Council minutes
IvLi.nutes of a special meeting of the Town Council of the
Town of Pulaski, held on the 30th day of June, 1959, at 1:00 p. m.
in the municipal office.
There t~rere present: Mayor C. V. Jackson, presiding.
Councilmen• T,'7. F. WYtite, 'ni. A, Larson, Glen K. Aust,
• J. R. Martin, John U7. Nash, F. L. Carrico,
?~J. S. `Cummings, T. J. McCarthy
Also present: Town Manager: T. B. Noland
Clerk: Gladys R. Dalton
Town Attorney: Garnett S. T-Zoore
The meeting was opened with a prayer by Councilman Aust.
On motion of TJJ. A. Larson, seconded by J. R. Martin, and
EXECUTIVE SESSION
unanimously carried, it was resolved that Council go into Executive
Session.
Mayor Jackson stated the meeting was open for discussion and
the approval of the proposed budget, as well as fixing a tax rate
for .1959-60.
On motion of ?'J. A. Larsoto, seconded by ~rJ. F. White, and on
the following recorded vote:

RESOLVED, that the tax rate on all personal property and
real estate be set and established for the year 1959-60, at the rate
of $1.60 a hundred.
Councilman tiv. F. ?,~Ihite made the motion that the 1959-6C
budget as advertised in the newspaper and in its present form be adopted.
This motion was seconded by Councilman T. J. McCarthy. T,~'hereupor,,
Councilmanz Ralph I~lartin made a substitute motion that the budget
RECI~ATIO~T~DEPT. be amended so that Recreation Account be increased to the original
TO BF OPERATED
OP1 SUP~II`~ERTIME amount recommended and carried in the budget proposed by Town
BASIS
Manager Noland, and that Account 9189 - Route 99, be reduced by
the sum of $7,710.00 - a bookkeeping transaction. Vote was as
follows on the substitute motion:

Glen K. Aust - yes T. J. McCarthy - no
J. R. Martin - yes John W. Nash - yes
Upotz a count of votes, it a~opeared there were four for and
four against the substitute motion. Mayor Jackson cast his vote

"no" with the explanation that he was defini te.ly in favor of
recreation, but was voting "no" on this; occasion because the
proponents had riot provided new revenue to take care of the
ir~crea~ed proposal.
