Robert Edens, presiding. Councilmen: Mason A. Vaughan, Wm,A, House, A. L. Graham, J. H. White, Raymond F. Ratcliff, J. L. Congrove, Glen K. Aust Absent: S. G. Frye Also present: Town Manager: J. E. Duncan, Obe1 R tcliff, Luther A. Woods, Sr. and Son. ' The invocation was given by Councilman Graham. The visitors and Youth Day participants were welcomed by Mayor Edens. Obel Ratcliff inquired whether the Town planned to widen First Street between Washington Avenue and Jefferson Avenue,,;or would the street only be widened from Washington Avenue past the front of the FIRST ST. The curved portion to be of the same width as the present First Street. Mr. Luther A. Councilman Vaughan moved that the trailer application of Luther A. Woods, Jr. be referred to the proper committee of Council for study and recommendation. Duncan adv'i'sed'.that she had. been asked by certain :clubs to inquire asp o what plans the Town has for combating ahe air pollution situation in Pulaski, and was advised by:Councilman Congrove that the two Furniture Plants are doing some work at their plants. in the hope it would help the situation and he understood another firm within the. Town has plans for converting from coal to gas. Mr. Congrove stated further that until the State has adopted requirements for the towns and cities wi hin the State, Town Council could not adopt an:ardinance. ,He .also stated when this takes place the Town would have to employ a qualified engineer capable of making the tests ,, as well as analysing same. At the request of Councilman Vaughan, Town Manager Marshall reported that at the last meeting of Council the GRADING AT MACGILL f VILLAGE PARK question of grading in the Macgill Village Park was brought up and PROGRESSING ~, -. _ SATISFACTORILY a request was made that this matter be reported on at the next . ,~ . ,: meeting of Council. Mr. Marshall stated that the grading is moving alont at a good pace and it is hoped that all the grading will be completed before moving the equipment out, hopefully, within the next two or three weeks, depending upon the weather. He also _ ,, stated that the tennis courts and basketball courts will be prepared by the town's small equipment, as well as the baseball and soccer field. However, there were no funds for the purchase of equipment, but that the new budget carries a proposal that the project be continued into the next fiscal year. Councilman Ratcliff reported that the Land And Buildings Committee had met and reviewed the outside lighting for the new MUNICIPAL BLDG. Municipal Building as well as inspected the roof, and discussed the PROGRESSING seating equipment in the Council Chamber, and a report would be made SATISFACTORILY on this later. He further stated it was generally felt that the 1 1 1 building seems to be coming along well. ~~ ~~3 May 4, 1971 Councilman House reported that the Street Committee had met and reviewed the street at the Post Office on First Street, and decided that with the exception of the curve in the street in front COR.WASH AVE. & FIRST ST. of the new Municipal Building, the street remain as it is for the TO REMAIN AS IS, ONLY present, and there were no plans for widening the street the entire curve in FRONT .OF NEW block. Councilman House also reported that the Committee had considered the traffic light problem at the intersection of Washington Avenue and Main Street and suggested that the leading green for south bound traffic be eliminated and that the Committee had also considered REPORT ON TRAFFIC the possibility of removal `of the five parking meters on the west side LIGHTS COR. Councilman Graham reported that the complaint of Rodney Cook on Lee Highway relative to poor water pressure at his WATER PRESSURE AT R.000K'S home, would be considered by the Council in their study of the RESIDENCE TO BE CON. upcoming budget for the fiscal year 1971-72. IN UPCOMING BUDGET STUDY Town Manager Marshall reported that the Town Planning Commission met on April 29th and considered the referral by the JT.PUBLIC HEARING Council of the rezoning of an area including and adjacent to Mathews ON REZONING OF MATHEWS CT. MAY 18, 1971 ~~ ~~~~ May 4, 1971 Court (Jackson Subdivision) and voted to recommend to the Council that a joint public hearing be held on May 18, 1971 at 7:30 P. M. Councilman Ratcliff moved that the Town P1anning Commission and Town Council hold a joint public hearing on this rezoning request and that proper notice be given of the meeting for May 18, 1971 at 7:30 P..M. The motion waS seconded by Councilman House, and carried. After a discussion of the request in connection with Section 24-13 and 24-14 of the Town Code prohibiting such sales, on motion of Councilman House, seconded by Councilman Vaughan, and carried, it was, RESOLVED, that as a special provision provided by Council the Town Manager be authorized to work with the Merchants Council to see that proper liability coverage .for the Town is furnished by the Merchants Council.
