WAIVER OF NOTICE OF SPECIAL MEETING
We, the undersigned, duly elected members of the Countil
of the Town of Pulaski, Virginia, hereby waive notice of a Special
Meeting of said Council at 12:00 Noon, on the 14th day of March,
1969, called by C. Robert Edens, Mayor, in the Municipal Offices in
the Town of Pulaski, Virginia, for the purpose of adopting a resolution

in the Constitution, and any other pertinent business.

Minutes of a special meeting of the Pulaski Town Council,
held March 14, 1969, at 12:00 Noon, in the Municipal office.
There were present: Mayor C. Robert Edens, presiding.
Councilmen: J. H. White, Andrew L. Graham, W. D. Macgill, Jr.
Mason A. Vaughan, Glen K. Aust, S. G. Frye,
Wm. A. House, Raymond F. Ratcliff
Also present: Town Manager: J. E. Marshall
Clerk: Gladys R. Dalton
Town Attorney: Alan Groseclose
The. invocation was given by Councilman White.
Mayor Edens advised that the purpose of .the special meeting
was to consider the. adoption of a Resolution to. be submitted to the
General Assembly, setting forth the position of the Town of Pulaski
on certain of the proposed changes in the Constitution of the Common-
wealth of Virginia.

Town Manager Marshall read to Council the Resolution
setting forth the wishes of the Town of Pulaski, as had been
prepared by its Town Attorney, and a discussion followed by
members of the Council. On motion of Councilman Frye, seconded
by Councilman Aust, and carried, the following Resolution was
adopted:
WHEREAS, certain changes in the Constitution of the
Connonwealth of Virginia have been proposed for considera-
tion by the General Assembly, which changes would, if
adopted, create unreasonable hardships for the governments

RESOLUTION WHEREAS, the Town of Pulaski, Virginia, wishes to make

RELATIVE TO POPULA- NOW, THEREFORE, BE IT RESOLVED by the Council of the

1. The Council opposes the proposed revisions which
would require towns to have populations of 25,000 in order
to enjoy city status, believing that a population require-
ment of 7,500 would be more reasonable; the council further
records its strong objection to the proposals that the
population requirements be made retroactive to January 1,
1969, as being an obviously discriminatory provision not
contemplated in any other section of the Constitution.
2. The Council opposes the proposed creation of a
Commission on Local Government insofar as it would create
'~~ another layer of governmental authority. At the same time,
~r' the council endorses efforts to bring about closer coopera-
tion among the local governments and state agencies.
3. The Council does not favor the concept of charter
counties as presently proposed.
4. The Council sees no necessity for the State Corporation
Commission to become involved in any regulation of municipal
utilities.
BE IT FURTHER RESOLVED that copies of this resolution be
brought to the attention of the Governor of Virginia and to
the members of the General Assembly.
Town .Manager Marshall advised Council that the Norfolk
N & W RAILWAY and Western Railway Assessment case scheduled. to be heard by the
ASSESSMENT CASE
POSTPONED State Corporation Commission on March 10th, was postponed until
April 15, 1969, to .give the Attorneys more time to prepare the

case.
