Minutes of the regular meeting of the Pulaski Town
Council, held March 2- 1971, at 4:00 P. M., in the Municipal 'Off ice.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: J. H. White, J. L. Congrove, A. L. Graham,
Glen K. Aust, Raymond F. Ratcliff, Wm. A.
House, Mason A. Vaughan and S. G. Frye

The invocation was given by Councilman White.

Sterling F. Kinser appeared bef ore Council in support
of his recent letter and application that he was purchasing the eight
(8) taxicabs operated by his father trading as Diamond Cabs, and re-
quested that the Certificates granted to his father, Elbert Edward
Kinser for the year 1971, be transferred to him. He stated he planned
to operate under the same trade name of Diamond Cabs and in the same
manner and observe the same hours that his father had. Town Manager
Marshall stated there was no objection by the Police Department to the
TAXI CERTIF. "

KINSER by Councilman Frye, and carried, the transfer of ownership was approved.
Councilman House advised that the Street Committee had met
and considered several items bef ore the Committee. One being the pro-
posal by a trash receptacle company to place trash receptacles on the
TRASH streets of Pulaski, but the Committee recommended this be tabled or

TABLED postponed, as it did not appear to be a very profitable venture at this
time. He further reported that the Committee had considered wasy of
getting better traffic flows on the downtown streets as well as

TRAFFIC designating loading zones, but no recommendations were made to Council

on these matters: He also stated the Committee had considered the re-
quest of Pierce Avenue residents that the street be widened, but felt

Town .Attorney Moore .gave a brief report of the Bills
passed at the recent session of the General Assembly in Richmond.
As had been requested, Town_.Manager Marshall gave a
RESUME OF very comprehensive resume of the recent study and report by Wiley and
WILEY & WILSON
WATER STUDY Wilson, Consulting Engineers, of the Town's present water and sewer
facilities and ~eeommendations for additions to these facilities as
well as the potential of same up to the year 2000.
Mayor Edens disqualified himself with regards to the
next business of Council, and Vice-Mayor Frye took the chair and presided.
f~ motion of Councilman White, seconded by Councilman Vaughan, and
carried, the following Resolution was adopted:
WHEREAS, the Pulaski Jaycees each year conduct a
Christmas Shopping Tour for ua~derpriviledged children
RESOLUTION allowing at least Twn Dollars for each child to spend
RE: JAYCEES during his shopping tour; and
CHRISTMAS
PARADE & WHEREAS the Pulaski Chapter of Jaycees treat
USE OF CLYDES- the children toga dinner of ham and turkey with all the
DALES IN PARADE trimmings; and --
WHEREAS, the Jaycees cover the cost of the shopping
tour itself by the proceeds from their annual Christmas
candy sale; and,
WHEREAS, they have proposed to, if it is at all
possible, bring in the Anheuser-Bush Clydesdales in order
that a large crowd would be present for the parade and
sufficient monies could be made from the candy sale to
increase the tour for the children to at least one hundred
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
TOWN OF PULASKI, VIRGINIA, meeting in regular session on
March 2, 1971, that it hereby concurs in the endeavors of
the Jaycees to obtain the Clydesdales and can, theref ore,
only offer support to the endeavors of the Jaycees relative
to their Christmas Shopping Tour.
Town Manager Marshall reported that under Green Thumb,
an organization supported entirely by an appropriation made by

GREEN THUMB Congress, the Town now had seven men working for the Town which was

not costing the Town anything except transportation and tools. The
Green Thumb is a project for men over the age of 65, who are worked
only three days a week. Mr. Marshall stated this Labor could be
well used by the Beautification Committee in Parks, etc., as well as
at Gatewood Reservoir cutting brush, and other related projects.

Town Manager Marshall reported a petition had been

BUDGET
On motion of Councilman Congrove, seconded by
Councilman Ratcliff, and carried, the Town set April 19-24, 1971 for
APR. 19-24
CLEAN UP the annual clean-up week for the Town of Pulaski. It was noted this
WEEK
would coincide with one of the weeks set by Governor Holton to be
observed for the State of VirSnia.
There being no further business, the meeting adjourned
at 5:06 P. M.
