RE: CAPITAL at this time. FUNDS FOR Councilman Graham then moved that the Town Manager be authorized SEwer IMPROV. to meet with Town Attorney Moore and prepare the proper ordinance with MENTS regard to the sewer charges for the generation of capital improvement funds for the sewer system improvement work. Further, Graham moved that the ordinance was to be prepared be placed on first reading at the February 5, 1980 regular meeting of Council. Motion was seconded by Councilman Neblett, and carried on the following vote: Andrew L. Graham, Jr. - Aye W~.lliam A. House - Aye Blair B. Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert M. Johnston - Aye James M.Neblett, Jr.- Aye 06569 January 23, 1980 Councilman Graham advised that since the Council had authorized the preparation of an ordinance to be placed on first PUBLIC HEARING ON CAPITAL FUNDS reading, that it would be the best interest of Council to schedule a FOR SEWER SYSTEM IMPROVEMENT public hearing on this ordinance as soon as possible. Councilman Graham then moved, seconded by Councilman Wallace that a public hearing on the proposed capital improvement funds ordinance for the sewer system be scheduled for February 19, 1980 at 7:00 P. M. which is the regular Council meeting date. Motion was carried on the following vote: Andrew L. Graham, Jr. - Aye W~.11~am A. House - Aye Blair B. Brockmeyer - Aye C. E. Boyd, Jr. - Aye Robert,M.
