Absent: None. ]MINUTES The minutes of the regular semi-monthly meeting held March 18th, 1947 were read and approved. ?3UILI~ING The follotiving building permits, coming within the re`~ PERMITS guirements of the ordinance were granted: To W. A. Henderson id on for a one-story stucco block dwelling on the east side of B rtha Street, between Commerce andFirst Streets, S.W., to cost X65 0.00; Homer Hawkins for one-story cinder an d concrete block dwell ng on the south side of Fourth St., N. This is a permanent tructure to replace temporary one previously granted. JOHN A.DUNCAN The application of John A. Duncan for permit to APPLICATION build a concrete garage and shop at his residence on the west side of Jefferson Aye., So., between 2nd and 3rd stre:ts, was referred to the Councilmen from the Third Ward for investigation and report. BILLS & The regular bills and payrolls for the month of Ta~arch PAYROLLS were read, approved and .ordered paid . Said bills are given at the conclusion of these minutes. REPORT Dr. C. P. Pope, Health Officer, submitted a HEALTH report showing list of the Grades of the restaurants for the DEPT. month of T~~arch, wYii ch was read and filed. ~IWANIS Fred E. Carrico, representing the Pulaski Kiwanis GLUB Club, appeared before the Council re uestin q __ permission to erect bleachers east of the south entrance to Calfee Field and south of the First base line, to accommodate 1~nder~prvileged' childrens~ club sponsored by the Kiwanis Club, for the baseball season, with no expense to the town. They also asked permission to hold a fair and agriculture exhibit at the park Spetember 24th through 27th.- days not to conflict with other scheduled activities and offering to repair any damages that might be done to the park or facilities, to take care of the lig_,h.t bill, and to clean up the park after using it. On motion of F. A. Seagle, seconded by C. V. Jackson and unanimously passed, the requests of the Kiwanis Club were granted under the conditions as above set forth. J ~~~ ,~~~ Council Minutes contd. Street, South, appeared before the Council with them re~rE St. So.$~,ntative, A. M. Harman, to oppose a building permit to J. E. J.F. r~reer for a veterinary hospital at the corner of ri'hird St. and; CTreer Vet. Washington Ave., South. They were told that the application fir permit for the hospital had been withdrawn and a permit for red model~in~• the residence property on that corner and converting; it into apartments had been filed. To this application, the delegation had no objection, but requested that in the event o~' any change anal application was filed for the veterinary hospit~l at that point, that they be given due notice prior to its issuance, with the opportunity r~resented to oppose it. F•`d'Jirt brought before the Council a request of Sam REQUEST R. ~uartin that he be allowed to put in a curb in front of his rsidence on Randolph Avenue. He was told that P-Tr. P~Tartin would have no right to install anything on the street property, but if he desired to raise the wall on his own grope rty to keep the water off same, in which case he ran it down on his neimhbor, he would be responsible for the damages incurred. PAR;~~~.INC LQT to the Kroger Company-s parking; lot had been installed and two parking meters had been removed from that location and placed on the west side of lashington Ave., north of 3rd St. Mr. Gatewood requested that the Council include the remainder of the west side of Washin~^ton Ave., within the meter zone and authorize the purchase of three new meters, two to" be placed on the wes t side of ~JJashington Ave ., and one in front of the Pulaski Theatre on Second St., North. B.Garter, was then broumht before LOT the Council, - that the meter at the entrance of his parking lot on the east side of Jefferson Ave. be removed in order that people could enter the parking lot from the avenue. E. , of way easements for the Sewer Extension on Fifth Street, b et~+een Walnut Ave. and Newbern Road had been secured, and on motion` of Howard R. Imboden, seconded by F. A.SeaFrle and unanimously passed, the Council a~~thorized the insulation of this sewer .~ line as soon as possible. TE'n'` P OR ARY FIELD H OU SI: CALF'F,F PARK Howard R. Imboden requested the Council to au.thori~e the e rection of a temporary field house, size 15 x 40 at Calf~e Park, including necessary fixtures. After consideration, on motion of Howard R. Imboden, seconded by W. F. White and unan~.mously passed, the Council authorized that this temporary field house be erected, at a cost not to exceed ;'.:"1,000.00 , the Pulaski Counts, Inc.;~be assessed an adc~itiona1~300.00 for its use dining the 1947 season, and the director of~ public works was instructed to proceed with the erection of the same. OFFICER authorized the employment of an extra officer to fill in whip the regular patrolmen take their ~tacations. The salary was k fixed at X35.00 per week. ORDIn?A1JCE Howard R. Imboden, chairman of the ordinance committed A~OTOI~ VEHICLE submitted a proposed ordinance to amend and re-enact an ordin~nce TAXES providing for the levy and collection of license taxes on motor vehicles, .trailers, semi-trailers, and motbrcvcles in the towrr~,, and. nrescrirj.ng nPnalties for the violation thereof. After consideration, the committee was continued for further study ¢f the matter and report.
