Minutes of a special meeting of the Town Council of the Town of Pulaski, held on the 10th day of June, 1959, at !~ p. m. in the municipal building. There were present: Mayor C. V. Jackson, presiding. Councilmeni W. J. T. Absent: F. Also present: EXECUTIVE SESSION - F. White, W. A. Larson, Glen K. Aust, R. Martin, John W. Nash, W. S. Cummings, J. McCarthy L. Carrico Town Manager: T. B. Noland Clerk: Gladys R. Dalton Mayor Jackson called the meeting to order and the invocation was given by Councilman Aust. Mayor Jackson stated the meeting had been called for the purpose of considering the proposed budget for 1959-60, and on motion of T. J. McCarthy, seconded by W. A. Larson, and unanimously carried, it was agreed to go into executive session at this time. The two hour meeting was devoted exclusively to a dis- cussion of the General Fund of the Town. During this time various councilmen expressed themselves as being opposed to any increase in the tax rate and urged Council to make sufficient budget cuts to eliminate the need of an increase in the tax rate. After a lengthy discussion of the Recreation program which discussion revolved around a year-round program versus a summer- time program only, motion was made by Mr. McCarthy, seconded by Mr. White, that the Town establish a summer recreation program' RECREATION PROGRAM FOR SUMMERTIME only for the next fiscal year and that the appropriation for the ONLY, APPROPRIATTON IN 1959-~ BUDGET Recreation Department be $7,500.00. Vote on this motion was: $7,500.00; OTHER CUTS TO BUDGET T. J. McCarthy - aye J. R. Martin - no W. S. Cummings - aye John W. Nash - no W. A. Larson - aye Glen K. Aust - no W. F. White - aye F. L. Carrico - absent Mayor Jackson declared that the motion was carried. In considering the proposed expenditures of the General Fund, it was unanimously agreed to reduce the appropriation for refuse collection by the sum of $9,000.00; the contribution to the County Health Department by the sum of $2,000.00; to eliminate perpetual care at Oakwood Cemetery for the next year at a savings of $2,525.00, which cuts, added to those which had already been 1 r ~J 1 30`7. June 10, 1959, ~ p. m. agreed upon by Council, brought the net reduction in General Fund appropriations to a total of $22,78 3.00, for a total General Fund appropriation of $l~Lt~t, 5~t0.00. At this point motion was made by Mr. White and seconded by Mr. McCarthy that Council go on record as intending not to raise the present $1.60 per hundred tax rate for the 1959-60 year. Vote ot~ this motion was as follows: NO INCREASE IN TAX RATE FROM T. J. McCarthy - aye W. A. Narson - no PRESENT $1.60 PER W. S. Cummings - aye J. R. Martin - no HUNDRED Glen K. Aust - aye John W. Carrico - absent On motion made, seconded and unanimously carried, the Town Manager was directed to make the changes as specified in the proposed budget, and the Clerk was directed to publish the budget, a~S PUBLICATION OF PROPOSED BUDGET amended, in the Southwest Times on June 1l~, 1959, with notice AS AMENDED, PUBLIC HEARING 6/29/59 of a public hearing to be held in the Pulaski County Courthouse at !~ p. m. on the 29th day of June, 1959.
