RESOLUTION APPROVING THE
NEW RIVER VALLEY REGIONAL WATER SUPPLY PLAN
WHEREAS, Virginia Stale Water Control Board Regulations 9 VAC 25-]80, Local and
Regional Water Supply Planning, requires all counties, cities antl towns in the
Commonwealth of Virginia to prepare antl submit a water supply plan and program to
the DeparMent of Environmental Quality (DEO); antl,
WHEREAS, the following elements must be Includetl in all local or regional water supply
programs:
• A description of existing water sources usetl in accortlance with
9 VAC25-]80-]0',
• A descdption of existing water use in accortlance with the requirements of
9 VAC25-]80-80;
A description of existing water resource condRions In accordance with the
requirements of 8 VAC25-]80-90;
• An assessment of projected water tlemantl in accordance with the requirements
of 9 VAC25-]80-100;
• A description of water management actions in accordance with the requirements
of 9 VAC25-]80-110 and 9 VAC25-]80-120;
• A statement of need in accodance with the requiremeMS of 9 VAC25-]80-130;
• An alternatives analysis that identrfies potential alternatives to adtlress prolectetl
deficits in water supplies In accordance with 9 VAC25-]80-130;
• A map or maps itlentifying important elements of the program that may include
existing environmental resources, existing water resources, signifman[ existing
water uses and propocetl new sources;
• A copy of the atlopted program tlocumen[s inclutling any local plans or
ordinances or amentlmenls that incorporate thelocal program elements required
by this chapter',
A resolution approving the plan from each local government that is party to the
plan; antl,
• A record of the local public hearing, a copy of all written comments and the
submitter's response to all written comments received; antl,
WHEREAS, on December ], 2010, the Town of Pulaski, Virginia heltl a public hearing
to accept public comment on the New River Regional Water Supply Plan;
NOW THEREFORE BE IT RESOLVED by the Town Council of [he Town of Pulaski,
Virginia sitting in regular session this ]~" tlay of December 2010, [ha[ the Town of
Pulaski hereby adopts the New River Regional Water Supply Plan with the intent [o
submit the Plan to DEO by November 2011. Approval antl adoption of this plan antl
progam intlicates support for and general agreement with this water supply planning
approach, and intent to monitor conclusions and to implement the rewmmentlations
presentetl in the plan as is warrantetl by actual contli[ions that develop tludnq the
planning horizon.
BE IT FURTHER RESOEVED that the Town Council of the Town of Pulaski, Virginia
intends [hat the New River Regional Water Supply Plan shall be revisetl to reflect
changes in relevant tlata and/or program elements at least once every (ve years antl
the plan shall be uptlatetl into [he future antl resubmitted to DED at least once every ten
years, in accordance with the regulations antl scuntl planning practice.
This resolution is effective upon atloplion and is hereby adopted this 7" day of
December 2010 by the duly recortletl vote of the Town Council of the Town of PuWSki,
Virginia as follows'.
