V. Jackson, presiding. Councilmen: Bi11y C. Flint, T. J. McCarthy, F. L. Carr3.co, Glen K. Aust, John W. Nash, Claude B. Gallimore Absent: W. S. Cummings and Eugene L. Mayor Jackson welcomed the student officials, council members YOUT'n ~ and visitors from the Pulaski Hi h School Senior Class as well as OFFICIALS g ~ GREE'T'ED & Miss McCoy, their advisor, and the representatives of the Madeline Harman T,iELCOMED Woman's Club. Minutes of the regular meeting of April 4th, were approved. Councilman Aust, Chairman of ,the Recreation Committee and also member of the Recreation Commission, reported that the Commission had met on the 13th and 15th and interviewed applicants for the position. M. to meet with the Recreation Commission. 348 Council rains. contd. April 18, 1961, !t P. M. For the purpose of clarification of designated streets NAMING OF SECOND ST. TO MAIN ST. NEW 3rd ST. & BRIDGE AVE. and names, on motion of Councilman Aust, seconded by Councilman Flint, and carried unanimously, it was, RESOLVED, that Second Street, beginning at Magazine Street.on.the West, and a part of East Third Street, beginning at Franklin Avenue and extending to the East Corporate Limits be known as Main Street;, that the extension of Third Street eastward from near Madison Avenue to where the new street joins Main Street be known as Third Street; and that the short street, including the new bridge across the new creek channel and joining Main Street with First Street,. North, be hereafter known as Bridge Avenue.. Town Manager Noland recommended to Council that the Civil CIVIL AIR PATROL TO USE CLASSROOM AT NATL. GD.ARMORY Air Patrol be allowed to store a portion of their equipment in the old National Q.iard Drill Hall on First Street, West, where the Civil Defense Hospital is now stored; and that since there was no objection from the National Guard to CAP using one of the classrooms and drilling at the new Armory, that CAP-s desk and small equipment be stored in the new Armory on the mountain. On motion of Councilman McCarthy, seconded by Councilman Nash, and carried unanimously, it was, RESOLVED, that the recommetxiation of Town Manager Noland be accepted. Town Attorney Moore advised Council at this time that two 200 ARMY BEDS TO BE ADDED TO CIVIL DEF. EQUIPr~NT FOR EMERGENCY HOSPITAL hundred (200) Army beds, which are a part of Civilian Defense equipment, would arrive in Pulaski some time Saturday of this week, and which equipment would be available for emergency use and would add to the hospital equipment already stored in the old drill hall for an emergency hospital. Councilman Carrico, also Chairman of the Sewer Committee, stated his committee had met to consider the request of Marvin Graham for a sewer line extension from .16th Street along Smith Lane beyond NOT FEASIBLE , TO CONSTRUCT 17th Street to a tract of land which Mr. Graham owns and wishes to SEWER LINE ALONG SMITH LANE AT develop, and that it was the recommendation of his committee that it REQUEST OF MR. GRAHAM was not feasible for the town to invest the amount of monwy ($3500.00 for 550 feet) necessary for this extension as there are only three houses at this time to connect to the line. He stated his committee was of the opinion that should the subdivider wish to finance the proposed extension, the Town could work out some contractural arrange- 1 n 1 ment whereby the subdivider would be refunded a certain portion R~349 Council mins. contd. April 18, 1961, !~ P. M. 1 of the advanced funds for each new connection to the sewer line, and that the matter was to remain open for further negotiations. On motion of Councilman Flint, seconded by Councilman Aust, and carried unanimously, the recommendation as outlined by Chairman Carrico was accepted. r Town Manager- Noland advised that a formal application for the .placing of a house trailer, which matter was carried on the agenda for todays meeting, had not been received, and therefore no action was necessary. At this point Councilman Carrico stated that Council had CARRICO REQ. STUDY OF "TRAILER ORDINANCE " passed an ordinance prohibiting the parking of trailers in residential districts, and later repealed same with the adoption of the "Trailer Ordinance", and he was of the opinion that Council should consider whether to re-instate this ordinance and asked that the matter be placed on the agenda for Council's next regular meeting. Town Manager Noland advised Council that Sam Herron had 1 offered to sell to the Town a 194? 2-ton tractor and low boy trailer for the sum of $900.00. Mr. Noland explained to Council the ~aenefits COUNCIL APPROPRIATED to be derived by the Town in the ownership of such equipment. Nuckols -absent it was RESOLVED, that the tractor-trailer be purchased from Mr. Herron, and the purchase price in the sum of $900.00 be appropriated from the Equipment and Stores Fund. For the benefit of the Youth Group, Mayor Jackson gave a brief resume of the necessary procedures in obtaining airline service MAYOR JACKSON BRIEFS YCUTHat the New River Valley Airport, and stated it was hoped to have such OFFICIALS ON STATUS OF service by piedmont within about six months, and lighting installed about- NRVA SERVICE the same time. 33~ Council minx. contd. Town Manager Noland advised Council that as a free service to the Town, Mr. Keller, a District Traffic Engineer of the Department of Highways, would work out a design of the traffic lanes and markings from Edgehill Drive onto Route 11, stating STATE HIGHWAY TO MAKE FREE Mr. Keller would observe the traffic at this point to determine SURVEY OF FLOW OF TRAFFIC what lights, if any, should be installed. Mr. Noland further FROM EDGEHILL DRIVE ONTO advised Council that it would cost approximately $3500.00 for RT. XI & MAKE RECON~IENDATIONcurb and gutter on only one side of Edgehill Drive, and recommended that this not be done at this time, but stated he felt that it was absolutely necessary that curb and gutter be placed around the Pulaski Veneer and Furniture Company's emergency reservoir, which probably could be done for not more than $300.00. On motion of Councilman McCarthy, seconded by Councilman Nash, and carried unanimously, it was, RESOLVED, that curb and gutter be placed around the emergency reservoir adjacent to Edgehill Drive, as a part of the project costs . Town Manager Noland displayed the topographic map of Loving Field which had just been received. This motion was seconded ION WITH IND. SITE by Councilman Gallimore, and carried on the unanimous vote of those WATER & SEWER SERV. TO BE present. Councilman McCarthy then proposed that Council adopt a DISCUSSED AT NEXT MEETING resolution to the effect that if a suitable industry would develop the site the Town would install water and sewer service to the Loving Field site, to be on record and serve as an additional drawing card for industrial development. On motion of Councilman McCarthy, seconded by Councilman Nash, and carried unanimously, it was, RESOLVED that the Town Attorney be, and he hereby is, authorized to draw the proper resolution for such service, to be presented to Council at its next meeting. ~r 51 Council rains. contd. Mayor Jackson thanked the members of the Youth Council and othe#s for coming, and Youth Mayor Warren Alley invited Mayor Jackson and the YuUTH DAY OFFLCIALS members of his Council to a meeting of the Youth Council to be held at INVITE COUNCIL Tu UPCOP~NG the High School on April 28th. There followed a short question and FETING AT PUL. answer period between members of the Youth group and members of the HIGH SCHOOL Pulaski Town Council.
