M., November 8, 1 946. PRESL~NT There were present: Mayor A.T. Eskridge, presiding; Lottie R. Runion, clerk; A.W.Gatewood, director of public ~ and Councilmen; T. F.Wirt, Howard R~. Imboden, W. F. White, C. V. Jackson, F. A. Seagle, I. R.Carper, W. D.Aust and G. C. Hall. Absent; None. BUILDING On motion dtrl~ made, seconded and unanimously pass d, PERMITS the following building permits coming within the requirement of the ordinance were granted - subject, to,governmental app~v To Gary Laughon for two-story cinder block, front brick cove e business and apartment building on the south side of Second Street N. E. (138 E. Mainz between Madison Ave. and Peak Creek, to cost X15,000.00; F. A. Jackson for one-story fram dwelling on the south side of Newbern Road at 4th St. N. THOS.F.GIBBS On motion duly made, seconded and unanimously passed, POLICE PATROLMAN the Council authorized the e~aloyment of Thos. F.Gibbs: as patrolman on the police force as of November ~', 11946, succeeding Ralph C. Linkous resigned. Salary was fixed at X150.00 per month. MOSS C. On motion duly made, seconded and unamimo#~~y passed, HELTON POLICE the Council authorized the employment of Mose C. Helton to ?? SDI O E]ffGINEER maintain the new police radio station, his salary fixed at X15.00 per month. REQUEST On motion of W.F.White, seconded by I. R. Carper and CITY OF RADFORD unanimously passed, the request of the City of Radford,Virginia, RADIO to aperatd their proposed radio system on frequency of 39,500 kc, the same frequency on which the town of Pulaski-s system is operated, was referred to the ~olice committee for investigation • and power to act. This matter wars- d`alled to the a ttention of the Council by L. S. Boothe, chief of police. RFC~t7EST The director of public works brought before the J S HERRON T(` TAP ON Council the request of J. S. Herron for permission to connect with t V6`ARDEN SPRING town's power line to Warden Spring auxiliary water supply, and POWER LINE on motion duly made, seconded and unanimously pa~se~, the same was referred to the light committee for investigation and report. SIDEWALK JEF, AVE,N. Howard R. Irnboden brought before the Council gain, the request of three property owners, namely W.VI-allner, R. J. ~1Vaugh and T.C. yainter, for a sidewalk on the west side of Jefferson Ave., in front of their properties between 5th and 6th streets, N.W., stating that they were unable to get an additional property owner in the block, Mrs. Constance Meredith, to share the cost. On motion duly made,seconded and unanimously passed, the matter was referred to the town attorney for investigation and report. 20~ Increase FEE VA.L~;AGUE On recommendation of the Mayor, and on motion of MUN?CIPALITIES Howard R. Pulaski,Va., November 8, 1 946 the Council authorized an increase of 20~ in the townts League of Virginia Municipalities membership fee, increasing',,,. y, the fee from X349.00 annually to X418.80, effective Februar 1, 1947. ~ WATER On motion of Howard R. Imboden, seconded by C. V. FUNDS Jackson §qnd unanimously passed, the matter of investing the ~ ~ water funds was referred to the finance and water committess~ with power to act, and a meeting of these committees with ~' the Mayor and Town Attorney, was fiAed at 7;00 P. M. on j November 11, 1946. On motion of F.A. Seagle, seconded by G.C. Hall and JAS.P. MILLER AUDIT MRS.E.T. PRATT fl ~~'~ LJ unanimously passed, the Council approved the bill of James P Miller, CPA, of November 4th, amounting to'700.00 for s ervi es in examining and auditing the town books f'or the year ended Augus t 31, 1 946. On motion of T.F.Wirt, duly seconded and unanimousl passed the Council approved a bill of Mrs. E.T. Pratt of November 4, covering erroneous assessment of taxes for the gars 1944 and 1945, amounting to X19.20 for the two years. On r ecommendatj.on of the director of public works, and on motion of T. F. Wirt, seconded by W. D.Aust and unani ous passed, the Council authorized the purchase of Lot Number 5, in Section 401, as shown on the martin Land I,.„provement Comp nY map (but Lot Number 8 in section 151, as shown on the offici l map of the town of Pulaski, Virginia, as prepared by G. H. Derrick in 1908) from Dors ey S helor for the sum of Two Hundre~ 0200.00) Dollars- this lot being~losely contiguous to Calf~e Field and valuable to be used for parking or other purposes as deemed feasible by the Town. E. and a short section on 6th St. off of Floyd Ave. to serve six houses, had been installed. GRADING & 2. That Floyd Ave. between 4th and 5th streets had WIDENING been graded, and Floyd Avenue between 5th and the Lee Highway STREETS had been widened. That 5th street between Madison Ave. and F],oyd Ave. had been graded and Stuart Ave. from a north-south Alley to Elm Street had been widened, and Elm Street between Stuart Ave. and Jackson Ave. had been widened. That 4th street between Graham and Baskerville streets had been graded, and that Draper Ave. between 4th and 5th streets had been widened. W.K.JOHNSON 3. That the driveway for Vi(. K. Johnson ~formerlly DRIVEWAY the Guy Hall property) had been completed in conformity with the agreement with Guy Hall in 1935, when South Washington Ave. was widened. DRAIN PIPE 4. .That a d rain pipe had been installed on 4th 4th St.S.E. street, S.E. to provide a driveway entrance to the rear of one of the houses built by J. S. Herron. LIGHTS 5. That lights an d f acilities for broadcasting BBOADCASTING had been installed in the broadcasting Boothe on top of the BOOTHE stand at Calfee Park. PARKING 6.
