HomeMy WebLinkAbout2014-43...~_ J J Resolution 2014-43 Resolution Revising the Town's Employee Leave Accrual Policy WHEREAS, changes in accounting and auditing standards, now require amounts of leave time accrued by employees to be classified as an outstanding liability; and, WHEREAS, classification of outstanding leave time as a liability may affect the capacity of the Town to incur debt when necessary and to reliably project expenditures for personnel changes in future fiscal years; and, WHEREAS, the Town Council, acting on the advice and counsel of the Administration, has determined that the method by which leave time is accrued requires adjustment to prevent over-accumulation of leave by employees; NOW, THEREFORE, be it RESOLVED by the Town Council of the Town of Pulaski, Virginia sitting in regular session this 2"d day of December 2014 that the four accrual schedules for annual leave, as set forth in Section 6B, "Annual Leave--Accrual", of the Town's Personnel Manual, are hereby replaced with the following single accrual schedule that shall apply equally to all employees: Town Employee Years of Service 0-5 ears Hours Earned Per Month 8 Hours Earned Per Year 96 Maximum Hours Accumulated 192 6-10 ears 10 120 240 11-15 ears 12 144 288 Over 15 ears 14 168 336 FURTHER RESOLVED that Section 6C "Sick Leave-Regular Full Time Employees is amended to read as follows: RegularFull--Time Employees: All employees, including Fire and Police, are entitled to sick time after they have completed six (6) months of their initial probationary period. At such time, the employee will retroactively accrue sick time from the date of employment. All employees shall accrue eight (8) hours of sick leave per calendar month of service. FURTHER RESOLVED that Section 6C "Sick Leave-Fire and Police Departments" is hereby deleted. FURTHER RESOLVED that Section 6E "Holiday Pay-Holiday Work" shall be amended to read as follows: ..~ "Employees that are required to work on a scheduled holiday, or that work irregular schedules and the holiday is a scheduled day off, will be entitled to eight (8) hours of holiday leave for each holiday observed (including Personal Days).The leave must be used within one (1) year of the holiday or the leave will be forfeited. Employees must have holiday leave approved in advance. Department Heads are authorized to schedule holiday leave days off for employees, to manage holiday hours." This resolution is effective January 1, 2015 and is hereby adopted this 2"d day of December 2014 by the duly recorded vote of the Town Council of the Town of Pulaski, Virginia as follows: Heather L.
