Minutes of the regular meetin7 of the Pulaski Town Council held on the 15th day of December, 1959, at ~ p. m., in the Municipal Office. There were present: Mayor C. V. Jackson, presiding. Councilmen: T. J. McCarthy, John W. Nash, F. L. Carrico, J. R. Martin, W. A. Larson, Glen K, Aust Absent: W. F. white and w. S. Cummings Also present: Town Manager: T. B. Noland Clerk: Gladys R. Dalton Town Attorney: Garnett S. Moore Visitors: Bill Akers, reporter for the Southwest Times • Lt. W. A. Travis The invocation was given by Lt. William Traviss of the Salvation Army. Councilman Carrico stated that he felt that Town Manager Noland and his associates should be complimented upon the planning' RENOVATION 0 COUNCIL CHAN'.BER and renovation of the Council chamber, this being the first meeting APPROVED BY C(XJNCIL held in the renovated and greatly enlarged chambers. Whereupon, there was a general discussion with regards to the possibility of the new budget carryir-g an item for air conditioning of the Town Office, as well as Councilman Carrico stating that he believed Council should spend all the money possible on the new building. Mayor JackscJn felt the matter should be placed on the agenda for further discussion. It was brought to the attention of the Council that Bruce Lemons, an appointee to the newly formed Recreation Commission, was BRUCE LEMONS LIVING OUT OF TOWN CORP'? now living outside the Town Corporate Limits and, the refore, according LIMITS PREVENT HIr: FRUM SERVING ON NEW ~ the Town Code, could not serve on this Commission. On motion of REC. COP-1~iISSION - I~'ORMAN COKER TO BE T. J. McCarthy, seconded by W. A. Larson, and carried unanimously, it ASKED TO SERVE was RESOLVED that Norman K. Coker be appointed to the new Recreation':- Commission, subject to his acceptance. Councilman Aust made the motion that the Town Manager TOWN P1GR. TOWN OF ASHLAND - SALE OF League of Virginia Municipalities for the Town's proportionate part AUTO TAGS of the coat of intervention in an appeal of the case of Board of Supervisors v. Town of Ashland to the Supreme Court of Appeals of Virginia. a At this point Town Attorney Moore gave/brief report on LEGAL REPORT ON certain legal matters now pending, to-wit: status of condemnation STATUS OF SUIT FOR LAND BACK OF suits for land back of Filter Plant; re order before Judge Matthews FILTER PLT. AND LOVING FIELD, concerning deeds which have been prepared for Loving Airport land AND R/W for ROUTE 99 PROD. and hope of completing same this week; that title work and securing of rights of way for Route 99 proceeding nicely, and that a form letter of notice of condemnation proceedings was being mailed by the Town Manager to those persons refusing the offer made by the Highway Department for their land. On motion of Councilman Martin, HGWY. TO BE ADVISED seconded by Councilman Carrico and carried unanimously, it was RESOLVED that notice be given to the Highway Department that 1 1 the abandonment of this portion of Route 6811 be held in abeyance until the completion of the new Armory in an effort to ascertain how much new Armory use would affect traffic on this route. I t was agreed by Council that the Town Manager advise the Strauss' that this matter would be taken under consideration, and they would be advised of Council's decision. Councilman Larson, Chairman of the Finance Committee, discussed briefly a finance report which had been prepared for Council!. DISCUSSION OF by the Town Manager in which report the status of the water and sewer FINANCE, REPORT construction program was shown. The report indicated that as of ON WATER & SEfrTER CONSTRUCTION November 15 there remained unspent approximately $1211,000.000 of PROGRArt the sewer funds, not counting the sewer fund balance which had been gradually accumulating since a sewer charge was established. It was explained also that the total cost of the Gatewood Reservoir and pump !. station development would likely exceed the $630,000.00 borrowed by about $55,000.000 which sum would have to be made up from the water department cash reserve. The anticipated $55,000.00 construction fund deficit is caused by the finding of a quantity of soft bed rock 3~~ Council mins. contd.
