FOR BOY SCOUTS TO HOLD "CAMP OUT" AT CALFEE PARK Minutes of the regular meeting of the Pulaski Town Council held on the 6th day of June, 1961, at l~:00 P. M., in the Municipal office. There were present: Vice-Mayor T. J. McCarthy, presiding in the absence of Mayor C. V. Jackson. Councilmen: Billy B. Flint, W. S. Cummings, Eugene L. Nuckols, Claude B. Gallimore, John W. Nash Absent: F. L. Carrico and Glen K. Aust Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for the Southwest Times Paul Holston Harold Nelson & Ernest C. Hutchinson, representing the Jefferson Rescue Squad Council paused for a moment of silent prayer for Mayor Jackson's mother, who passed away on June 5th, after which the invoca- tion was given by Councilman Flint. Paul Holston asked Council to consider leasing a section of First Street Park, between Washington and Jefferson Avenus, to be used as a Minature Golf Course. Tt was brought out by the Town Attorney in the full discussion that title to this land was vested in the Norfolk and Western Railway Company by a deed from T. W. Kersey, and if an agreement could be reached as a result of this request, it would have to be between the Norfolk and Western Railway Company, T. W. Kersey and Mr. Holston. Councilman Flint moved that Town Attorney Moore look into the legalities of this request and report back to Councilm which motion was seconded by Councilman Gallimore, and carried unanimously. Mr. Hutchinson asked Council to consider revising its Code so that non-profit organizations can use C &lf ee Park without having to pay for its use, stating he was especially interested at this time in the Boy Scouts using the Park for a "camp-out". This request was discussed by Council and it was brought out that the Scouts might well use the Mountain Park camping area, next to the new Armory, and hike down the trail on the side of U. S. Route 11 to Calfee Park for field activities. Councilman Cummings 1 1 1 ~~ Council rains. contd. 6/6/61 l~:00 P. M. moved that this request be turned over to the Recreation Committee for study, to see if something could be worked out whereby the Boy Scouts could hold their "camp-out". This motion was seconded by Councilman Nash, and carried unanimously. A letter from Miss Phyllis Williams, whose house trailer application had been denied by Council at its last meeting because the trailer contained no inside toilet facilities, was presented by Town Manager Noland, in which letter Miss Williams asked if BECAUSE TRAIi.~ER Council would reconsider her application, conditioned upon the DID NOT r~ET SPECIFICATIOTS, installation by her of a flush toilet to connect with the existing APPLICATION OF PHYLLIC tiTILLIAT~S septic tank. Councilman Nash moved that the application be denied, DENIED which motion was seconded by Councilman Gallimore, and carried unanimously by all members present. Permission was granted the Pulaski County Chamber of Commerce to hold a horse show at Calfee Park on July 13, 1961, as a part of the Virginia Highland's Sun & Water festival, with PUL. COC GRANTED the stipulation that strictly local talent and horses are involved, PERMISSIO:I~ TO HOLD HOR>:E and that the Chamber, or the sponsoring agency will be responsible SHC~nT AT C.ALFEE PARK for the repair of any damage to the turf. On motion of Councilman Nuckols, seconded by Councilman Flint, and carried unanimously, Council also approved the use of PUL. CO. HORSE~alfee Park by the Pulaski County Horseman's Association, to hold N.AN"S ASSOC. GRANTED ~'~ER- its Horse Show on July 27, 28, and 29, with the specific under- T~9ISSION TO ~' HOLD HORSE standing that Town Manager Noland would inspect the premises and SHO<r1 AT ' CALF~.,E PAftK instruct the Association as to how to refurbish the turf, or repair the~sod after this year's use. Town Attorney Moore advised that the Norfolk and Western Railway Company is granting, by an easement agreement dated the 6th day of June, 1961, unto the Town of Pulaski, a right of way and easement for street purposes in connection with the improvements RESOLUTIOT~T of State Route 99 (Third Street Grade Crossing) over railway's ADOPTED RE: TTiIRD ST. right of way, and tracks of Rolling Mill Spur located within the Town, GRADE CRC;SSITuG RT.99 (CO:LET•1AN and on motion of Councilman Gallimore, seconded by Councilman FUt~T. CO. :PLANT) Cummings, the following resolution directing that the aforesaid easement agreement be signed by the proper Town officials, was adopted: 336f~ RESOLUTI OR' Council rains. contd. WHEREAS, the Norfolk and Western Railway Company, Incorporated, is granting, by an easement agreement dated the 6th day of June, 1961, unto the Town of Pulaski, Virginia, a right of way and easement for street purposes in, on and over that certain piece or parcel of land situated at or about Railway's Valuation Station 12 + 52 feet, more or less, the location of which is shown colored yellow on print of Plan N-28021 (Sheet #1, of 2), dated May 1, 1959, last revised June l5, 1960, prepared in the office of Chief Engineer of Railway, Roanoke, Virginia, and containing approximately 0.07 of an acre, which parcel of land is to be used in connection with the improvement of State Route 99 (Third Street Grade Crossing) over railway's right of way, and tracks of rolling mill spur located within the Town of Pulaski, and which is more particularly shown on the aforesaid znap attached to the said agreement. 