Jackson, presiding. Councilmen: W. S. Cummings, T. J. McCarthy, S. G. Frye, H. H. Eggert, Rudolph Farmer, C. B. Gallimore Absent: Raymond F. Ratcliff and Glen K. Aust Also present: Town Manager: Evan Norton Clerk: Gladys R. Dalton Town Attorney: Alan Groseclose Visitors; Jane Graham, Southwest Times reporter The invocation was given by Councilman Gallimore. Minutes of the regular meeting of February 20th were approved, as corrected. Town Manager Norton presented the application of Paul W. RADCLIFF Radcliff for permission to place a house trailer on a lot at the APP. FOR TRAILER corner of Dora Highway and Pierce Avenue. Mr. Norton stated investi- gation disclosed the trailer to be a 1958 model 8' x 10', two bedrooms, valued at $1500.00, and to be used for rental purposes. On motion of Councilman Eggert, seconded by Councilman Cummings, and carried, it was, RESOLVED that the regular procedure pertaining' to trailer applications be followed and a publiehearing advertised. P. I. Planning program of the Central Business District is received by the Town. It was brought out that these intersections will be considered in this report, and no action should be taken until Council has an opportunity to study their recommendations. BY MR. FRYE having had to carry the sewer; but generally speaking, he stated, at this time it appears that the town's operations will stay within the budget figures for the fiscal year. Councilman Frye reported that he understood HOLYFIELD TO Public Works Director Holyfield was recuperating nicely from a RETURN ON 4/1 PART TIME heart attack and was expected to be back to work on part time basis April first. Mr. Frye also reported that the leave of absence granted Mr. Holyfield would expire March 18th and it was the recommendation of the Finance Committee, and he so moved, that his salary be continued up to thirty (30) days, which motion was seconded by Councilman Eggert, and carried. The Town Attorney advised that legal 'matters had been LOTTIER B. cleared with heirs of an estate for a sewer right-of way in the SEWER RIGHT OF WAY CLEARED Lottier Bottom area, and that work could begin at once on the Lottier sewer line extension. Town Manager Norton advised that the Highway Department had been contacted relative to a reduce speed sign on Route NO ACTION 99 for traffic approaching Pulaski, as well as permission to place ON SIGNS FOR RT. 99 & 611 an "industrial intersection" sign on Route 611, but that Highway officials indicated that a survey of these did not warrant action at this time. Mr. Norton further reported there was nothing definite on the street re-surfacing program, but that contacts are still being made with the Highway Department in the hope that this work can be done on the 85-15 formula. Mayor Jackson read a letter from Mrs. Alton I. Crowell MRS. Town Manager Norton advised Council that Senate Bill 210, dealing with city status, did not pass during the recent General Assembly, and in view of the recent publicity about the Council-miss. contd. 3/5/68 Town of Pulaski going to city classification, all of which was a bit premature, he was working on a report to be composed of facts and figures from other Virginia towns that had done to city classification in the hope that this would throw as much light as possible on the situation at this time. Mayor Jackson MR. NORTON stated the Council had never voted to go to city status; but TO REPORT & RELEASE had only been considering its possibilities; that the Council SAME TO PRESS CITY STATUS wanted good relationships with the County; and asked that all STUDY news be factual, also, it was the hope of Council to present to the press some information on this situation soon. Coancilman Frye stated that in keeping with good relations between the Council and the press and radio, moved that Mr. Norton's report on City Status when completed, be released to the press.
