Minutes of the regular meeting of the Pulaski Town Council held on thelst day of December, 1959, at 4 p. m., in the Municipal office. There were present: Mayor C. V. Jackson, presiding. Councilmen: W. A. Larson, J. R. Martin, John W. Nash, F. L. Carrico, W. S. Cummings, T. J. McCarthy Glen K. Aust, W. F. White Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bi11 Akers, reporter for the Southwest Times Rev. W. Taft Andrews The meeting was called to order by Mayor Jackson, and the invocation was given by the Rev. W. Taft Andrews, pastor of Aldersgate Methodist Church. After certain corrections were made, the minutes of the public hearing of November,lgth were approved. Town Manager Noland advised that Attorney John B. Spiers PUE LIC HEARING ON T. A. DOUTHAT BtTILDING POST- PONED 7-MEMBERS OF NEW REC. COMM. AGREED TO SERVE had requested a continuance of the public hearing in the matter of R. A. Douthat re condition of his building on Commerce Street, because of the death of his law partner. On motion of J. R. Martin, seconded by W. A. Larson, and carried unanimously, it was RESOLVED, that the public hearing scheduled for today be postponed until a later date. Mayor Jackson advised that the seven persons who had been recommended by the Recreation Committee to serve on the new Recreation Commission had been contacted and that each had agreed to serve. Upon the recommendation of the Chief of Police and the CERTIFICATED OF PUBLIC CONY. AND NEC. .GRANTED TO CAB OWNERS FOR 3!~ CABS Town Manager, and on motion made by J. R. Martin, seconded by Glen K. Aust, and carried unanimously, it was RESOLVED, that a Certificate of Public Convenience and [1 Necessity be granted to: Guy Wilson Akers, Sr., t/a Safeway Cabs 1 cab City Cabs of Pulaski, Inc. 10 cabs Estel Vance Davis, t/a E. TAX SALE TO DEC., 1960, TOTvJN TREAS. AUTHORIZED TO OONTINUE TO COLLECT DE:L. TAXES Cummings, the following resolution was adopted: BE IT RESOLVED, THAT THE Council by this action does authorize the postponement of the Town's delinquent tax sale, scheduled for December 1!~, 1959, for the delinquent taxes due for the years 1919, 1950, 1951, 1952, 1953, 195E and 1955, until the second Monday in December, 1960. BE IT FURTHER RESOLVED, that the Town Treasurer is authorized and directed to continue to make collection of all delinquent taxes for all years for which taxes remain unpaid. On motion of W. F. White, seconded by J. R. Martin, TO'n1N EMPLOYES CHRISTMAS PARTY SET FCR DEC.2IST and carried unanimously, it was RESOLVED, that the annual Christmas party for town employes=and their families be held during the week of December 21st, the exact date to be set later by the Town Manager. Town Manager Noland outlined to Council plans for 1 $65o.0a APPROPRIATED FOR RENOVATION OF COUPICIL CHA1,':BER enlarging the Council chamber by removal of a partition, a sketch of the details having been furnished members of Council, stating that it would cost approximately $650.00. On motion of J. R. Martin, seconded by John ~d. Nash, and on the following recorded vote, it was W. F. White - aye W. A. Larson - aye Glen K. Aust - aye J. R. Martin - aye John W. Nash - aye F. L. McCarthy - aye RESOLVED, that an appropriation of $650.00 be made from the General Fund for the cost of enlarging the Council chamber as outlined by the Town Manager Mayor Jackson stated the x,800 ft. runway at New River REPORT ON NRVA Valley Airport had been paved and that the seal ceat would be placed PROGRESS- WORK TO BE COMPLETED in the spring; that part of the apron area and access road had been paged, IN SPRING 1960 & REHO~T OF REC. but that the whole facility had been closed for the winter; that even ' VISIT TO CHARLOTTFSV. though the taxiways will not be paved until spring, the runway can be ". AIRPORT used, and that surrounding airports will be notified of this situations, It was reported also that recently Mr. John Goldsmith,- Attorney for the New River Valley Airport Commission, Mr. Wilson Coleman, City Manager of Radford, and Pulaski's Mayor and Town P4anager had (9 1A~w (j Cl P._l'l- Council rains. contd. Dec. 1, 1959, ~ p. m. visited the Charlottesville and Wyers Cave (Agusta County) Airports and that the trip had been most valuable to the planning of hanger and administrative building facilities at the NewRiver Valley Airport. Much information had been obtained on what should be expected of the lesses operator, the space requirements for hanger and administrative facilities and numerous other aspects of commercial airport operation. With this information the Airport Commission can go ahead with its planning for the necessary facilities to be erected at the new airport. On motion of W. A. Larson, seconded by W. F. McCarthy - aye $6200..00 APPROPRIATED FOR CONSTR. OF 6" WATER RESOLVED that the sum of $6200.00 be appropriated from LINE ALONG HIGH STREET ' & ACROSS NEWBERN the Water Fund for the construction of a 6" water line along HIgh RD. Street and across Newbern Road to connect the 8" line on Macgill Street to the new 6" line serving Grove Drive and Macgill Woods. On motion of W. A. Larson, seconded by W. F. White, and carried on the unanimous vote, it was RESOLVED, that the Town will. participate in the hearing TC¢vJN TO PARTICIPAT as a friend in the court case of Hanover County vs. Town of Ashland, IN HEARING OF HANOVER CO. V, which case has to do with towns' rights to sell town auto tags. TOWN? OF ASHLAND SALE OF AUTO TAGS Town Attorney Moore read his legal opinion on the town's rights and responsibilities with respect to the parking situation and disorderly conduct in the vicinity of the Railway passenger station, but no action LEGAL OPINION HEARD ON PARKING was necessary on the part of Council. Mr. Moore stated he would SITUATION AT N&W RAILWAY STATION explain fully to the Police Department the legal matters involved. Council Martin brought up the matter of a possible ice skating rink, as suggested by Grey Kiser and Steve Shelton, back of Prospect Avenue. No Council action necessary.
