Jackson, presiding. Councilmen: Raymond F. Ratcliff, W. S. Cummings, S. G. Frye, H. H. Eggert, Rudolph Farmer, C. B. Gallimore, Glen K. Aust Absent: T. J. McCarthy Also present: Evan Norton, Town Manager Gladys R. Dalton,Clerk Garnett S. Moore, Town Attorney Visitors: Jane Graham, Southwest Times reporter Paul Dellinger, Roanoke Times reporter The invocation was given by Councilman Ratcliff. Minutes of the regular meeting of May 7th were approved as recorded. On motion of Councilman Gallimore, seconded by Councilman Farmer, and carried, it was, RESOLVED, that the Town share in the $42.00 Town cost of a full-page ad in the "Virginia Town & City" magazine, in share of cost of ad in "Va, the sum of $42.00. The Town of Pulaski and size towns in the New Town & City Magazine River Valley area have been sharing the cost of this ad for several years. A letter addressed to Mayor C. V. Jackson from Mrs. Martha V. Ponnio, a member of the Board of Supervisors for the County of Fairfax, Virginia, was read to Council, and on motion of Councilman Gallimore,~secorrded by Councilman Farmer, it was, RESOLVED, that this letter become a part of the minutes, as follows: _ May 13, 1968 LETTER TO MAYOR C. Jackson JACKSON, RE- Pulaski TIRING MAYOR Virginia 24301 Dear Mayor Jackson: A short article in the April edition of the Virginia Municipal Review stated that-after fif teen years af. service as Mayor, you have dedided not to run for reelection. When I read it, I could not help-but recall how kind and helpful you were to me when I first attended a Municipal League Seminar at the University of Virginia ~as a. -freshman councilman from Vienna (six years ago August). At each meeting of the League, I Looked forward to seeing you again and to the exchange of ideas and the benefits you shared from your years of experience in office. Not only was Pulaski fortunate in having you as Mayor, but the State of Virginia was also fortunate. Your influence and dedication tb good government-made the League meetings of real benefit to all who attended. Mayor Jackson, I do hope you will have this Letter read into the official minutes of Pulaski for the record should show that you have by your example and dedication furthered good municipal government in the .State of Virginia. Councilman Farmer moved that the matter be placed on the agenda for further consideration, and ,carried under "pending projects". The motion was seconded and carried. Town Manager. Norton advised that First Street improve- FIRST ST. SIDBFIALK & menu are still pending and efforts are being made to secure the CURB PENDING signature of all property owners. Town Manager Norton also reported that the thoroughfares THOROUGHFARES Plan is still being considered by the Town Planning Commission PLAN BEING CONSIDERED and it is hoped this can be presented to Council at its next regular meeting. Town Attorney Moore presented to Council an amendment to Chapter 3 of the License Code, adopting the use of decals LICENSE ORD. in place of the metal town license tags, and on motion of Council- AMENDED FOR USE OF DECALS man Gallimore, seconded by Councilman Cummings, and carried, ON FIRST READING the amendment was accepted on its first reading, with final adoption to be at Council's next .meeting. Town Manager Norton stated a report would be made later on the Municipal building. Mr. Frye stated he had no report for the Finance Committee. Council mins. contd. 5/21/68 !~ ~d~J Mr. Ra.tcliff advised that the Sewer Committee is still POLICY FOR considering a recommendation to Council concerning a town policy for OUTSIDE CORP.LIMITS outside corporate limits sewer connections. SEWER CONNECT. FEES PENDING As had been requested by Council, Town Attorney Moore presented a resolution commending the Advance Stores upon th eir recent renovation of the "Bunts Building"~ and on motion of Council man Aust, seconded by Councilman Ratcliff, and carried, the follow- ing resolution was adopted and made a part of the minutes, as follows: RESOLUTION WHEREAS, Advance Stores, Incorporated has owned and operated a retail store within the corporate limits of the Town RESOLUTION for many years and have served well the people of this Town by making available to them quality merchandise and courteous and COMMENDING efficient service; and ADVANCE STORE WHEREAS, recently the Corporation has purchased from the Town of Pulaski, property facing Washington Avenue and lying just ON RENOVATION south of First Street, which contained a large building formerly .used by the Town for Town activities; and WHEREAS, they have modernized and converted this property into an up-to-date facility and do now have on the aforementioned premises, a most attractive modern retail store.. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF' THE TOWN OF PULASKI, VIRGINIA, meeting in regular session on this 21st day of May, 1968, that: (1) The Council of the Town takes this means to express to the Advance Stores, Incorporated, its directors, officials, and employees, the Town's appreciation for its contribution to the economic health and well being of the Town and do congratulate them on their new and beautifully modern building. (2) The Town therefore wishes for the Advance Stores, a most successful and profitable operation at their new location and offers the cooperation of the Town officials in any joint effort which will make the_Town_of .Pulaski, a better community in which to live. Dalton C 1 erk of C ounc i 1 `~~ ~~l Council mins. contd. 