A RESOLUTION HONORING THOMAS JAMES MCCARTHY, JR.
FOR HIS DISTINQUISHED SERVICE TO THE TOWN OF PULASKI
WHEREAS, Mr. McCarthy is a dedicated and well-respected lawyer and community servant in his
hometown of Pulaski;
WHEREAS, Mr. McCarthy received a Bachelor of Arts degree in economics from Washington & Lee
University in 1967 and the Juris Doctor from the University of Virginia and is a partner in the Pulaski
law firm Gilmer, Sadler, Ingram, Sutherland, and Hutton;
WHEREAS, Mr. McCarthy has been in a number of civic and political activities having served as the
secretary of the ninth district professional ethics committee for the Virginia State Bar, as president of
the Pulaski County Rotary Club, and president of the Pulaski County Chamber of Commerce; AND
WHEREAS, Mr. McCarthy's record of service extends to the national level, with adecades-long
career in the United States Army Reserve, serving in the Judge Advocate General's Corps, retiring
with the rank of colonel;
WHEREAS, Mr. McCarthy has been a loyal supporter of New River Community College, serving two
eight-year terms as a New River Community College board member, twice as vice chairman, once as
the board's chairman, and has served on the College's Foundation board;
WHEREAS, Mr. McCarthy has served as the attorney and commissioner of accounts for Pulaski
County and as an administrative hearings officer as appointed by the Supreme Court of Virginia and
is a member of the bar of the Supreme Court of the United States.
WHEREAS, Mr. McCarthy holds multiple bar memberships and memberships in the local Rotary
Club, Chamber of Commerce, Pulaski County Democratic Committee, and Elks club;
NOW, THEREFORE, be it RESOLVED by the Town Council of the Town of Pulaski, Virginia, sitting in
regular session this 15th day of April 2014, that the Town Council recognizes the extraordinary
contributions of and expresses its deepest appreciation to Mr. McCarthy for his dedicated service to
his profession, to higher education, and to his community.
This resolution is effective upon adoption and is hereby adopted this 15th day of April 2014 by the duly
recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
