M., in the Municipal office, There were present: Mayor C. V. Jackson, presiding. Councilmen: W. A. Larson, Tot. S. Cummings, F. L. Carrico, Claude B. Gallimore, Glen K. Aust, Bi11y B. Flint T. J. McCarthy, Eugene L. Nuckols Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jim Terrell, Southwest Times Reporter Marty Horne;. Roanoke Times reporter Mrs. J. F. Spencer ) Mrs. Vernon Hinton ) Miss Elizabeth Bonham) Air Pollution Rev. Neil McKinnon The invocation was given by Councilman Flint. Minutes of the November 20th meeting were approved. In response to an inquiry from the visitors interested in the air pollution situation, Mayor Jackson reported that a conference had been held with the representatives of the FIRST MEETING Furniture plants and it was his feeling that local industry WITH PLANT OFFICIALS RE: is anxious to do something about the situation; that as a AIR POLLUTION SUCCESS, ANOTHER result of this meeting a better understanding had been reached, MEETING TO BE HELD and by showing a cooperative spirit at this time, he believed the matters about which these citizens had complained would be cleared up. He stated further that another meeting would be held soon but in the meantime explorations are being made as to what the Town and Industry can do to clear up the situation. Mayor Jackson stated "we certainly want to maintain a pleasant climate for new industry". Town Attorney Moore advised that he felt a "use permit" was the solution to the petition of the Aldersgate Methodist Church, TOWN ATTY. December !~, 1962, !~ P. M. meeting. It was the opinion of Council that a use permit be ,~ ~~1 granted to the said Church and Mr. Moore was authorized to prepare the same for Council's approval. A letter from an out-of-state visitor who had recently ', been in Pulaski and received an over-parking notice, was read by the' OUT OF TOWN Town Manager in which letter the visitor commended the town and its VISITORS COMP'IEND TOWN police force upon the courteous manner in which the ticket was ON MANNHR OF HANDLING OF handled. Mr. Noland also related that he had recently been visited PARKING TICKETS BY POLICE: DEPT. in person by an out-of-town visitor to tell him of the nice treatment he had received by the Pulaski Police Department. A request by W. B. Wyatt stating he was interested in water service for his mother's home which borders on Pleasant Hill Drive at its eastern intersection with Lee Highway, was presented to Council by Town Manager Noland. Mr. Noland advised this is an REQUEST OF existing house adjacent to the corporate limits and would comply W. B.WYA.TT FOR WATER with the recently adopted resolution .relative to water service to SERVICE; COST OF SUCH existing residences outside the corporate limits. He further stated`. Mr. Noland stated the cost of this' line would involve an appropriation from Council. On motion of Councilman Larson, seconded by Councilman Cummings, and carried unanimously, it was RESOLVED, that the Police Committee and Finance Committee, together with Town Manager Noland, study the situation and report back to Council. Council agreed to build a connecting road which would be an extension of Monte Vista Drive from the old Newbern Roan to the proposed new Route 611 (Newbern Road) on motion of Councilman McCarthy, that the Town Attorney be directed to draw COUNCIL AGREED TO BUILD CONNECTING up the necessary papers agreeing that the town would build this ROAD FROM ~m VISTA DR. This motion was seconded by Councilman Cummings, and carried unanimously. Mayor Jackson reported on the pending plans for enlarging the Administration Building at the New River Valley ENLARGING OF LARVA ADMR. BLDG. Airport, and advised it would probably be early spring before WILL PROBABLY BEGIN IN SPRING any actual construction begins. of 1963 Councilman Larson moved that Council go into executive session, which motion was seconded by Countilman McCarthy, and carried. EXECUTIVE SESSIONSeveral matters were discussed and it was agreed by Council that all these matters be p3.~ced on the agenda for a regular meeting. Mayor Jackson then declared the executive session adjourned. Mayor Jackson advised Council that the Norfolk and Western Railway Company planned to close and abandon the freight station A.&W.RAILWAY on Jefferson Avenue as of January 1, 1963, and the freight depot and FREIGHT STATION & PASSE~dGER STA. all offices housed in this building would be consolidated with the TO BE CONSOLIDATED FT. WAREHOUSE TO passenger station offices, with a small warehouse to be built BE CONSTRUCTED E. OF PASSENGER just east of the passenger station. He stated the old freight STATION: OLD SITE AVAILABLE FOR station building would be available for use by industry. Norfolk and Western freight station with the passenger station, thereby leaving the old freight station available for industry.
