M., June 6, 1947. There were present: Mayor A. T. Eskridge, pre- siding; Roby K. Sutherland, attorney, and Councilmen;- T. F. Wirt, C. V. Jackson, Howard R. Imboden, W. F. White, F. A.Seagle, I. R.Carper, W.D. Aust and G. C. Hall. Absent ; None . Councilman T. F. Wirt was appointed acting clerk of the meeting. Mayor Eskridge stated that the meeting had been called to consider the appointment of a t reasurer to fill 1 the vacancy created by the death of B. C. Taylor, late treasurer, who died June 4, 194?, and to take any other action which might be necessary in connection therewith. Applications of Harry H. Painter and Ivy D.Carter were read, and the name of Mrs. Lottie R. Runion was suggested. After consideration, it was decided to postpone. the appointment until the regular meeting of the Council to be held in the evening of June 6,_1947 at 7;30 o1clock. M., June 6, 1947. PRESENT. There were present: Mayor A. T. Eskridge, presiding;, I'' Lottie R. Runion, clerk; A. W. Gatewood~, director of public works; Roby K. MINUTES The minutes of the regular me eting held on May 20, 947 were read and approved. BILLS & On motion duly made, seconded and unanimously passe , PAYROLLS the Council authorized the payment of the regular bills and payrolls for the month of May, 1947. Said bills are given a the conclusion of these minutes. BUILDING The following building permits, coming within the PERMITS requirements of the ordinance were granted: To Sherman Cain for one-story brick dwelling on the south side of Peppers F Road in Aust Sub-division, to cost X4,500.00; N. L. Dobbins one-story frame dwelling covered with immitation brick siding, on the east side of Peppers Ferry Road in Aust Sub-division,~to .cost X2,500.00; Launia J. Millirons for one-story cinder blo and concrete store b uilding on the east side of Valley St., between Chestnut Alley & Pulaski St. (Southeast intersection Valley Street and Chestnut Alley) to cost X8,000.00; Frederi W. Thompson for one-story stucco concrete block dwelling on south side of Peppers Ferry Road (Mashbux~31 property) west of Macgill Village, to cost X3,500.00; John A. and Vera Clay. Pulaski, Va., June 6, 1947 A.I.CROWELL A. I. Crowell, appeared before the Council, represent- ing clients in the following matters PETITION First: Fresenting a petition from citizens in SARAH J the Third Ward (Southeast) owning property in the Sarah J. Hagee HAGEE Sub-division- Slaughter Street, Hrrron Street, South Third, SUB~DIV. Fourth and Fifth Streets -requesting improvements on the SE. streets~in this area. Mr. Crowell stated that his clients felt that the streets should be improved by the Town, or that the area definitely be declared out of town in order that they might petition the State Highway or County or both, to provide the desired facilities. No action was taken by the Council in the matter. CHANGE Second; Mr. Crowell again spoke in behalf of the PARKTNG Retail Merchants Business Clubts petition to have the parking METERS meters changed from one-hour to two-hour parking limits DECLINED In executive session, on recommendation of the committee previously appointed to investigate the matter, and on motion of Howard R. Imboden, seconded by T. F. Wirt and unanimously passed, the Council declined to make any change in the parking meters. COUNTY THIRD: Mr. Crowell, as commonwealth attorney for the & County o u aski, brought before the Council the matter TOWN of a proposed cooperative arrangement between the Town of RADIO Pulaski and the County of Pulaski, looking forward to the PROGRAM installation by the County of ~-~roadcasting and receiving facilities for their law enforcement branch. In this connection, a letter from L. R. Summers, Sheriff, was also read, stating that the matter would be taken up with the Board of Supervisors at their next regular meeting on June 14th, of the propos al to loin with the town in radio facilities, and asking the Council to give considera- tion to such an arrangement, provided it was approved. by the Board of Supervisors, it being understood that the County would bear satisfactory portion of the expense. In executive session, on motion of T. F. Wirt, seconded by F. A. Seagle and unanimously passed, the Council went on record as being willing to cooperate as far as possible with the County in such an arrangement, subject to working out all details in accordance with Mr. Summers letter of June 4, 1947, and directed that the Sheriff be advised accordingly. SHOP A. H. Wygal, chief of fire department, appeared before POWER HOUSE the Counci 1 asking permission to use the Old Power House BLD. Building for a shop for repairing the towns equipment, stating it would be necessary to provide a door in the south end of the building. ~~ ;~~ ~+• ~ ~~ r ~ti~-~~~~ The director of public works advised that the building had been allocated for"other purposes up to and including June glst, and on motion of T. Street Impvs . J.E.GREER Council Minutes contd. Pulaski, Va., June 6, 1947 John