Pulaski, Va., June 19, 1947 1 i i The Council of the Town of Pulaski, Virginia met in semimonthly session in the Council Chamber of the Municipal building at 4;00 o~clock, P. M., June 19, 1947. PRESENT There~.~ere present; Mayor A. T.Eskridge, presiding; ~ A. W. Gatewood, director of public works; L. S.Boothe, chief, police, and Councilmen: T. F. Wirt, C. V. Jackson, Howard R. i Imboden, F. A.Seagle, W. D. Aust and G. C. Hall. Absent: i W. F. White and I. R. Carper. CLERK MINUTES BUTL~DING PERM ITS Councilman T. F. Wirt, appointed at the June 6th meeting of the Council, as temporary clerk, 'tendered his rest tion, acting on the advice of the town attorney that no memb~ of the Council could serve as clerk of the Council. On motic duly made, seconded and unanimously passed, Mr. Wirt's resign. was accepted, and Mrs. Lottie R. Runion was appointed acting clerk of the meeting. The minutes of the special meeting held on the aft of June 6th and the regular meeting of the evening of June 6 were read and approved. E., between Franklin and Walnut avenues, with new .structure to cost '~250.00- material glass with wood frame and concrete block foundation. On motion of C. V. Jackson, seconded by Howard R. Imboden,and unanimously passed, Fred P. Davis, taxi cab owner trading as E. V.•Davis Taxi Club, was granted acertificate of public convenience and necessity to operate one additional vehicle. On motion of T. F. Wirt, duly seconded and unanimously passed, the petition for additional street lighting St•., for the area on North Sixth, .between Washington and Madison l~enues, was referred to the light committee, with power to act. Howard R. Imboden and Roby K. Sutherland, committee, RESOLUTIONS B. C .TAYLOR (Died June 4, 1947 ) offered the appended resolutions on the death of the late treasurer, B. C. Taylor, which were approved and ordered incorporated in the minutes "WHEREAS, Bertram Conrad Taylor, a Christian gentleman and holder of the office of treasurer of the town of Pulaski, has passed on, this body notes his un- timely death with deepest regret and with a keen sense of loss . WHEREAS, his duties were discharged with the highest sense of honor and devotion to principle, as he also took an active and leading part in all civic affairs. We, the members of the council of the town of. Pulaski, can do no more at this present than acknowledge and bemoan his loss and convey unto his widow and family our deepest sympathy at their bereavement, which•also is the towns to share. BE IT THEREFORE resolved that the death of Bertram Conrad Taylor has had a profound eff'•ect in the town of Pulaski, taking away the services of one versed in municipal affairs as well as those of civic action and religious endeavors, and leaving the citizenry as a whole conscious of the loss of a leading figure. r ~ (cont'd) Council Minutes contd. Imboden, duly seconded and unanimously passed, s referred to the public properties committee for investigaon and report,: T. F. Wirt brought before the Council complaints by certain residents outside of the corporate limits of t town, northwest of the Pulaski Flower Shop, regarding the increase in water rates as of July lst and stating that due to small pipe lines serving them, they did not get sufficient water. On motion of Howard R. Imboden, second by T. F. Wirt acid unanimously passed, the matter was referred to the w ater and sewer committee for investigate and report. The director of public works made the following report s 1. Reporting for the water and sewer committee in the matter of request for San~.tary Sewer Extension on 9 St. N. E., east of Union Avenue, this committee, after in- vestigat ion on the ground; recommends that this applicatic be declined. Improve. 2, In the mate er of request for irlprovement s to 4th St.NE 4th St. N. E., east of Union Avenue, the street committee recommends that this street be maintained as well as practicable, and oiled along with other streets for dust onntrol. In the matter of petition for improvements to Mt MT OLIVET ROAD Olivet Road from Altoona Street V'Test to Corporate line, the street c ommittee, after investigation on the ground, recommends that this road be maintained as well as practicable and oiled, al ong with other streets, for dust control, Ha~d- surfacing at~d grading at this time is not recommended. 5th St.N.E. 4. The street commit tee recommends that ha~dsurfacing HARDSITRFACE. No. 1 5th St.,I~1. E. between Walnut Ave. and Newbern Road, be designated as No. 1 Street Project for hardsurfacing. - 2nd St. S.E. 5. The street committee recommends that. 2nd St. S. E. Floyd Ave . No. 2 from Madison Ave.to Floyd Ave, and Floyd Ave. from 2nd St. to 4th St. S. E. be designated as No. 2' Street Improvement Pro ect.i'I~ir. Gatewood reported that on account of the d elay in installing the sewer on 5th St. N. E. that this No. 2 project had been proceeded with and completed. Maple St. 6. The street committee recommends that Maple St. S. 'J'J. S.W. No. 3 from 2nd St. S. VJ. to Chestnut Alley b~ designated as No. 3 Pro 'ect in the Street Improvement• plan. Cliff St. ?. Cliff Street from the end of hardsurfacing , south No . 4 to Pulaski Street is recommended to be No. 4 Pro ect in the Street Improvement plan. RECOMR~TENDA- On motion of C. V. Jackson, seconded by Howard R. Imboden TIONS APPROVED and unanimously passed, the above listed recommendations were approved. ' Insurance In the matter of insurance rate for Calfee Park, the Rate Calfee Park director of public works reported that the General Insurance Rating Bureau had set up a rate of X1.85 per100.00 for this typeadt' coverage. TRENCHING The director of public works reported that a number Shovel of inquiries had been made, asking for prices and delivery dates on small shovels with back hoe attachments to be used trzr trenching, etc. Contract In the matter of Sanitary sewer to be installed on 5th Trenching St.N. E., the director of public works reported that bids had been asked of contractors for digging these ~~~nches, and asked the Councils approv al of awarding the work Council Minutes contd. if found cheaper to handle in this way. On motion of C.V. Jackson, duly seconded and unar~nously passed, the 11 Council approved the request. J.HARRIS ON J. ~arris~on Harrell and other residents of Mt HARRELL Mt Olivet Olivet Road and magazine Street, appearing before the