The Council of the Town of Pulaski, Virginia, met in regular monthly session in the Council Chamber of the Muhi cipal building at 7: 30 P . r;2. , Januar~T 9, 1947. MIAIIITES The minutes of the regular semi-monthly meeting held on December 17, 1946 were read and approved. BILLS ~ The regular bills and payrolls for the month of PAYROLLS December were read and approved and ordered paid. Said bill are given at the conclusion of these minutes. White, seconded by F. A.Seagle CURB 'TVASH AVE SO and unanimously passed, I'red A. Jackson was granted permission to r emove at his cost the curbing on the w est side of Washington Ave., South, in front of his new garage and station, approximately 100 feet, for the purpose of providing driveway a and entrance to this property. Concrete driveway to extend from building to street with slope of not less than 6 inches, slope of driveway to be similar to the driveway of other stations on this street. Work to be done at expense of owner; driveway to begin at street level and slope up to the building so that surface water will flow into street. ISS E FFIE BOOTHS ~~ N. G. LAND IS extension of South Washington Avenue in front of his property. On the r ecommendation of 11?r. Gatewood and on motion of T. F. tNirt, seconded by G. C. Hall and unanimously passed, the Council authorized that he be made an offer of~50.00 for the 105 square feet of land for the right of way involved. The Council instructed the director of public works to place a "No U Turn" sign at the rote rsection of Washington Av.e., North and 3rd Street, when the traffic light is installed at this point. The director of public works brought before the Council the complaint of Miss Effie Boothe in regard to long-time parking on the north side of 5th street, N., in front of her properties, she stating at times their driveway entrances had been blocked. It w as the sense of the Council that so long as the driveway entrances were not blocked that nothing further could be done about the situation at present. In the matter of request of N. G. Landis of the Landis Auto Parts C ompany that a space be marked off and allotted him on the south side of 2nd street north, between Jefferson and Randolph avenues in front of his vacant lots to give him access to the lots for parking and other p1ar-~oses, on motion of C. iT. In the matter of request of theStar Cab Company for narking space on the east side of hadison Ave., between 2nd street north and Teak Creek, on motion of Howard R. Imboden, seconded. by ~. Tate, sanitation officer in regard to open~orivies in the town, and Air. Tate had stated that t-hey had been Nandi-cap~?ed in. this work due to shortage of materials, etc., T,Zr. Tate stati_nu he ~~ould have a full report for the Counci 1 in the near future . TAXI CAB Howard R . Imboden, chairman of the ordinance c omr,ittee~ ORDI?~TANCE reported that the ordinance committee I:~ad met with the taxicab J ~t ted owners and operators a.nd discussed tre new proposed ordinance, and received su~zc~-e~stions from the operators. In this corinecti~ , I>'Iarvin r . Graham appeared before the C ouncil, ~ r epre s ent in~* cent' in :cab owners and made s~_?~Testions as to re-drafting o~ s ection 24 of the ordinance. After consideration, the matter was referred back to the ordinance committee and toti^rn attorney for any change that they mi~^ht deem advisable and for re-submission to the Golzncil at an early meeting. BITDGET The budget for the fiscal gear September 1, 1946 ending August 31, 1947, was subrrlitted for consideration, each member of the Council and the r.Ta;,Tor being; slzpplied with a c opy for study and consideration, it being expected that final actin would be taken on the budget at the next meeting of the Council. On motion of T. F.1PJi.rt, .seconded bsr Howard R. Imboden and. iznanimous]_y passed the Council al.zthorized the purchase and placing order for the sar_me, as recom.~ended. The matter of field hotz_se equipped. with showers, dressing rooms, toilet facj_litie.s, etc. for the a ccommoda- tion of athletic teams and otriers using CalfeeField, was brought before the Council. It was stated that X6,000.00 for this purpose was carried i_n the 1945-1946 budget, and not used due to high cost of construction, and recommended that the same amount be included in the 1946-1A47 bv.dget for this purpose. On motion of T. F. Wirt, seconded by C. V. Jackson and passed, the Council authorized that this item be carried in the budget, and Mr. Imboden was asked to get new bids on the construction, and the matter to b e considered further at the next meeting of the Council . On motion of W. F. 114rh~.te, seconded by Howard R. and unanimously passed, the Council authorized the immediate instal lation of anew traffic signal at 2nd street and 1~'Vashington Ave. intersection. Howard R. Imboden submitted the proposed contract between the Town of Pulaski and the Pu]_aski Counts Baseball Club, c overin~r the use of Calfee Field for t he 1947 baseball season. Mayor Eskridge stated that it would be necessary to make some rev3_sions in the contract and asked. that this be done and re-submitted to the Council. The Mayor brought before the attention of the Council that in approvi_n~ the purchase of certain land from E. P. Whitman for the e xtension of the airport runway at Loving Fielc_, that 0.42 acres of the E. P. `.Nhitman property had been overlooked, and that it would be necessary to acquire .16 acres of the Joe King land, both of which could be bou~~ht at the rate of 1,000 per acre. On motion of. ~.V. F. White, seconded by T. F. 'Wirt and unanimously passed, the Council authorized the ~' ~°ge 1 Council T,~inutes contd. Hall, hereby make application for the discontinuance and abandonment of that portion of an alley located immediately south of and adjacent to Peak Creek between Jefferson Avenue, North, and Randolph Avenue as shown on the maps of the Town of-Pulaski,-the portion of said alley requested to be so :, abandoned and discdntinued being generally described as f©llows: BEGINNING at a point near the south wall of the Peak Creek canal, which said point is located North 4 deg. 00~ East. 121 feet from the north line of First Street, North, and North 88 deg. OOY u'~est 21+7.5 feet from the west line of Jefferson Avenue, North; thence from said point of beginning, North 4 deg. 00~ East 14.5 feet, more or less, to the edge of the creek wall, said last mentioned call and distance marking the`east end of said alley; thence in a westerly course between lines of varying widths 385 feet, rrbore or less, to the east line of ` Randolph Avenue. Applicants are the owners of all the lots or parcels of land abutting on any portion of the alley sought to be discontinued, and respectfullT represent that in their opinion the abandonment and discontinuance of the segment of said alley to be discontinued will not adversely affect the interests of any person, firm or corporation, but on the contrary, trill inure to the benefit of all abutting property owners.
