Moore Visitors: Jane Graham, Southwest Times reporter Miss Jackie McDonald, Pulaski High School ' ~ Government Teacher, Mrs. Bruce McCall, Madeline Harman Woman's Club Sponsor for Youth Day Program Youth Day Council members and Department Heads A delegation from Monte Vista Drive area The invocation was given by Councilman House. Minutes of the regular meeting of April 15th were approved as recorded. Mayor Edens welcomed the 'Pulaski High School Senior Youth YOUTH DAY GROUP Group, their teacher; Miss McDonald, and sponsor, Mrs. Bruce McCall, WELCOMED representative of the:Woman's Club. ~ ` The Monte Vista Drive delegation presented a petition containing approximately 28 signatures of home owners and residents of that area, in opposition~to the placing of-'a proposed laundry-mat, MONTE VISTA located at the intersection of Monte Vista Drive and Bob White DELEGATION OPPOSE Boulevard, which petition was read to Council by Town Manager Marshall. LAUNDRY-MAT The petition stated it was felt the laundry-mat would not be used by the TOWN MGR. TO INJESTIGATE residents in that area and would be detrimental rather than of any benefit to the local residents. There followed a lengthy discussion between members of Council and the delegation regarding the. Town Zoning Ordinance with reference to particular to the zoning of this area. Councilman Aust moved that the matter be turned-over to the Ordinance Committee, and later withdrew his motion,-and then Council directed Town Manager Marshal l to make a full -investigation of ,the matter and report to the Council at its neXt meeting. As Chairman of the Water Committee, .Councilman Graham reported that the April water bills had been converted to the IBM APRIL WATER system, this being the first billing on the new system, and Town BILLS ON IBM SYSTEM Manager Marshall reported that no problems were involved other than those which would have been experienced on the old conventional system. Councilman House reported that an ordinance giving the Mayor authority to enf orce a curfew in.an emergency had been discussed UNDER PRES. with Town Attorney Moore, and Mr. Moore advised that under the present CODE MAYOR HAS POWER Town Code and its powers, the Mayor has the authority to enf orce these TO DECLARE CURFEW IN at any time. EMERGENCY Councilman Ratcliff advised that progress is being made on:the Taylor-Dillon Sewer:.line, and moved that the Town Manager be authorized to sign for the Town an agreement with the Norfolk and TOWN MGR. AUTHORIZED Western Railway..Company for placing this line under the N & W Tracks, TO SIGN AGREEMENT which motion was seconded by Councilman Macgill, and .:carried. WITH N & W RE:TAYLOR- _ Councilman Ratcliff also-.reported that when the Committee DILLON SEWER LINE R/W visited the .Martinsville City Municipal Building ,City Manager Noland suggested that we look at the new Electric Commission Building at REPORT OF ~Iarrisonburg~ as he felt it might .be ~more~:of what Pulaski wanted in a NEW MUN. Town Attorney Moore reported that a representative from MICHIE CO. Mlchie Company would be in Pulaski May 13th to meet with the ordinance REP . Council mins. contd. 5/6/69 Town Manager Marshall advised that a traffic survey would soon be made at Peppers Ferry Road and Route 11, as well as East Main Street and Franklin Avenue. Town Manager Marshall presented the following house trailer applications: 1. Orville M. Bragg to place a trailer on lot located qn Dors Hwy. HEARINGS TO 2. Donald D. Gibbs to place a trailer on lot located on Dora Hwy. BE ADVERTISED 3. Nicholas Frazier to place a trailer at 1009 Melbourne Street. FOR TRAILER APPLICATIONS Councilman Aust moved that the three trailer applications be advertised for a public hearing bef ore Council at its next regular meeting, which motion was seconded by Councilman House; and carried. On motion of Councilman Aust, seconded by Councilman Macgill, HALF PAGE AD and carried, it was, RESOLVED, that a half page ad, similar to the ad IN TOWN AND CITIES for in the 1968 issue, be placed in the Convention Issue of the Virginia $150.00 Towns and Cities magazine, at a cost of $150.00. Town Manager Marshall advised that C. V. Jackson, Airport Commission President, had stated the reopening of the runway at the NRVA RUNWAY TO BE REOPEN-New River Valley Airport would be delayed until July-15th instead of ED July 15th July 1st as had previously been advertised. On motion of Councilman Frye, seconded by Councilman TOWN MGR. Ratcliff, and carried, Town Manager Marshall was authorized to TO APPLY FOR 6 idOS. GRANT apply to the Department of Housing and Urban Development for a six FROM HUD FOR MUN. BLDG. months extension on a planning grant for the proposed new mun~:cipal building.
