There were present: Mayor C. V. `~ackson, presiding. Councilmen: W. S. Cummings, T. J. McCarthy, Glen K. Aust, F. L. Carrico, Claude B. Gallimore, Eugene L. Nuckols Absent: John W. Nash, Billy B. Flint Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Jim Terrell, reporter for Southwest Times Mrs. J. F. Spencer & Mrs. 0. M. Duncan, Air Pollution Committee The invocation was given by Town Manager Noland. Minutes of the regular meeting of December 5th were approved. Town Manager Noland reported that a few days before the meeting an air pollution control engineer from Roanoke had spent a day in Pulaski in company with the Mayor and the Town Manager. The engineer had visited all of the mayor industrial plants in Pulaski and had inspected .their boiler room facilities after which he had expressed himself as believing that all except one of the boiler TOWN MGR. SURVEY OF INDUSTRIAL The engineer had indicated also that the open burning sitaation PLANTS has possibilities for improvement and that he would make another inspection and make a subsequent recommendation to the town. Cooperation of the local indutries was recognized and the visitors present were assured that progress is being made and that further progress would be forthcoming. T. J. McCarthy, Chairman of the Finance Committee, advised that a meetit~ of the Finance Committee had been held on December 6th to discuss the new radio equipment to be installed by the Town to meet the new requirements for municipal communications, and as a result of this meeting, it was the recommendation of the Committee to Council to install the new radio equipment at a new price of ~~ Council minx. contd. dec. 19, 1961, !~ P. M. $1t1~S0.00, less the amount that can be salvaged in the sale of the old equipment; that this installation be financed from $2500.00 in this year's budget, and the balance be carried, without interest, until the next fiscal year's budget. Mr. McCarthy made this RADIO SETUP i recommendation in the form of a notion, which motion was seconded by Councilman Aust, and carried unanimously. It was brought to the„attention of Council that the terms of office for Mrs. Altmn I. Crowell and Mr. Glen K. Aust as members off' the MRS. Mayor Jackson` REAPP OINTED TO REC, COMM. recommended that Mrs. Crowell and Mr. Aust be reappointed, and on they FOR 3 YEAR TERM motion of Councilman McCarthy, seconded by Councilman Gallimore, and carried unanimously, it was, RESOLVED, that Mr. Crowell and Glen K. Aust be reappointed for a three year term to the Recreation Coannissia~ Town Manager Noland read a letter from the Pulaski Wo~aan's Club in which it was stated that the Club had endorsed the suggestion) of the YMCA of a single drive under the head of the Community Chest. i This matter was discussed fully and it was the feeling of Councilman PULASKI WOMAN "S CLUB ENDORSE Nnckols, as Chairman of the Ordinance Committee, as well as Town SINGLE DRIVE UNDER COMM. Attorney Moore, that the town could adopt an ordinance regulating CHEST, BUT COUNCILFELT drives by individuals, civic clubs, etc., but that the town could not IT COULD NOT ADOPT SUCH adopt an ordinance regulating all drives in one, which would be AN ORDINANCE carried under the head of the Community Chest. Councilman Carrico so moved that Chairman Nnckols' recommendation be so adopted, which motion was seconded by Councilman McCarthy and carried unanimously. The idea of participating in a "Sister City" program in a foreign country was presented by Councilman Aust, who states one procedure is for a town to pick out the name of some town in a foreign country and so advise the American Municipal Association of its "SISTER CITY" PROGRAM OUT- decision; a screening of that city is made by the Association and the LINED BY AtJS T, PULASKT. TO PARTICIPATE IN PROGRAM c~`t6O Council mins. contd. Dec. 19, 1961, !t P• M. next step is for the Mayor of the American town to write to the Mayor of the foreign city to form a "Sister City". This is followed up by suchthings as getting school children as well as civic clubs in America to write to the foreign city, the purpose of which is to draw the people closer together and improve international relations in general. Councilman Nuckols moved that Council contact the American Municipal Association and advise them that Pulaski is interested in having a "Sister City" with the request that the Association forward several names of foreign cities from which Council could choose. This motion was seconded by Councilman Aust, and carried unanimously. After a discussion of the Pulaski County Chamber of Commerce membership, Councilman Nuckols moved that the Town take $375.00 TO BE a membership with the Chamber in the sum of $750.00, payable in PAID IN 1961; & $375.00 TO two installments: the sum of $375.00 to be paid in 1961, and BE CONSIDERED IN NEW BUDGET the sum of $375.00 to be included in the new budget for payment FOR CHAMBER OF COMMERCE MEMBER- in July, 1962. SHIP Town Manager Noland reminded Council that at a previous meeting it had agreed to contribute its proportionate share of $1500.00 to the proposed $22,000.00 budget of the New River Valley Industrial Commission, to finance a full time director and headoaarters at the New River Valley Airport, the entire cost to be borne by the participating political subdivisions and area banks. He further COUNCIL WILLING TO GO ALONG stated that Montgomery County had not yet committed themselves, and WITH ORIG. COMMITMENT that the Industrial Commission was trying to get this operation D~~~X~XTO NRV IND. COMM. started and asked if Council would be willing to go along with BUDC~T; $750. FOR 1ST 6 MOS. their original commitment of $1500.00. The matter was considered by Council and on the motion of Councilman Nuckols, seconded by Councilman Gallimore, and carried unanimously, it was, RESOLVED, that the Town of Pulaski commit itself to the extent of the support of the Industrial Commission program for the next six months at the rate of $750.00 in the event the other political subdivisions go along with their original commitments, with or without Montgomery County. STILL TO BE RECEIVED Town Attorney Moore gave a brief report on condemnation cases pending in the Pulaski County Circuit Court to secure rights- REPORT OF CONDEMNATTON of-way for Route 99.