Allen Jelf, Jr., appeared before the Council, requesting sewer extension to serve approximately 10 houses on 4th St. N. E., east of Union Avenue, stating that he was willing to furbish right-of-way. The matter was referred t< the V`Jater and Sewer committee for investigation and report. Mr. Jelf also requested street improvements to the above ~~ mentioned street, and this was referred to the street commit~te for investigation and report, both committees working with the director of public works. Dr. J. E. Greer appeared before the Council request that the town sell him a small plat of land adjoining the right_of_way of the State HigYiway Department , about 300 fe south of Calfee Field, to be used as a location for a Vet~ri hospital. In executive session, on motion of W. F. White, seconded by G. C. Hall and unanimously passed, the Council authorized the sale of the plat of land to the said J. E. Greer for the sum of ~~500.00, provided the town could legal] and dispose of the land for other than park purposes~sub~ect to survey to establish the lines, by the director of public and aorks~with the provision that Dr. Greer should furnish his own light and water lines. Dr. Greer was advised that he we have to c$ntact the Appalachian Electric Power Company in re to the lig$ts. E.E.1v7eredith L. S. Boothe, chief of police, introduced E. E. Police G I Meredith, District Supervisor Veterans' Training, in the Training matter of providing training for veterans for police work. Mr. Meredith spoke b~~efl~ on the sub3ect, stating he would glad to assist, in the event the Council should consider a program of this kinds In executive session, on motion of Howard R. R.Carper and unanimously passed, the matter was referred to the street committee and the director of public works to investigate and report to the Council at its next meeting. WM. RALPH On motion of W. F. White, seconded by C. V. NUNN TAXICAB Jackson and unanimously passed, William Ralph Nunn was granted a certificate of public convenience and necessity to operate one taxicab in the town of Pulaski, Virginia - trading as Nunn s Cab. SEWER E~'1'. PINE S T In the matter of petition for sewer on Pine St. S.W. S. W., the director of public works reported for the Water DECLINED and Sevrer Committee , that the matter had been investigated and considered too expensive .for the number of connections, and the committee recommended that the petition b e d e~lined. On motion of T. F. Wirt seconded by I. R.Carper and unanimously passed, the Council approved the recommendation of the committee. SEWER EXT. JACKS ON Tn the matter of petition for sewer extension Ave.S.E. Declined. on Jackson Ave. S., E., approximately 2250 feet - the director of public works, reporting for the Water and Sewer Gommittee, stated that the matter had been investigated and that the committee recommended that the petition be declined at this time. Ori motion of T. F. Wirt, seconded by I. R.Carper and unanimously, the Council ~ proved the recommendation of the committee. On the recommend8t#~on of the director of public SHOVEL- DITCHING works, and Water & Sewer committee, and on motion of T. F. MACHINE Wirt, seconded by I. R . Carper and unal imously passed, the Council. authorized that the s ecuring of a combination shovel and ditching machine be given considerations and that the director of public works make investigations and report back to the Council. LAVING FIELD G. C. Hall and unanimously passed, was referred to the S Committee for investigation. In the matter of purchase of property for the development of Loving Field, the director of public works reported that the matter had been delayed due to the arra with J. W. Levey regarding the purchase of his property n having been. completed. The Council instructed the direct of public works to fol3:ow up the matter with the view of closing it as soon as possible. The director of public works reported that J. B. ?t t Hayden, District Aiport Engineer, of the CAA, Richmond, Vi~ginia recently visited Loving Field, looking over the facilities at that point, and later meeting with delegations represen~in? t Council of the Town of Pulaski, ~.nd Pulaski Chamber of Co area, recommended that~ulaski and adjoining towns .and counties,, including Dublin, Radford, Pear isb~zrg Narrows, Wytheville, ~ Hills- villa, and counties of 4Nythe, Giles, Pulaski, Montgomery Carroll could be interested, with the idea in view that t financial outlay divided among the several towns and ~~',~ -A Council Minutes cont t d. _. Calfee, Receiver for Pulaski Real Estate Exchange Company, the proprietors of all of the lands along that portion of the alley sought to be discontinusrl, and, in writing, waived notice of this hearing and of the application for .final consideration of the proposed discontinuance. MRS.CAVES On motion duly made, seconded and unanimously SALARY INCREASE Passed the salary of Mrs. Elizabeth H. Caves was increased from 115.00 to 135.00 per month as of June 1, 1947. B. C.