5/21/68 Town Attorney Moore read and explained to the Council a contract between the Town and the Division of Planning for the State of Virginia for the preparation of a Comprehensive Plan for the Town of Pulaski, and on motion of Councilman Frye, seconded by Council- man Aust, and carried on the following recorded vote: Raymond F, Ratcliff - aye W. S. Cummings - aye Glen K. Aust - aye S. G. Frye - aye H. H. Eggert - aye Rudolph Farmer - aye C. B. Gallimore - aye T. J. McCarthy - absent the following resolution was adopted: RFC (1T I TTT !1N RESOLUTION APPROVING CONTRACT BET. TOWN & DIV. OF PLANNING FOR THE STATE OF VIRGINIA RE: COMPREHENSIVE PLAN WHEREAS, the Town of Pulaski has heretofore authorized the preparation of a Comprehensive Plan far the Town and has before it a contract between'- the Town and the Division of Planning for the State of Virginia containing the terms and conditions agreed to; and, WHEREAS, this contract'meets with the approval of the Town, and the saidTown desires to approve and authorize the execution thereof; NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in regular session on this 21st day of May,-1968, that: ('1) The 'con'tract for the preparation of ~ Comprehensive Plan for the Town of Pulaski, Virginia, by and between the Division of Planning for the State of Virginia and the Town of Pulaski, Virginia, be, and the same is hereby, ratified, confirm- ed and approved. (2) The Mayor is hereby authorized to execute said contract for and upon behalf of the Town of Pulaski, Virginia, and the Clerk of the Council is directed to attest said signature and to affix the seal of said Town to the Contract.. (3) All officials are further directed to do all things necessary on the part of 'the Town to carry out the provisions of this contract. ADOPTED THIS day of May, 1968. Jackson Mayor Attest: Clerk of Council A complaint regarding a leak in a water Line on WATER LINE LEAK RE: RANDOLPH AVENUE CONSTRUCT- I ON Randolph Avenue where Highway construction is now-going on, was presented by Town Attorney Moore. Town Manager Norton stated he would check into this inasmuch as it was an administrative matter. Council mins. contd. 5/21/68 Town Manager 1~Iorton reported that he is working with the various committees and hoped to have the 1968-69 Budget ready for typing shortly.. Town Manager Norton reported that on June 1st, V.P.I. students will present in detail, at Blacksburg, at 9:30 A. M., their study of the Central Business District for Pulaski. Again on June 6th, this study will be presented in the Appalachian VPI STUDENTS TO PRESENT Auditorium at 7:30, and on June 17th at 7:30 P. M., in the STUDY OF CENTRAL BUSINE-County Courtroom the Center for Urban and Regional Studies at SS DIST. STUDY AT V.P.I. will present. their two-year 701 Planning Program, to the BLACKSBURG & PULASKI Town and Pulaski County Planning Commissions. He further stated that in all probability a member from the Governor's Office for the Division of Planning will be present for this meeting. Town Manager Norton gave a brief report on the cont- emplated IBM program for the Town, and stated representatives TOWN MGR. from IBM would meet with the Finance Committee at some date REPORTS ON IBM SYSTEM the-first of the week. No official action was taken by Council. Mayor Jackson reported there was a meeting on the 20th between the Pulaski County Board of Supervisors and members of the Pulaski Tnwn Council, and that the following resolution had been adopted by the Pulaski County Board of Supervisors: `~~l~r~ Be it resolved that authority is hereby given the County Treasurer to disburse for the fiscal year beginning July 1, 1968, a sum sufficient when added to the sum to be paid the Town of Pulaski by the County under the provisions of Section 58-441,49 (h) of the Code of Virginia to equal Thirty-eight per cent (38%) BD. OF SUPERV.of the local optional one per cent sales tax revenue, which the ADOPT RESOL. County of Pulaski receives, and such percentage is the approximate GRANTING ratio which the population of the Town of Pulaski bears to the TOWN 38% OF population of the County of Pulaski. LOCAL OPT. 1% SALES TAX. Payments will be made monthly based on monthly receipts starting when the local optional sales tax funds are received in July, 1968. This allowance is made in recogniation of and re- imbursement for services rendered the citizens of the Town and County of Pulaski by the Town of Pulaski. This resolution is adopted this the 28 day of May, 1968, for the purpose of amending and clarifying the resolution adopted by the Board of Supervisors of Pulaski County on May 16, 1968. Graham, Clerk ~""~~ Council mins. contd. 5/21/68 On motion of Councilman Frye, seconded by Councilman Gallimore,~and carried, it was, RESOLVED,. that the Town receive and accept the aforesaid resolution, subject to any adjustments COUNCIL that may be necessary in the accounting, if any; and that the Counil ACCEPTS RESOLUTION OF go on record expressing their appreciation to the Board of CO. BD. OF SUPERVISORS Supervisors and the officials of the County for their cooperation, RE; SALES TAX and wish for the two governing bodies the greatest of success in their combined endeavors for improving the economic health of the community. Councilman Frye moved that the subject of City Study CITY STUDY TABLED be tabled, which motion was seconded by Councilman Eggert, and carried. Several members of Council expressed their feelings and beliefs that the two governing bodies will enjoy better relat- WORK FOR ions than ever before, and Town Manager Norton advised that the BETTER RELA- TIONSHIP Town Planning Commission and the Pulaski County Planning Comm- BET. CO. & TOWN ission propose to hold joint monthly meetings for the betterment of the area. All of which should add to a better cooperative effort of both the Town and the County. The application of James Thurston Graves, t/a Airport Taxi, to the State Corporation Commission for a Certificate JAMES T. GRAVES APPLIES TO of Public Convenience and Necessity was noted and filed. No STATE CORP. COMM. FOR action was required of Council. AIRPORT TAXI LICENSE There being no further business, the meeting adjourned at 5:30 P. M.
