The minutes of the regular meeting held on January 9th were read and approved. MACrIL•L A. I. Crowe_tl, representin? approximately 140 resi nces VILLAGE ANNEXATION of Madill Village, appeared before the Council with a del _ation PETITIOD? ° A. I.CRO~aELL and presented a petition from the residents, petitioning t t that area be annexed into the corporate limits of the town' of Pulaski. h3r. Crowell spoke at length setting forth the advantages to b ederived by the residents of TTac?ill Village as w ell as the town of Pulaski b;~- such an annexation. In eclztive session, after disczzssion, on motion of ~"~. F'. White, duly seconded and unani~~ously passed, the P~Zayor was asked to ap int a committee to investir~ate the matter. Whereupon, the May named the street committee, composed of councilmen G. C. Ha 1, Howard R. Imbod.en, F. A. Seagle, and T. F. ifJirt, and. in addition, Councilman ~V. D. Aust and the directcr of p ublic orks, A. tN. Gatewood, to investigate the matter and report back t the Council. _A. I.CRO~~IELL A. I. Crowell, representing the E. V. Davis Taxi TAXI CABS PETITIONS Club, appearing with 11Tr. Davis and cab operators, presented' petions as follows; (1) A petition from certain operators reque tang that no ordinance regulating the operation of taxi cabs-wit in the town of P»1_asT~i be passed - this petition signed by 15 persons represented to be taxi cab operators. (2) A petition si~~;ned bTr approximately 100 citizens and business firms of the town, petitioning the Co ncil not to pass an ordinance re~;ulatin~ the operation of taxi c bs within the town. / ~ ~/ Council Minutes contd. Pulaski, Va., January 21, 19.47 (3) A petition signed by patrons of the taxicabs of the town, petitioning the Council to refuse to pass the proposed ordinance regulating the operation of taxi cabs in the town of Pulaski - this petition signed by approximately 1052 persons . It was Mr. Crowell1s opinion that the taxi cabs were sufficiently covered by present State laws regulating the same, and that additional regulations enf orced by the town. would be superfluous and undesirable - that the fixing of prices and other restrictive provisions of the ordinance now proposed, or any similar one, would kill free competit~_on among independent operator and would cause smaller operators to go out of business and thus creating a monopoly. P.iarvin G. rsraham, representing certain taxi cab GRAHAM owners, appeared before the Council "and presented a petition signed by fourteen owners, operating 45 cabs, reolzesting that the rates and zoning regulations as set forth in the petition be adopted by the Council under~ection 24 (Rates) of the proposed ordinance now being considered by the Council governing the operation of taxi cabs, I~Zr. Graham asking consideration for fair and standard rates and fee. TAXI ORDII~TANCE In executive session, the above listed petitions C OP,ZM IT TEE CONTtD. were given consideration, and on motion duly made, seconded and unanimously passed, all were ref erred to the ordinance corzmittee and town attorney for continued study and re- commendat3.on to the Council. PETITION In the matter of a petition presented by S ID E`."JAS K JEF.AVE. R. J. Waugh, T. C . Painter and Waldemar ~Nallner, petiti onin~ t~laugh, Painter for a sidewalk to be laid on the west side of Jefferson Ave., Wallner . north, in front of their properties in accordance with the usual town conditions, since the town ordinance requires that sidewalks be laid through the block, and the remaining ppoperty owner in this block not joining in the petition, the town attorney referred the Council to the State law on the subject, providing for improvements to be made and the abutting ~ropert~T owners assessed for not more than 75 pPr cent of the cost, this being divided among Council D4inutes cont - d. i Pulaski, Va ., Januar~,* 21, 1947 the owners on a basis of advanta.r~e accruing to each by the improvements. After consideration, on motion of hl. I'. White, seconded by ~ioward R. Imboden and unanimously passed, the matter was referred to the town attorney and director .of public worlds to confer with the fourth property owner in the block, P,Zrs . Constance Pvieredith, and see if she woul~ agree to the installation of the sidewalk at this time. GE'O.T.CART~lAHAN George T. Carnahan, representing certain farmers Request of the County, appeP.red before the Council requesting that the Council adopt an ordinance similar to one adopted by the Board of Supervisors, and to go intq effect at~the same ` time as the County~s, restricting the riznning at large of dogs durin~~ the lambing season. No action was taken in the matter. COURTSEY A letter was read from J. Dodd R~iartensen, executf Cards (Par. king) secretary of the chamber of commerce, su g-~esting that the td issue "cozartes~r cards" to out-of-toti~n motorists who overpark with no action taken by the Council in this matter. SATITRDAY On motion of C. V. Jackson, seconded by F. A. Seas' e NICTNT PARKING and unanimously passed, the Council voted to change Saturda REVISED night parking restrictions, ma'.ring it the same as-other nigh-s, thus amending that paragraph of the parking ordinance under Section 2, on page 947 of this book, which reads"On each Saturday from 8;00 o-clock A. PARK_ITTG On motion of W. F. V'dhite, seconded by Howard R. Im oden SPACE DR:R.N. and unanimously passed, the Council authorized that parking W OOLL IN ~` 3rd St.N. space be alotted to Dr. R. H. ADDITIONAL Upon request of L. S. Boothe, chief of police, and LIGHT & LOCKERS on motion of T. F. Wirt, seconded by C. V. Jackson and Police unanimously passed, the Council authorized the installation Dept. of a more adequate light in the radio room of the police department, and. the purchase of two additional lockers for the use of patrolmen of the department. Estimate On motion of T. F. Wirt, seconded by W. F. White Culvert First St. and. unanimously passed, the Council authorized the director N.Ext. of public works to submit an estimate on the ::cost of constructing a culvert on the proposed First Street north, Extension. Sewer Ext. On motion duly made, seconded and unanimously Belleview Ave. passed, the request for Setn~er extension on Belleview Avenue, to service two new houses being erected on said street, was referred to the UVater and Sewer committee for investigation and report. Traffic The director of public works reported that the new Signal 2nd St. Sc traffic signal had been installed at the intersection of Wash.Ave.N. Washington Ave. and Second street, north, as previously authorized by the Council. BI,TDCTET After due consideration, on motion of T. F. UVirt, seconded by `~1. F. White and unanimously passed, tie budget for the fiscal ,year September 1, 1946 ending August 31, 1947, was adopted, with the provision that major items contained therein come before the Council for final approval before thee xpenditure of the funds. Said budget is listed at the conclusion of these minutes, on pages 1001 to 1008 , inclusive.
