Moore Visitors: Jane Graham and Esther Williams, Southwest ,Times reporters Mrs. Dakley Duncan The invocation was given by Councilman Frye. Minutes of .the regular meeting of July 20 were approved as recorded. Mayor Edens advised that it was the time and place, as so advertised in the Southwest Times, for a public hearing on the request of Leslie Moore to place a trailer on 408 Birch Street. Town Manager Marshall reported that the site had been LESLIE MOORE TRAILER APPLIC.investigated, and that water was available. He recommended approval APPROVED of the application providing a permit from the Health Department for a septic tank was received, and also that the proper application would be made for a water connection. Councilman White so moved, seconded by Councilman Ratcliff, and carried. Mayor Edens advised that it was the time and place, as so advertised in the Southwest Times, for a public hearing on the re- quest of David Flores to place a trailer on Birch Street. It was mentioned that this application had been submitted in the name of KELLY SCHRADER Kelly R. Schrader, Dora Highway. (DAVID FLORES) TRAILER APPLIC. Town Manager Marshall reported that water and sewer was APPROVED available, and recommended approval of the application subject to subdividing the lot on which the trailer would be placed. Councilman White so moved, seconded by Councilman Graham, and carried. Mrs. Oakley M. Duncan expressed her desire to have two AIR POLLUTION letters turned in to Council in February from two local Women's Clubs, PET. & LETTERS TO ~ CON- together with a petition regarding pollution, be made a part of the SIDERED AGAIN Council minutes. She stated the petition contained 634 names. Mayor ,~ ~1, `~~ i ~.~~ M.5 August 3, 1971 Edens advised her that action would have to be taken to put this type of thing in the minutes. A motion was made by Councilman Ratcliff that these letters and the petition be presented again for consideration by the Council. This motion was seconded by Councilman Vaughan, and carried. Mrs. Duncan told the group that the bank between Monroe Avenue and Prospect Avenue was always covered with mud and wondered if there was MUD ON SIDEWALK anything that could be done about it. Mayor Edens suggested that the BET.MONROE & PROSP- owner of the lot be determined, and a motion was made by Counciktaan ECT AVES. REF. TO Ratcliff to refer this matter to the Town Manager. The motion was TOWN MGR. seconded by Councilman Vaughan, and carried. Mrs. Duncan asked if anyone had complained about a dust problem on Pierce Avenue. Mr. Marshall reported that he had discussed the problem with a resident on Fierce Avenue and also the noise as well as the dust that came from a lumber yard in that section. He thought it might be DUST PROBLEM well for the residents to contact the company now renting the lumber yard, ON PIERCE AVENUE and Mrs. Duncan stated that she had contacted a Mr. Compton in charge. DISCUSSED He, Mr. Compton, would be willing to spray with oil to relieve the dust situation but he lacked the equipment to handle it. Mayor Edens suggested that possibly one of the oil companies might have such a spray that could be used. PROPER The problem of workers from a local furniture plant eating their CONTAINER ON ~~ MONROE lunch on or near a bridge on Monroe Avenue and dropping trash into the AVE. FOR TRASH branch under the bridge was discussed. It was finally established that the proper container was provided for the workers to deposit of the trash. Councilman Vaughan, Chairman of the Recreation Committee, re- ported that he had talked with his Committee and they felt that it was out of their capacity to promote dancing on the new parking lot on East Main Street REC. August 3, 1971 Councilman Vaughan inquired as to the opening date of the Gatewood Recreation area. Town Manager Marshall stated that some rules and regulations such as fees; time of opening and closing; AUG.I2TH use of boats; having people deputized to maintain order; duties SET FOR , OPENING OF of caretaker and other items would have to be adopted by Council GATEWOOD REC.AREA in the operation of the area. He thought August 12 could be set as an opening date. A motion was made by Councilman Vaughan to set Thursday, August 12, 1971 as the opening date for the Gatewood Recreation area. The motion was seconded by Councilman White, and carried. Councilman Vaughan also asked for a report on the progress REPORT ON , MACGILL VILL. of the Macgill Village Park, Town Manager Marshall reported that grad- PARK ing work would begin Monday, August 9, and described the different areas to be developed according to a plan. Councilman Ratcliff of the Utilities Committee, reported that the plans are complete on the sewer lift station along Route 611 to serve the Elementary School, the new High School and the new Industrial Plant. Also plans are complete for the first phase of PLANS FOR the sewer lines to serve the Elementary School, new Plant and SEWER LIFT , NATION ON approximately 15 county homes. The Town Council had previously RT.611 COMPLETE; agreed to participate with the County Board of Supervisors on a COUNTY TO PAY FOR joint venture in furnishing these services. Pulaski County will MATERIALS FOR PHASE ONE, purchase all materials, and the Town of Pulaski to furnish town TOWN DIG DITCH owned equipment, the crew to dig the ditch and lay the sewer line-for phase one. Councilman Ratcliff moved that the Town of Pulaski participate in this joint venture with Pulaski County. The motion was seconded by Councilman Graham, and carried. Councilman Graham reporting for the Utility Committee re- garding the water pressure on the north side of Pulaski, stated that WATER PRES . NEEDMORE the matter had been investigated and that some plans were being BEING INVESTIGATED considered for the relief of this situation. Since the pressure was so low it might possibly involve participation on the part of the home owners as to furnishing additional equipment. More inf ormation would be available at the next Council meeting. ~~~~. August 3, 1971 Mayor Edens reported that he had received compliments on the appearance of the Cemetery. Two people had approached the Mayor on the possibility of removing the curbs from