of the Municipal Building at 42 First Street, NW, Pulaski, Virginia.

Following roll call, Councilman Penn moved to appoint Shawn Utt as Acting Clerk of Council for this meeting.
Councilman East seconded the motion and carried on the following recorded vote:
Heather L. Steele -Absent H. M. Kidd -Aye
Gregory C. East -Aye James A. Radcliffe -Aye
David L. Clark -Aye Lane R. Penn -Aye
Mayor Worrell advised that the Meeting had been called to discuss Main Street planning. He introduced Mike
Waller, the incoming Chamber President to begin the discussion.
Mr. Waller provided an introduction of goals for Strategic Planning discussion centered on future development
opportunities along Main Street and how the Chamber might be best able to assist. He introduced students
from Radford University's Industrial and Organizational Psychology Department who are assisting the
Chamber with stakeholder engagement process of the data gathering. The students led a discussion with
Council focused on what Council's impressions were of the Town's strengths, weaknesses, opportunities and
threats. It was also explained that the students would be doing similar interviews with business owners in the
downtown area as well as other business and civic leaders. The discussion ended with Mr. Waller explaining
the final report from the student's work will be made available to Council in the coming months.
Councilman Penn moved to enter into Closed Session under Virginia Code, 2.2-3711 (A-3) of the 1950 Code
of Virginia, as amended, to discuss land acquisition/disposition matters. Councilman Clark seconded the
motion and carried on the following recorded vote:

David L. Clark -Aye Lane R. Penn -Aye
At 6:35 p.m., Councilman Penn left the meeting.
Council returned from Closed Session and adopted the certification Resolution on motion by Councilman
Clark, seconded by Councilman Kidd and carried on the following recorded vote:

Councilman East moved to move the next regularly scheduled meeting to Wednesday, October 8 at 5:00 p.m
Councilman Clark seconded the motion and carried on the following recorded vote:
Heather L. Steele -Absent H. M. Kidd -Aye
Gregory C. East -Aye James A. Radcliffe -Aye
David L. Clark -Aye Lane R. Penn -Absent
There being no further business, Councilman Clark moved to adjourn, seconded by Councilman Kidd and so
carried.