Counci regarding improvements to that section, were told by the Council that the request for hardsurfacing was declined at this time, but not abandoned, and would be given considerat3 at a later time. EXECUTIVE In executive session, the director of public wor SESSION brought the following matters before the Council. LEWEY LAi~ 1. In the matter of acquiring additional land fo AIRPORT the development of Loving Field (Airport), he reported that he, with C. E. Richardson, had contacted J. W. Levey relati to acquiring necessary land from him, and Mr. Levey advised that he had agreed at one time to sell the necessary acreag for 300.00 per acre, but that had been months ago, and that under present conditions he would not be willing to to less than X450.00 per acre for the 9.838 acres, and was not anxious to sell at all, but would make the transfer for X450.00 per acre. On motion of Howard R. Imboden, seconded G. C. Hall arm unan imously passed, the director of public w~ was authorized to close the deal with Mr. Levey at the pric of X450.00 per acre for the 9.838 acres required. LAVING 2. Further, in the matter of development of Lovi~ FIELD Field, the director of public works brought to the attention of the Council, again, the recommendations of J. B. Hayden, ks District Airport Engineer of the CAA, with the suggestion th~t neighboring towns and counties be contaced with the view of building a point airpDn~ that would serve these surrounding towns and counties,. and suggested that someone be appointed by the Council to try to work this out. No action was take: by the Council. WHITEWAY 3. The director of public works brought to the LIGHTING SYSTEM attention of the Council, the matter of the Whiteway lightin system of the town, and reported that several fights were grounded and others bridged by wiring overhead and, altogether, (c ont f d ) 1112 TYPE OF BUILDINGS Council Minutes contd. Pulaski, Va., June 19, 1947 ure me, a made a co-defender in damage suits. No action was taken in the matter. the system was in a bad state of r epair, stating that D. P. Minichan, district manager of the Appalachian Electric Power Company, which company holds a 10-year contract with the town covering the lighting system, had been contacted regarding his interpretation of this contract, and had asked for a short period of time to familiarize himself with the contract before making a statement . The director of public works further stated that, apparently, the underground cables in connection with the ~titeway were in bad condition, some of them, perhaps, beyond repair, and that it might develop that while such necessary repairs and replacements were being made, it might be advisable to overhaul the Whiteway system in its entirety and install new modern lighting standards in place of the type now in use. The director of public works was authorized to follow up the matter and have the town attorney give his interpretation of the lighting contract with the power company. 4. The director of public works called to the atten tion of the Council the type of b uildingsconstruction in the town, generally, and especially, business buildings within the fire zone; that no plans. covering the type of construction were being submitted to the Council; buildings witx long thin walls built out of cinder blocks and concrete blocks, without supporting pilasters or cross walls, which, in his opinion, would not be approved by any reasonable building ordinance, stating that, in his opinion, it was important that something be done about this in the way of requirements to insure the safety of the general public, and if this were not done, it would be entirely possible that the town might, at some fut ti b DR. J:E.GREER Dr. J. E. Greer appeared before the Council further (Park Land) in regard to the proposed purchase of a small plat of land in the Mountain Park area, south of Calfee Field. In this connection, a letter from .Roby K. Sutherland, town attorney, was read, advising that inasmuch as the property in question was a portion of the 704-acre tract of land purchased from (contfd) Pulaski, Va., June 19, 1947 ~~ Council Minutes cont-d. Bunts for park purposes, that the town would not ha~e the right to sell the land if it actually had been dedicated and devoted to park purposes, unless by a resolution approve by three-fourths of the Council, and the Council should declare the property no longer needed for park purposes; and even then, a resolution by the Council that the land is no longer needed for park purposes would not necessarily give the town the right to convey a fee simple title to Dr. Greer and that the only manner in which Dr. Greer~s title could be definitelydetermined woLtld be by a suit in Court. Thereupon, Councilman F. A. Seagle offered the follow ng resolution; RESOLU- BE IT RESOLVED by the Council of the Town of Pulaski, T I ON Virginia, that since that certain area of 1 and lying south o Calfee Park on the East side of U. S. Route 11, between the highway and the drain ditch through Calfee Park has never be used by the town for park purposes, and it appearing that sad area of land is not suitable for park purposes and can neverfibe economically utilized by the town for park or other municipal purposes, and that the town has the opportunity of selling this small area of land at an advantageous figure to Dr. J. for the sum of Five Hundred (~~500.00 ) Dollars, NOW, ~'HERBF't~$E' BE`:'IT FURTHER RESOLVED that the Town Pulaski, Virginia, accept the offer of Dr. J. E. Greer to ~. Greer 'of purchase the land at the price of Five Hundred (500.00) Dol~ars, and that a survey of the property .be forthwith made in order ~to de-~~ termine the actual area to be transferred, and that followin said survey and upon the receipt of the purchase money, the ayor and Clerk of the Council are authorised ~s, for and on behal~ of 1~._~~_ Council Minutes cont-d. Councilman Howard R. Imboden seconded the a doption of the foregoing resolution, and upon a unanimous vote of all the members precent, the resolution was adopted. On motion of T. F. Wirt, seconded by C. V. Jackson '- and unanimously passed, Miss Verna Louise Dalton was elected clerk of council~to succeed Mrs. Lottie R. Runion, ~b~ the ~ unexpired term, ending August 31, 1948 - the salary being fixed at~150.00 per month for clerk of council and general office assistant.
