Robert Ednes, presiding. Councilmen: J. L, Congrove, Wm. A. House, J. H. White, S. G. Frye, A. L. Graham, Mason A. Vaughan Raymond F. Ratcliff Absent: Glen K. Aust Also present: Town Manager: J. E. Marshall Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jane Graham, Southwest Times Reporter Approximately thirteen citizens The invocation was given by Councilman Vaughan. Minutes of the regular meeting of August 3rd were approved as corrected. ' Roger Kegley stated he was interested in night fishing NIGHT FISHING AT GATEWOOD at Gatewood Reservoir, and was advised this would be discussed RESERVOIR later in the meeting. Representatives of the Pulaski County Life Savings Crew and New River Valley Rescue Squad appeared bef ore Council and asked ~._ that/their volunteer members be given Town tags without charge as PUBLIC SAFETY COMM. TO STUDY is handled in the Pulaski Fire Department.' It was brought out RESCUE SQUADS REQ. FOR FREE that this would mean approximately six free tags for the County TOWN TAGS ' volunteers and twelve for the New River Valley Emergency Squad. Mr. Vaughan moved that the matter be referred to the proper committee, Public Safety, which motion was seconded by Mr. White, and carried. Mrs. 0. M. Duncan again appeared before Council and MRS .O .M. requested that the two letters filed with the Chairman of the Air DUNCAN RE: AIR POLLUTION Pollution Committee be placed in the Town Council minutes. She LETTERS FILED was advised by Mayor Edens that these letters are a part of the sir pollution file; th&t only the action of Council is recorded in the minutes, and no action had been taken by the Council on this. Mrs. Duncan also inquired about what was being done about the mud situation on Fifth Street across from the Pulaski Furniture BANK AT PULASKI Compay, a matter which she brought to Council's attention at a FURN, ON 5TH ST. recent meeting. She was advised that it had been determined that the ,..,~ ~~ August 17, 1971 most economical manner in which to solve this problem would be to clear the sidewalk of mud after each hard rain. In another matter brought to the attention of the Council, Mrs. Duncan was advised that the branch or ditch at Dora Highway Park had been cleaned and sprayed this spring. Mr. J. B. Warner of Oakhurst Avenue inquired as to when the OAKHURST AVE.portion of Oakhurst Avenue would be repaired to eliminate the dust TO GET in that area, and was advised that this is in the street surfacing REPAIRS LATER program, but that the Town crews are busy repairing holes in the streets preparatory to the black topping program, at which time the Oakhurst Avenue would be hardsurfaced. Mr. George Hillsman, representing the Chairman of the BEAUTIFICATIOI~eautification Committee, Mrs. Guy Cruise, stated the Committee was COMM. EXPR. THANKS FOR delighted with the monument in Jackson Park honoring Mr. C. V. Jackson MONUMENT IN JACKSON and expressed the appreciation of the Committee to Council for PARK making this possible. At this time Mr. C. V. Jackson expressed his appreciation for the kind remarks made by Mr. Hillsman as well as his appreciation to the C. V. JAiZKSON Council, and anyone else having anything to do with placing the monument in the Park. He commended Town Council on the new Municipal Building and stated he hoped the Town would follow through on the beauti- fication of the Park. As Chairman of the New River Valley Airport Commission, Mr. Jackson reported that a public hearing would be held in Radf ord on JACKSON September 14th bef ore the Civil Aeronautics Board to determine whether REPORTS ON NRVAC piedmont Airlines' request to drop NRVA from its schedule, would be PIEDMONT HEARING granted. Mr. Jackson urged all who could possibly do so to be IN RADFORD SEPT. 14 Present at this meeting, stating that the more interest shown the better the chances were for keeping Piedmong Airline service at the airport. ~""~ ~,~_ ~~ ~ ~~~~ August 17, 1971 Councilman House reported that the Street Committee had met and discussed a number of items now pending bef ore the Committee,. some of these being rate change in the cost of sidewalk, curb and REPORT OF gutter installations, and double yellow lining Bob White Boulevard STREET COMM. CHRM. in the hope of cutting down on passing and high speed. Mr. House HOUSE ~ , also reported that the Town would receive assistance in a study of at least three intersections within the corporate limits, and that the Committee had recommended for this study, First Street- Washington Avenue and Commerce Street-Washington Avenue as one unit; Fifth Street, N. E. and Washington Avenue, and also Third Street