The minutes of the regular monthly meeting held 1 regular semi-monthly session in the Council Chamber of the pal building at 7;30 P. M., October 21, 1947. There were present; Mayor A. T. Eskridge, presi Verna L. Dalton, Clerk; A. W. Gatewood, Director of Public L. S. Boothe, Chief of Police; Mrs. Lottie R. Runion, Treasu Roby K. Sutherland, Town Attorney, and Councilmen: T. F. Wi nici- g3 rks; er; t, C. V. Jackson, F. A. Seagle, I. R. Carper, W. D. Aust, G. C.~Hall and W. F. White. Absent: Howard R. Imboden. October 7, 1947 were read and approved. Harry Stoots, of Pine Street, S. Wirt, duly seconded and unanimous- ly passed; the recommendation of the Street Committee was approved and the line as outlined above was approved, and further, it was decided than an engineer be secured to esta- blish said line and any other line deemed necessary. Still reporting for the Street Committee, the director of public works recommended that reasonable repairs be made to Chestnut Alley between Lagrange and Lake Streets. The director of public works recommended that portions of the sidewalk on Commerce Street needing repair, be rebuilt, where property owners would loin in cost on fifty-fifty basis, and on motion of T. F. Wirt, seconded by I. R. Carper, and . unanimously passed, the above recommendation was approved. The director of public works reported to the Council as follows; 1. He~attended a two day meeting of the Virginia Industrial Wastes and Sewage Works Association on October 16 and 17 at Ocean View,~Virginia, the procedures and representation of the meet- ing being reported on at some length. The director of public works suggested to the Council that it might be well for Pulaski to ascertain if F. H. A. loans for planning were still avai lable and. if so, the Council give consideration to formulating plans for the Town of Pulaski covering sewage treatment such as he advised was at Norfolk, Virginia. 2. Maple Street between 2nd Street and Chestnut Alley has been graded and base stone put down and is finished with the exception of being topped with asphalt. - - 3. Cliff Street between South end of present hard surface and Pulaski Street has been graded. 4. The recently authorized sanitary sewer on Lafayette Avenue has been completed. 5. A stop sign has been erected at the intersection of Fifth Street and Newbern Road. 6. Dalton , was read to the Counc and after considerable discussion concerning zoning, etc., on ma~ tion of ;~ E. & G. T. F. Wirt, seconded by C. V. TO were approved, subject to the changes and recommendations t t ADVISED CHANGES were made by the director of public works,>namely;".That the entrances off of Washington Avenue be located so that parka space; - for two cars would be available in front of the station on ashing- ton Avenue, and that the station be so constructed that no rainage therefrom would flow on to or over the sidewalks on Washing on Ave- nue or Fifth Street", and further, the Mayor was instructed to write the said petitioners, stating further the Councils r grets and reasons for issuing the permit to build. Said petition is filed in the Town Files. ORDINANCES The matter of hog ordinances was again discussed t ON HOGS some length, the Mavor asking the Ordinance Committee to pr pare anyordinance covering the situation. PLANNING The matter of planning and zoning was discussed a some & ZONING length, whereupon the Council ~®eommendsd that zoning autho sties be c ontacted regarding information about such a move. ~LEy W. F. White brought before the Council the matter of THIRD holes in the alley on Third Street needing filling. A. W. atewood STREET reported that same had been filled several times, but owing to bad drainage it was difficult to maintain the alley in proper c ndition. WATER Councilman I. R. Carper informed the Council that water IN SAID ALLEY from filling station was flowing into alley, which was larg ly accountable for the condition of the alley. W. F. Gatewood brought to the attention of the METERED WATER Water Committee and the Council the fact that minimum rates on metered water services had not been officiallq established by the Council, this matter having been referred to the Water Committee some time ago, with no further action having been taken, and requested that this be given attention. The matter was contined with the Water Committee for consideration and recommehdation. ST. SWEEPER On motion of F. A. Seagle, duly seconded and unani- BILL APPROVER' mously passed, the Council authorized the payment of 8957.50 for Elgin Model No. 30 Street Sweeper, which was delivered on October 21, 1947. LIBRARY On motion of C. V. Jackson, seconded by 44. F. On recommendation of the Chief of Police and on JONES g~~y motion of W'. F. White, dulq seconded and unanimously approved, INCREASE the Council authorized that .the salary of James E. Jones, police patrolman, having served the probationary term of six months, be increased from X150.00 to 160.00 per month, retro- active October 10, 1947.
