Municipal Building at 42 First Street, NW, Pulaski, Virginia.
Present were: Jeffrey S. Worrell, Mayor
Council: Heather L. Steele, Gregory C. East, David L. Clark, H. M. Kidd
Absent: James A. Radcliffe, Lane R. Penn
Staff: Shawn Utt, Town Manager
David Warburton, Town Attorney
David Quesenberry, Assistant to the Town Manager
Mayor Worrell called the meeting to order at 6:00 p.m.
Councilman Clark moved to appoint David Quesenberry as Acting Clerk of Council. Councilman Radcliffe
seconded the motion and carried on the following recorded vote:
Heather L. Steele -Absent
Gregory C. East -Aye
David L. Clark -Aye
H. M. Kidd -Aye
James A. Radcliffe -Absent
Lane R. Penn -Absent
The first item on the agenda was a Public Hearing regarding real estate tax rate equalization.
Councilman Penn arrived at 6:03 p.m.
Mr. Utt advised that the 2014 reassessment resulted in a 7% decrease in overall real estate value in the Town
of Pulaski. He continued that the Code of Virginia required an "equalized rate" to result in no more than 1 °r6
increase in revenue from the previous fiscal year. He added that the proposed rate of $0.34 represented an
overall decrease of 0.68% or $9,590 in overall anticipated revenues. He noted that a "net neutral" rate would
be $0.3423 per $100.
Mayor Worrell opened the Public Hearing at 6:04 p.m. There being no speakers, the Hearing was closed.
Mayor Worrell moved on to review of FY 16 Budget Items which included health insurance options and a brief
overview of the Capital Improvements Plan.
The meeting adjourned at 6:40 p.m. on motion by Councilman Kidd, seconded by Councilman Penn and so
carried.
