Minutes of the regular mee'-.ir~g of the Town Council of the
Town of Pulaski, Virginia, held on the <th day of January, 1?59, at

There were present: rayon C. V. Jacreson, presiding.
Councilmen: W. F. White, Gd. A. Larson, Glen K. Aust,

tion was given by Councilman Aust.
Copy of report of the Water Committee on the policy
of the Town on water and sewer lire ext~,nsions bot~ inside and

t~_ere followed a discussion of same, and on motion of J. R. ~~artin,
seconded by-~~,~. A. L~rsor., and unanimously carried, the following
recommendation. of tre Water Committer:, ~.ith the v+tipula.tion that the
same policy apply to sewer e:tensions, -gas adopted b~~ Council:

1. Water and sewer servics can not be supplied

The Town Pianager reported that although the Retirement
Plan became effective on July 1, 1958, the details for setting up
the Plan had just been completed. The Retirement Plan Committee
had visited the Trustee Bank in Roanoke, following which visit
the consultant had completed the make-.up of the Plan.
It had. been determined by the acturial consultant that
the total cost of past service for eligible employes will be

RETIRED EMPLOYE will be ~~, 787.00. The fee for the consultant, who also serves as

actuary, through December 1, 159, was $1,1~OS.92. It was explained
that besides the costs quoted above, the annual Trustee Bank fee will
be X250.00 plus 25¢ for each pension. check drawn. Thus it appeared that
the total cost for this year including incidentials not known at the
present time, would not exceed X12,200.00.
It was noted that nir. James Eads was the first employe to
retire under the Plan and that it had been determined that the amount
of his pension would be ~3l~.63 per month effective October 1, 1958.
On motion of ti^1. F. '~~Iriite, seconded by 'vJ. S. Cummings,
and unanimously carried, the Mayor, Chairman of the Finance Committee,

On the motion of W. F. White, seconded by W. A. Larson,
and unanimously carried, it was the decision of Council that a
committee be appointed to study negotiations and look at the strip of

T.he Town Y~Tanager gave a re:.~ort on tY,e recent proceed-
ings leading up to annexation of the lands of the iew River Land
Company next to Draper's Mountain, and .~~n motion of J. R. artin,
seconded by Glen K. Aust, and on the following recorded vote,
the following decree of annexation was ratified:

Mayor Jackson stated that plans for the paving of the
NRV AIRPORT
PAVING PLANS
BEING APPROVED,
ADVERTISEMENT
FOR BIDS
runways of the New Fiver Valley Airport have been rrepared by
Wiley & ?ailson, Engineers, and have been for•taarded to the State
Corporation Commission for approval, then to be forwarded to the
Federal Aviation Agency (new name of Civil Aeronautics Admr.
since 1-1-59) for their approval, after which advertisement for
bids would be made; that grading of tine runways should be completed
the first of July, with paving to start about that time.
Councilman Larson made note of the favorable editorial

in the Southwest Times relative to the Christmas lights in which it
was stated special commendation should go to Director of Public
!dorks H. C. Jackson for his successful efforts in securing a dona-
lion for lights for the "Christmas Tree" in First Street Park.
The I•ayor read a letter which he ahd received from Irs. Eugene
Atkinson, Shawsville, Virginia, complimenting the Town on its
Christmas lights.
