V. Jackson, presiding. Councilmen: Billy B. Flint, W. S. Cummings, T. J. McCarthy, Glen K. Aust, John W. Nash, F. L. Carrico, Eugene L. Nuckols, and Claude B. Gallimore Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers, Reporter for Southwest Times Philip M. Sadler, Attorney for several of the Taxicab operators, who were a lso present E. V. Davis Mrs. Mona Leftwich Henry Smithers appearing for Mrs. Guida Sutpriin , The invocation was given by Councilman Gallimore. Minutes of the meeting of June 6th were approved. ' A petition signed by approximately thirty persons asking that Paca Street, which is between State and Bertha Streets, be opened was presented to Council by Town Manager Noland. C. Jackson and Town Manager Noland, on the site, for a study of same, and bring to Council a recommendation. Mr. Philip Sadler, appearing for the majority of the taxi operators in the Town of Pulaski, asked Council to reduce the number of authorized cabs from thirty to twenty-five, as he felt by doing this i rdC ACTIOid TAKEN ON better service could be offered to the public and would also give those R.F~C~UEST ~'OR in the taxi business a better chance of making a living. His second request was that Council, in issuing a license to TO HOZD OTHER JOBS operators of taxicabs, require that a person so granted a .license must have available at all times taxicabs to serve the public and prohibit holding other jobs or doing other work while holding a license to operate a taxi business. Mr. E. V. Davis stated that Mr. Sadler's second request was a complaint against him since he had had to do extra work to be able to pay his bills. Harlow of Ever-Ready Cabs asked Council to consider her request for an additional Cab before any reduction is made in the number of cabs in operation, as she was losing business by not having another cab in operation. On motion of Councilman Nuckols, seconded by Councilman Aust, and carried unanimously, it was, RESOLVED, that the matter be referred to the Police Committee for a study of the records of all the taxicab operators, and bring back a recommendation to Council. Mrs. Mona Leftwich asked Council's assistance in NO ACTION replacing a post on her property on West Commerce Street, which she TAKEN ON REQUESTS claimed had been torn down by MraIS. Councilman Aust advised that it was the recommendation BRU LEMONS of the Recreation Committee of Council that Bruce Lemons, principal at APPOII`1TED TO RECREATI ON Central Elementary School, be appointed to serve on the Recreation C ON~'ZSSI ON Commission, and so moved that Mr. Lemons be appointed to this Commission, which motion was seconded by Councilman McCarthy, and carried unanimously. Councilman Aust further stated it was the recommendation of the Recreation Committee that the Pulaski High School be allowed TERMS OUTLINED FOR USE OF to use Calfee Park for football games and pay the regular ten CALFF,? Section II: That the Town 1"anager is hereby authorized and directed to plan, draw up, issue, promulgate, post and define in detail the activities to be allowed, the limita- tions to be placed thereon, the conditions, the rules and regulations under which the activities shall operate, charges to be made, if' any, establishment of requirements GATEWOOD for permits, and to do any and all things necessary for the opera- tion of all of the activities herein prcvided for, and to present RESERVOIR all such plans, rules and regulations, etc., to the Council for its ratification and approval prior to the effective date ORDINAPICE thereof. However, until sd~h time as the rules, etc. con- templated under this secticn are adopted, or from time to time CONTINUED thereafter if, the occasion or the need may arise, the TORn Manager may put into effect a temporary plan of operation, rules, regulations, etc. to be used in the operation of these facilities. Section III: I~io swimming shall be allowed on any of the property designated in Secti on I of this Ordinance. Section IV: Fishing, boating, hiking, camping, picnicing, and other recreational facilities to be permitted under Section I of this Ordinance shall not be allowed at Gatewood Dam, Hogan's Dam, or a.ny other property until such time as the Town Tianager, shall with council's approval, give notice thereof, either by newspaper, posting of signs, or by such other means as he may deem necessary. Section V: Persons using any of the Town facilities allowed under this Ordinance shall comply with all require- menu of the federal, state, or local governments for license, permits, etc. This Ordinance shall become effective upcn passage. PLACED ON Iv'EXT AGENDA Council discussed at length rates for the rental of boats to persons desiring to fish at Gatewood Reservoir, its decision was to charge $1.00 per boat, restricting same to three persons to a boat, or a maximum of $1.00 per day for a boat, with the Town furnishing GATE~JOOD RESERVOIR standard approved life preservers at 25¢ each. On motion of Councilman FISHING & BOATING Flint, seconded by Councilman 1~~cCarthy, the above rates and policy RATES ESTABLISHED of the Town was adopted unanimously.