and Madison Avenue. He further stated that materials were on hand for the control of the traffic situation at Washington Avenue and Main Street and it was hoped to have this installed. Also, that the black topping program would get underway in the very near future. Councilman Frye reported that the auditors were now working AUDITORS AT WORK on the 1970-71 audit, and their report should be received perhaps ON 1970-71 FISCAL some time in November. YEAR ~ , Councilman Graham asked that the matter of an additional BLP CORE. sewage flow from BLP Corporation, containing dye, be placed on the ON AGENDA , FOR NEXT agenda for Council's next meeting. MEETING , Mayor Edens reported that two Boy Scouts working on their OLD CANNON merit badges, had painted the old cannon in Dora Highway Park; that PAINTED they did a nice job and it looks real good. BYILAWS FOR Town Attorney Moore advised that the By-Laws of the Board of CEM. TRUSTEES COMPLETED Trustees for Oakwood, Oakwood Annex and Pinehurst Cemeteries had been completed, and it was hoped a meeting could be scheduled shortly of the Trustees to consider the By-Laws. Town Manager Marshall reported that: A petition from residents TOWN MGRS. of Jackson Avenue for sewer services had been received and they had REPORT ON SEWER been advised that the Town has pending applications for Grants, GRANTS, ETC. but that as of this date has had no notice of any awards having been granted to the Town; That sanitary sewer line to the new elementary school, new high school and the Marmon Industry at Wurno i ~ ~~~ August 17, 1971 Bridge was underway, and that rock had been hit which would slow up the progress of the line construction; that the Retirement Committee TOWN MGR . REPORTS is working with the Attorney, Finance Committee and Town Manager trying ON RET. PLAN to resolve some of the problems of converting to a new Retirement Plan; STATUS & . MACGILL that the major portion of the grading at Macgill'Q~illage Park had been VILL. PARK- completed, but that since there remained only a few weeks in this summer very little could be done, but hoped to have it ready far seeding in the fall and start using it in the spring, Town Manager Marshall reported that the Gatewood Recreation picnic- REPORT ON camping grounds area were opened to the public on August 12, 1971, and GATEWOOD PIC-CAMP, temporary fees and schedules had been established as follows: By reason AREAS of having a water connection and an electrical hook-up for each camp site, NEED FOR EST. RULES there would be a $3,00 per night fee; the maximum period of time that would & SCHEDULES be allowed in the camp gound for any one given trailer without being moved would be seven days; the scheduled time for opening and closing of the camp grounds would be 7:30 A. M. to 10:00 P, M. For the remaining part of this summer Town Manager Marshall recommended that no fee be charged for the picnic area. He stated he understood there were some citizens who wished to fish at night and that it would be possible for them to park on the road and walk in and fish in the event they wished to fish after 10:00 P. M,, at which time the gates would be closed and locked. There were several fishermen present who stated they enjoyed fishing all night and wondered what could be worked out in this situation since they would have to walk and carry heavy equipmentto the Reservoir if they had to part on the road, and much discussion followed regarding the rules and regulations governing the operation of these facilities. Councilman Frye moved that the matter of an ordinance for Council's consideration pertain- ing to the operation of Gatewood Recreation areas, be referred to the Recreation Committee of Council and the Ordirtsa.nce Committee, which motion was seconded by Councilman Ratcliff, and carried. Councilman Vaughan suggested that since Council had authorized MEETING SET FOR that the Retirement Plan for the town employees be changed and put in RET. PLAN MEMBERS force as of July 1, 1971, suggested that a meeting be set for the completion of these matters.. Council set Thursday, August 26th, at 7s30 P. M, for a August 17, 1971 meeting of the members of the Retirement Committee, Finance Committee Town Attorney, Mayor Edens and Town Manager Marshall. Motion was made, seconded and carried that Council go into EXECUTIVE executive session to discuss a personnel matter, at 9115 P. M. S ES S ION Mr. Graham at 9140 P. M. moved that Council return to regular REGULAR session, seconded by Mr. White, and carried. SESSION Mr, Vaughan, at 9:42 P. M., moved, seconded by Mr. Graham, that ADJOURNMENT Council adjourn.
