Minutes of regular meeting November 3; adjourned meeting November 10, and called meeting of November 12, were approved. 1 At the requeat of Mr. Hillsman, Executive Secretary fmr tk:e Pulaski County Chamber of Commerce, and on motion of T. Martin - aye it was APPROPRIATION RESOLVED, that the sum of $200.00 be appropriated from OF ADDITIONAL SUM OF $200. the General Fund and check in that amount be mailed to the Chamber TO CHAMBER OF COMMERCE of Commerce to help cover the financial obligations of the Chamber 1958. The Town Manager stated that he had been advised by the two local banks that inasmuch as neither of the banks have a common 1 trust fund, it was their suggestion that the Town designate as Trust 1ST NATL. EXCHANGE OF under the Employe Retirement Plan, the First National Exchange Bank ROANOKE DESIG- NATED AS TRUSTEEof Roanoke. On motion of T. J. McCarthy, seconded by Glen K. RESOLVED, that the First National Exchange Bank of Roanoke be designated as Trustee under the Town's Retirement plan. There was a discussion of the street cleaning operation since the new mechanical street sweeper had been in operation more than a.month, coupled with the limits of the budget with respect to street cleaning. While all agreed that a workman performing a manual sweeping operation in the business district would improve the looks in the downtown. area, it was MANUAL also pointed out that much of the debris is because the busi- STREET SWEEPING Hess men in the downtown area are careless in the handling of OPERATIONS NOT debris from their own places of business. On the motion of RESUMID W. F. White, seconded by W. A. Larson, and all members present voting in favor of, with the exception of Mr. Carrico, the following resolution was adopted: RESOLVED, that the manual sweeping operation not be resumed. Mr. Alton I. Crowell, Commonwealths Attorney and Attorney for the Board of Supervisors, explained the legal aspects of a plan whereby the County will petition the Court to annex approximately 129.l~2 acres, being .202 square miles of land on the south side of the present corporate limits. Following the filing of briefs by SUIT attorneys on both sides, the matter will then be decided by the Judge of the Circuit Court. Mayor Jackson reported that grading on the New River Valley Airport is approximately forty percent complete and that the PROGRESS over-all progress has been excellent, since only nineteen hours OF NEW RIVER of actual working time had been lost due to weather since the VALLEY AIRPORT project began on September 2. The Town Manager made a report on the pending Route 99 relocation project, to the effect that he and the Town Engineer had visited the District Highway office in Salem on the day of the meeting for discussion of the proposed connection be- REPORT ON RT. 99 tween 2nd Street and 3rd Street, recently approved by Council. RELOCATION Also, it was reported that a flood damage expert of the Corps of Engineers had arrived on the day of the meeting for an on-the-ground survey of the past and potential flood damage in the area.
