Minutes of the regular meeting of September 5th were approve~3 as corrected. Town Manager Noland read communications from Mrs. Ernest Aus~, Johnny Long, Mrs. Helen B. Crumbley and Miss Elizabeth Bonham, with ref erence to the smoke stack fallout, as well as the allegedly un- necessary loud blowing of whistles and excessive noises caused by blowing off steam, from the furniture plants in Pulaski. Council heard complaints from Mrs. Duncan, Mrs. Farmer, Tars. Farmer presented samples of fallout material PLANTS-NO ACTION TAKEN to Council. and stated that the matter had become worse since he appeared before Council in July and made a complaint about the open fire burning: The delegation urgently requested Council to quickly arrive at some solution of this situation. Mayor Jackson advised them that the matter is being pursued aggressively, and such investigatiotp will be continued. T1o action was taken by Council. At the September 5 meeting of Council, Hopkins and Roop, Real Estate Developers, had asked Council to improve High Street and install a sanitary sewer line to serve that area, and that the developers would be willing to pay one-half of the cost of such improvements and sewer line installation. The matter had been referred to the Street and Sewer Committees for report. T~tr. Nash,:. Chairman of the Street Committee, advised that his committee had viewed the situation on High Street and were of the opinion that the matter might come under the subdivision ordinance. Attorney 1~?oore advised there is a public thoroughfare there now, but to clear up any future question, an instrument should be executed by the present owners in conjunction with the heirs of Chas. P. Town Manager A~oland advised that an estimate of the cost of GO ALONG IF DEVELOPERS BEAR HALF OF C06TS grading and paving High Street had been made in the sum of $2,520.00 and the cost of installing the sewer line amounted to $3660.00, and that Hopkins and Roop had agreed to pay half of the costs. Mr. Nash advised that it was his opinion, that the Town should go along with this improvement while the developers were ` willing to bear half of the expense, conditioned upon the report from the Sewer Committee. Nir. 8arrico, Chairman of the Sewer Committee, reported that his Committ had agreed to go along with the street. Councilman Flint, moved that with the payment of one-half of these costs in advance by the developers, the sewer line be installed on High Street now, and the street to be graded and graveled, and hard surfaced at a later date. This motion was seconded by Councilman Nash and carried unanimously, it being understood that no appropriation was necessary at this time. r ,~ Council mins. contd. Sypt. 19 1961, Ii P. '~. c I~r. Councilman Gallimore moved that the report of the Sewer Committee be accepted and work begun on the installation of the Burgis Street sewer line, which motion was seconded by Councilman Nuckols and carried unanimously. Councilman Gallimore reported that after an extensive study!. and investigation of the taxicab situation, the Police Committee recommended that the issue be held in abeyance until the regular TRANSFER OF TITLE TO BE CONSIDERED time, as prescribed by the Code, to hear applications for the AT REGULAR TIME FOR CONSIDERING issuance of Certificates of Public Convenience and Necessity, and ISSUANCE OF CERTIFICATES OF that the matter of transfer of title be taken up at the same time. Councilman Cummings moved that the matter be referred to the Sewer Committee for investigation and report, which motion was seconded by Councilman nleCarthy, and carried unanimous.ly.! Town Manager Noland stated that rtr. Goad who .lives in City L View Heights had again approached him with a request that the Town extend its water line to serve that area. Mr. Noland reminded Council that approximately four years ago Mr. Goad had made this ~~14 Council mins. contd. Mr. Noland estimated the cost of such a line would be $2100. to serve four houses. Councilman Cummings moved that the matter be turned over to ~e Water Committee for investigation and report, which motion was seconded by Councilman Gallimore, and carried unanimously.
