Robert Edens, presiding. Councilmen: Raymond F. Ratcliff, W. D. Macgill, Jr., Wm. A. House, S. G. Frye, J. H. White, A. L. Graham, Mason A.'Vaughan, Glen K. Aust Also present: Town Manager: J. E. Wolfe The invocation was given by Councilman Macgill. Minutes of the regular meeting of July '15th were approved as recorded. On behalf of Pulaski County post No, 7 of-the American Legion, William D. Manning and Cosne M. Dalton appeared bef ore Council and presented to Council a Resolution adopted by thePulaski County REQUEST FOR post No. 7, in which it asked the Mayor and Town Council to declare FREE PARKING BY AM.LEGION each Veteran's Day and Memorial Day observances as legal holidays POST TO BE CONSIDERED f or Free Parking Meters to be in adddtion to the other days when LATER free parking is allowed on certain legal holidays by the Town. Mayor Edens advised that the Resolution would receive the Council's consideration when the time comes for establishing free parking meter holidays. Douglas Kegley advised that recently a delegation from Peppers Ferry Road and Oakhurst Avenue appeared bef ore Council relative to the RADAR BEING USED ON traffic situation on Peppers Ferry R~ d and were promised some radar PEPPERS FRY. surveillance, but there was no evidence this had been done. FOR TRAFFIC & SPEEDERS point Town Manager called in Chief Comer and Officers Early, King and Whitaker, who reported that radar had been used on Peppers Ferry Road and on July 28, 1969,while radar was station on Peppers Ferry Road for two and one-half ttou€s, .one person was picked up for speeding. ~~~ S~ <S~ .'R. t,~4~ Council mina. contd. ~~~5/69 Mr. Kegley also asked what had been done about the request from the same delegation for a through street between Dublin Road (Route 11) and Peppers Ferry Road. He stated the delegation appeared be€ore Council in opposition to a "through street" to Dublin Road should the local YMCA' be locate its new facilities on the "Bones property", which would/along Oakhurst Avenue. Councilman House, as Chairman of the Street Committee, advised ACCESS RD. BETWEEN that the State Highway Department had been contacted with reference to ALLISON LN. & RT. 11 opening a street between Route 11 and Allison Lane. Town Manager Marshall DISCUSSED advised that contacts: have been made and sometime in the not too distant future Town officials will go to Richmond and discuss this matte further. Speaking for those who live in the vicinity of the Villa Dairy Bar on Newbern Road, Mr. P. L. Whittington stated they had heard nothing since their visit to Council several weeks ago, and advised Council that the trouble is still going on at the Villa Dairy Bar. Mr. Whittington filed with Council a petition signed by approximately seventy-five p-ersons living in the .immediate area of the Dairy Bar, and in which petition it was . stated they are not expressing a general objection to the location or the operation of the business, but that during the evenings large groups of teenagers congregate and remain at .the location for long periods; that VILLA DAIRY BAR NOISES the area is characterized by speeding of automobiles and motorcycles, & TRAFFIC ON NEWBERN RD. screeching of tires and horn blowing, by drinking of alcohol beverages, DISCUSSED loud noises and cursing and use of profane and obscene language in loud AGAIN voices, and that these conditions have become unbearable to them and ask the assistance of the Council in correcting this situation. Council heard similar complaints from Mr. Jackson, Mr, Wolfe, Mr. Cox and the Rev. McDonald. A lengthy discussion was had and Councilman gust advised that the Police Committee was working on the matter and would have a repot soon. Mr. Nuckols asked that he be advised of such a report so he could pass the inf ormation on to his clients. A public hearing was held on the application of J. Cal-rlyle CARLYLE SCOTT Scott to place a house trailer on Scott Street, off Dublin Road. No TRAILER APPROVEone appeared in opposition to this application, and Town Manager Marshall CERTAIN STIPULATIONS recommended that it be approved subject to certain stipulations relative to the placing of the trailer on the lot. Councilman House moved that the ~~a Council mins contd. 8/5/69 application be approved, subject to the stipulations mentioned by the Town Manager. The motion was seconded by Councilman Aust, and carried. As Chairman of the Water Committee, Councilman Graham advised that the reactivation of the filter plant had been completed REACTIVATION ~' FILTER PLANT as well as completion of the installation of the Highland COMPLETED Terrace water line, and that bids have been asked for a new HIGHLAND TER. WATER LINE water storage tank. Councilman Vaughan moved that Mr. William A. House, Town Council Ordinance Committee Chairman, be appointed as Town of Pulaski representative to the State Planning District ~k4 ad Hoc Committee WM.A.HOUSE f or drawing up the charter and through his ordinance committee make APPOINTED TO REP .TOWN ON recommendations to Council concerning approval of the charter and STAGE PLANN. DIST. ~~4 membershd.~p in the Virginia State Planning District ~4. The motion was seconded by Coucilman Graham, and carried.' Town Manager Marshall presented trailer application of Jerry H. Deata to place a house trailer at 415 First Street, and that of JERRY DEAN TRAILER David Slate to place a house trailer on Crestline Drive. Councilman APPLICATION TO BE ADVERT. Ratcliff moved that public hearings be held on both applications and so advertised in the local newspaper. The motion was seconded by Councilman Graham, and carried. Mr. Marshall advised that-the Taylor-Dillon sewer line willbe 1 completed within the next few weeks; that black topping of certain streets TOWN MGR S as out lined to Council and as set forth in the budget message, should REPORT TO COUNCIL start about the 25th of August. Mayor Edens advised Council of a'meeting Tuesday in Roanoke which he aizd Town Manager Marshall had attended which had been called by Mayor Roy Webber of Roanoke, relative to the strike by Piedmont piolots on July 21st when the company announced it was removing the AIRLINE SAFETY third member of 10 Boeing 737 jet flight crews. The Union contends MEETING IN ROANOKE that for safety reasons it is necessary that three men be on each flight. Mayor Edens stated a resolution was drafted by a special ~~~~ Council mans. contd. 8/5/69 committee headed by Roanoke's City Manager Julian Hirst, accusing Piedmont and its pilots of depriving the public of air service " "without just cause", and if service is not restored immediately, parties to the Tuesday meeting will "proceed forthwith" with legal action. He stated governmental bodies of communities affected by the strike would later be asked to participate in the costs involved and the securing of outside legal counsel.
