The Council of the Town of Pulaski, Virginia met regular semi-monthly session in the Council Chamber of the Municipal building at 7:30 P. M., May 20, 1 947. PRESENT There were present: Mayor A. T. Eskridge, presi 1 Lottie R. Runion, clerk; A. W. Gatewood, director of publi' works; Roby K. Sutherland, attorney; L.S. Boothe, chief of police, and Councilmen; C. V. Jackson, W. F. White, F. A. Seagle, I. R. Carper, W. D. Aust and G. C. Hall. Absent; F. Wirt and Howard R. Imboden. MINUTES The minutes of the regular meeting held on May 6, X947 were read and approved. The following building permits, coming within the BUILDIi~ PERMIT'S requirements of the ordinance were granted: To Mrs. Elizab M. Jackson for two-story 1 6-room brick apartment house on west side of Jefferson Ave., corner of 5th st.N.W. and Jef rson Avenue, to cost $20,000 to X24,000.00; W. Bascome Knode fo cinder block, stucco or similar finish private double gars with 3-room and bath apartment on second floor, on rear of dot on north side of 3rd St. N.W. between Randolph and Henpy a to cost X1800.00; Cloyd Duval and Thos. Roswell Seagle for concrete. and steel, structural glass store house on the ea side of Jefferson Ave., between 2nd and 3rd streets, N., t X13,000.00; Foster B. Jones, Jr., permit to convert frame house in to one-story 2-room dwelling on the north side of 3rd St. N.E. at Newbern Road, good frame material with har floors, to cost X500.00; C. A. Moyers Estate for cinder bl proof storage room on south side of 2nd St. N. W. (rear) b Washington and Jefferson Avenues, N., to cost 2,000.00 - ~. s, cost ekes fire- en replace an old frame structure at this location; Steve J. wler for addition to frame dwelling on west side of Short St. N. E. to cost X400.00. V1. K. In the matter of application of W. K.Repass for REPASS. certain improvements and additions to his property at505 R Ave., N. Pulaski, Va., May 20, 1947 PETITION In the matter of petition for sewer line on Pine St. S. W., SEWER LINE PINE ST. signed by eight residents of that locality, on motion of W. F. S.W. White, seconded by I. R. Carper and unanimously passed, the matter -was referred to the water and sewer committee for investi- gation and report.. PETITION On motion of G. C. Hall, seconded by F. A.Seagle and IMPROVE- MENTS unanimously passed, the petition signed by 35 residents, MAPLE 'ST. S. ~~ requesting that Maple Street, Souwhwest be immediately improved, was referred to the street committee for investiga- ' t i on and recommendations . PARKING A. I.Crowell, representing the Retail Merchants METER MATTER Assoeiation,appeared before the Council with a committee from the Merchants Association, repeating their request that the parking meters be changed from one-hour to two-hour meters, acid urging the Council to give serious consideration to the change . In executive session, after discussion, on motion of COMMITTEE W. F. White, seconded by I. R. Carper and unanimously passed, the director of public works was instructed to acquire all pertinent information available from various towns and wc~.k with a committee appointed by the Mayor. Whereupon, the Mayor appointed Councilmen W. F. White, F. A. Seagle, C. V. Jackson and the director of public works, A. W. Gatewood, a committee to assemble all possible information and report back to the Council. MALCOLM Malcolm Crowder, appeared before the Council for CROWDER himself and other residents of Dora Highway, opposing the issuance of a permit to G. C. Bowling for a gas and oil distri- bution plant on the north side of Dora Highway on lots purchased from W. D. Aust. Upon being advised by the Mayor, that no application had been filed for such a permit at this location, he asked to be given an opportunity to be heard in the event the application is filed. ROBERT PAUL RUBBLE On motion of W. F. White, seconded by G. C. Hall 1 additional Cab a1d unanimously passed, Robert Paul Hubble,taxicab owner. trading as West End Cabs, was granted a certificate of public convenisaee and necessity to operate one additional vehicle. REVOKED Redd, negro, in police court on May 13, 1947, on motion of C. V. Jackson, seconded by W. F. White and unanimously passe., the said Frank Kidd Redd~s certificate and permit for the operation and maintenance of public vehicles, taxicabs and f'r hire cars along and upon the streets and highways of the To of Pulaski were revoked. MAUYER E. Following the report of the chif of police, bringin COX _ DRIVERS to the attention of the Council the conviction for theft PERMIT ` REVOKED of M~uyer E. Cox in .the Circuit Court May 13, 1947, on moti of C. V. Jackson, seconded by W. F. White and unanimously parsed, the said Mauyer E.C ox's drivers permit to operate public vehicles, taxicabs and for hire ears in the Town of Pulaski,.: was revoked. PARKING On motion of I. R. Carper, seconded by W. F. White nd ORDINANC E AMEND. unanimously passed, the. Council authorized the amendment of 3rd St. N.W. the parking ordinance (Section 15 (b) - page 951 this Minute. 2-hr. ° Book) t~ read 2 hours parking time on Third Street, N. W. be`ween Washington and Jefferson Avenues, North, and instructed that. the two-hour signs be erected in this area. STORM The director of public works asked the Council to DRAIN SEC.32 approve the installation of a storm drain line in Section 32 to take care of the drainage in a North-south alley at the of Harrison-Hancock Hardware Company and other properties, extending eastward on-the alley running east and west to the' north-south alley extending through the Laughon Lumber Comp y property, thence south on this alley crossing 2nd St. N. E. through to Peak Creek for the outlet. On motion of W. F. ite, seconded by G. C. .Hall and unanimously passed, the ~ns~a~Aa ion was authorized as soon as the town forces can get to it. The E®commendation of the committee was approved. The director of public works asked the Counc~afs - approval of the purchase of a conveyor,. the cost being X1,865.00 plus freight charges, which, on motion of C. V. Jackson, seconded by W. F. White and unanimously passed, was approved. W. F. White brought before the Council the request of D. Gray Langhorne that the town allot to him a one-car parking space Ott his property on the East side of Jefferson Avenue, between 3rd and 4th Streets, N. W., Off' ~9rovide an entrance to his property. On motion of F. A. Seagle, seconded by W. F. White and unaimously passed, the Council authorized the one-car parking space in front of his residence. ' On recommendation of the f inane a committee of the Council and on motion of Councilman F. A. Seagle, seconded by Councilman G. C. Hall and unanimously passed, the following s esolution was adopted; BE IT RESOLVED by the Council of the Town of Pulaski, TRANSFER FROM P~1'LASKI TR. GLEN .FUND TO WATER ACCT. Virginia that the transfer of One Hundred Thousand Dollars 0100,000.00) be and hereby is authorized from the SPECIAL WATER CAPITAL ACCOUNT, b sing held in the Pulaski National Bank to the General Funds Account, and distributed among the designated depositories, as follows: Pulaski National Bank ---~ 51,000.00 Peoples National Bank --- 35,000.00 Pulaski Trust Company --- 14,000.00. On recommendation of the finance committee of the Council and on motion of Councilman F. A.Seagle, seconded by Councilman G. C.
