The Council of the Town of Pulaski, Virginia met
in regular monthly session in the Council Chamber of the
P:!unicipa]_ building at 7;30 P. M., 1'.4ay F, 1947.
There were present; Mayor A. T. Eskridge, presiding;
Lottie R. Rzznion, clerk; A. W.C~ateUrood, director of
public works; Robzr K. Sutherland; attorney; L.S.Boothe,

The minutes of the regular semi-monthly held. on
April 22nd and the special meFting held on April 30th,
were read and approved.
The Y~e~;zlar bills and payrolls for the month of
April were read, approved and ordered baid. Said bills
are given at the conclusion of these minzztes.

After consideration in executive session, mn motion o

The matter of request of Douglas T.Blair that the
town assume the niairitenance of Loving Field, was continued
with the airbort committee for further consideration:
In the matter. of request for improvements to ?,7i . Olivet
Road and l~~iagazine Street, J. Harrison ~iarrell appeared before
the Council with three other interested residents and
presented an a~*reement signed by ei.~hteen propert~r orrrners,
agreeing to furnish the necessar~r right of way to :provide
a 40-foot street. The Council was advised that there were
two remaining nrope.rt~r o~~mers who had not concurred, and
the matter weds ~@n~inued ~'or further investigation.
On motion of C. V. Jackson, s ecor~ded btr F. A.Seagle
and unanimously passed, the council approved the appointment
of James A. J021P,8, patrolman on the p olice force, as of 1!~ay
10th, to succeed Buford Thompson, resigned. Salary fixed at
X150.00 per month. Douglas Flick was appointed as an extra
officer to supply during vacation period at a s alary of
~35~00 per week.
On motion of T. F'. Wirt, seconded by Howard R. Imboden
and unanimousl~r passed, the Council approved the execution
of the contract between the Town. of Pulaski and the Pu7_aski
Horse Show Association, Inc., which contract is as follows;
"This Agreement made and entered into in duplicate
this the 30th day of April, 1947, by and between the Town of
Pulaski, Virginia, a P~Iunicipal Corporation, party of the
first part, and the Pulaski Horse Show Association, Inc., party
of the second part,

THAT for the consideration and upon the terms and
conditions hereinafter mentioned, the said party of the
first part loth grant unto the said party of the second part
the r. fight and privilep;e of using certain portions of what
is known as Calfee Park, located in the Town of Pulaski,
Virginia, together w3.th the necessary facilities now available,
in connection therewith, (subect to certain reservations and
stipulations more narticularl?T set forth, later in this
contract) for the purpose of stagir.^~ a "Horse Show:

It is the intention of this agreement that the show will

It is ap~reed that the section of the Park to be use
for the disp7_a~T of the horses, generally mentioned as the npi~~,,rr

shall i.>e located a sufficient distance north of that portion c~f

the ~--<aseball field known as the "Infield" or Diamond, so that
there can be no damage sustained bar this portion of the ?~aseb~ll
Field, and that the ring be fenced and that the fence be extended
to the South Entrance rTate of the field, in order to protect

the ~3aseball niamond and the remai.ndPr of the field. The xzar~y
of the second part agrees that it will p rovide these fences
and see that the Baseball Diamond and tn.e remainder of the fi ld are
protected, and also agrees that tb.at part of the Park will b e ~
used. for exercisinn horses, other than the portion known as tie

"Rin~*, "which lies east and north as far as practicable. In I
event of wet weather a committee of two front each bod~T shall ~l:ecide
about parrs%n~ cars around the ring.
It is agreed tt,at the said parttr of the second part
shall have the right to the use of the~?randstands, bleachers
tic'~et offices, concession stands and othe_° necessary and ava~lable
facilities, together with nar~,inr~ space owned and controlled v
the Town without the enclosure, in connection with said Park.
The said part~r of the second part agrees to remove ~ts

fencing, Judf?ens stand and all its property within the Park er~-
closure bar Seven o~clock P. P,7., Ai_ir~ust 4th, 1947. .
For the above use of said Park the parttr of the second
part agrees to pay to the party of the first part ten bercent
(1C7) of its gross receipts from th.e sale. of tic':,ets, and par<~in
spaces within th.e Parrs enclosure if used; to pay for Policing
the show and pair for the replacement of anv and all li_Mht ~loY~es
which are burned out or destroyed from any cause during its u~e
of the Park, and to pay all the electric light bills incurred
in li~*htinn the Park and~or its facilities during its use of ame.

We propose to furnish all materials and labor
and to erect according to the plans and spec3.fications
prepared by L. L. Trinkle, an eight foot addition to Homan T?am
for actual cost plus ten ;percent .
Actual cost will be the moneys expended bar us
on the pro iect plus a fair rental for equipment. This item
will consist of all labor pa,trrolls, and payroll insurance
items and payroll taxes; cost of all materials delivered to the
jobs tr~.acl~s at the rate x'2.00 per. hour, concrete mixer X3.00
per hour when in use, ~aibrator x'1.00 per hour when in use.
We plan to use the Town of Pulaski is ai.r
compressor and drills so no rental will be on those items however,
we may have to rent ?~alph 14~ills ~routin~ pump and mixers .
These will be char~*ed in at rental paid them.
The above cost plus percentage does not
include the supervision by h. L. Trinkle. This vrill be at
same rate as has been for the ~.~~outinr~, namely x'50.00 per day .