around their Cemetery lots IMPROVED since this would make the mowing operation much easier, and would APPEARANCE also improve the looks of the Cemetery. Town Manager Marshall OF OAKWOOD agreed to ..investigate the possibility of having other owners remove CEMETERY the curbing and the Town would haul away the concrete if they decided to do this. Town Attorney Moore asked if the cemetery lot owners would be billed for the mowing of their lots„ and he was told that no such plans existed at the present time because of prior records not being kept. Mayor Edens had received two requests from concerns needing REQ. FOR a loading zone on Main Street. One was a freight line, and the MAIN ST. other UPS. Several possible locations were discussed with something LOADING that could serve parking for a large trailer. Town Manager Marshall ZONE will look into the matter. Mayor Edens announced that the Virginia Airport Authority AIRPORT had been allowed to intervene in the Piedmont Airline case for discontinuance HEARING of service at New River Valley Airport. A future meeting will be held SET FOR at the Radford City Hall. RADFORD . Mayor Edens again reviewed the Committees that needed re- appointments. Several people had agreed to serve-again, but there COMMITTEE were more who had to be contacted by Council members before a full APPOINTMENTS REVIEWED slate could be presented. Attorney Moore advised the Council that a resolution would have to be drawn up on these appointments so no definite action was taken by Council. Mayor Edens had received a request from the JC's to erect a sign on Route 99 showing the local clubs and associations and their meeting JC'S REQ. dates. `The JC's have the material for the sign but they need permission SITE FOR and help in.lifting the sign. Several-sites for the sign were dis- PLACING cussed and ownership of land on which the sign was to be placed. CIVIC CLUB Mr. Steve Smith of the JC's_will call on Mr. Marshall concerning the SIGNS placement of the sign. ~- ~ ~-; August 3, 1971 On motion of Councilman Frye, seconded by Councilman Congrove, and carried, the following Resolution was adopted: R F.S nT.TiTT ilN On July 14, 1971, the Town of Pulaski suffered a great loss in the death of Charles Edward Comer, Jr., Chief of Police, a loyal and dedicated police officer. He was born in Rockingham County, Virginia, on April 10, 1907, the son of the late Charles E. Comer, Sr. and Maggie Marshall Comer. RESOLUTION In L946 he came to Pulaski and joined the Pulaski RE: C. E. COMER, JR Police force. His hard work, devotion to duty and ability to get along with his fellow officers and the people he DECEASED served were recognized by his advancement through the ranks to sergeant in 1953, and to Acting Chief of Police in 1961. His continued dedication to police work and his leadership culminated in his selection as Chie£ of Police in 1962. Chief Comer brought honor to himself and the community he served. He believed in the prevention of crime as well as strict enf orcement of the law. He believed in the necessity for cooperation not only among law enf orcement officers but between them and the citizens of the community. He spent many hours in police training schools and promoted training programs for the men serving under him. He participated actively in the affairs and programs of the International Association of Chiefs of .Police. He served as President of the Appalachian Crime Clinic. Another abiding interest with the Chief was highway safety, and his efforts in safe driving programs drew State recognition and have made Pulaski a safer community for its people. The Council of the Town of Pulaski regards the death of Charles E. Comer, Jr., a great loss to the Town and a deep personal loss to each of its members who knew and- respected him. It recognizes his outstanding public service as a police officer and pays tribute to his memory. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, That the Council records its appreciation for the dedicated service which Chief Comer rendered to the Town and the community and the impact which his efforts have had and will continue to have on law en- f orcement in this section of Virginia. The Council further records its sorrow upon his death and extends its sympathy to his widow and the family in their loss. IT IS RESOLVED FURTHER that the Clerk of Council send a suitably prepared copy of this Resolution to Mrs. Martha St. John Comer as a token of the esteem in which he was he~i by the Council and the people of the Town of Pulaski. Town Manager Marshall reported that the sewer line trouble SEWER-ODOR on North Jefferson Avenue had been thoroughly..checked, and it was TROUBLE FOUND & hoped that the cause had been found. ' CORRECTED. As had been requested, A. U. S. Flag had been sent to the Town RECEIPT OF from Congressman Wampler. A certificate accompanied the flag showing U.S.FLAG FOR NEW MUN. BLDG that it had been flown over the Capitol in Washington. It was agreed FR, WAMPLER that some form of appreciation be expressed for the flag, which would be used in front of the new Municipal Building. Town Manager Marshall stated that the millwork for the new Municipal Building had been received; doors are being installed; INSTALLATION OF MILLWORK Paneling is being done, and the furniture will be shipped August AT NEW BLDG. 26th. A possible moving date would be six weeks from now. Town Manager Marshall presented to Council a trailer applica- ti on in the name of Garland `Otis Byrd, Birch Street. Councilman Ratcliff so moved, ADVERTISED seconded by Councilman House, and carried. JOHN REX Announcement of the hiring of John Rex Willis as Assistant WILLIS EMPLOYED Building and Zoning Administrator was made. He reported to work ASSIST.TO BLDG. & on August 2nd. ZON.ADMR. AUG. 2,'71 Mr. Marshall stated that work was being done on the Workable WORKABLE Program, and that hopefully the report would soon be worked out. PROGRAM ' At 5:25 P. M. Councilman William A. House moved that Council go into Executive Session. The motion was seconded by Councilman EXECUTIVE SESSION Vaughan, and carried. Council, by motion of Councilman Vaughan, and seconded by Councilman White, returned to regular session at 6:15 P. M.