6/6/61 !t : 00 p . .m. [7 NOW, THEREFORE, ~E IT RESOLVED: (1) That the terms and conditions-under which the aforementioned right of way is granted be, and the same are hereby, accepted on behalf of said Town; and the right of way and easement, and use thereof, for the improvement of Third Street Grade Crossing made under the obligations and conditions set forth in said ease- ment, which are hereby assumed and agreed to pursuant to the lawful authority of this Council. (2) That the Vice-N~ayor shall execute said instrument in the manner required by law, and the Clerk shall attest thereto. Councilman McCarthy advised that it was the recommenda- tion of the Gatewood Reservoir Committee that a 16 ft. Crestline Boat, with 18 h.p. motor, be purchased by the Town to be used on this lake, at a cost of approximately $800.00, which cost includes APPROVAL OF PURCHASE the placing of same on the lake. On motion of Councilman Cummings, OF PATROL BOAT FOR seconded by Councilman Nuckols, and carried unanimously, Council GATEWOOD RESERVOIR accepted the recommendation of the Committee for the purchase of AT COST OF $800.00 the "Crestline" boat, the cost of same to be financed from the Water Construction Fund. Council discussed the possibility of having Mr. O'Dell O'DELL LBR. CC. TO BUILI~uilt in the Town Shops, and after a discussion of the two 5 BOATS AS WELL AS possibilities, Councilman Nuckols moved that Council authorize TGi^JN SHOPS build some boats for the Town, at a cost of $122.50 each, for renting to fishermen at Gatewood Reservoir, as well as having. some boats 1 i~ O'Dell Lumber Compat~y to build five (5) boats, as specified to the Gatewood Reservoir Committee, and instruct the Town Shops to build at least five {5) boats, all by July 1, 1961, with the. This motion was approved by Councilman Gallimore, and carried unanimously. Town Attorney Moore advised that Mr. Claude Patterson on South Jefferson Avenue had refused to give or sell the Town an easement for the extension of a sanitary sewer line to Spangler Addition, and asked Council to appoint appraisers for the purpose of establishing damages by reason of the installation of this sewer line, which is one of the three sanitary sewer line extensions which Council authorized be installed. On motion of Councilman Flint, seconded by Councilman Nuckols, and carried unanimously, it was, RESOLVED that J. R. Glenn, E. G. Grigsby, Curtis C. Jordan, and C. L. Plunkett be named as appraiders, and their names so placed in the following resolution: APPOINTN~?;NT OF WHEREAS, The Town of Pulaski, Virginia, proposes APP RAISERS BY to extend the sanitary sewer line from a point on Jefferson RESOLUTIOTI FOR Avenue across the properties of several persons, to Spangler EASE~~~IT IN Addition in the Town of Pulaski, Virginia; and, SAIuITARY SEh~R EXTENS~0`1 TO WHEREAS, it appears that Ira Claude Patterson will not SFANGLER ADDN. giver nor sell, nor discuss the possibility of an easement crossing his property located on the corner of Jefferson Avenue, South, and a thirty-foot street running approximately east and west; and, WHEREAS it appears at this time necessary to bring condemnation proceedings and to have the necessary easement across the Patterson property appraised; NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Pulaski, Virginia, meeting in regular session on the 6th day of June, 1961, that: 1 (1) J. R. Glenn, E. G. Grigsby, Curtis C. Jordan and C. L. Plunkett, or any three thereof, be and they are hereby designated to appraise the value of the property taken for installation of a sanitary sewer line to Spangler Addition over and across the property of Ira Claude Patterson, and for such damage, if any,to the residue thereof as a result of the installation, construction, maintenance and upkeep of said line across the property of Ira Claude Patterson. (2) That they submit in writing to the said Town their appraised value of the easement and damages in dollars and cents showing the amount placed upon the land taken and a separate amount for any damage to the residue thereof. On motion of Councilman Flint, seconded by Councilman COUNCIL TO HOLD Sl'EC.
