Resolution Authorizing the Establishment and Implementation of a Five -Year Pilot Program for
Retiree Health Insurance
WHEREAS, the Town Council of the Town of Pulaski, Virginia seeks to improve the benefits and
conditions of employment for Town employees to further employee retention and attract qualified
personnel for future employment with the Town; and,
WHEREAS, Town Council has discussed allowing employees eligible for retirement under the Virginia
Retirement System, to have access to the Town's health insurance program at their expense, until they
are eligible for enrollment in the Medicare program; and,
WHEREAS, the Human Resources Committee, following study of the matter and consultations with the
Administration has recommended to Town Council that a five-year pilot program which would allow
retired employees to remain on the Town's insurance, with premiums to be paid by the employee until
they are eligible for enrollment in Medicare, be implemented by the Town; and,
WHEREAS, said pilot program will commence on July 1, 2017 and remain in effect until June 30, 2022;
NOW, THEREFORE be it RESOLVED by the Town Council of the Town of Pulaski, Virginia sitting in
regular session this 18th day of April 2017, that a five-year pilot program permitting certain Town of
Pulaski employees continued access to the Town's Health Insurance Program, if they meet all of the
following eligibility requirements:
• Eligible for retirement under Virginia Retirement System;
• Retiring on or after June 30, 2017;
• Not Medicare eligible;
• Payment of monthly premiums at 100% of applicable non -subsidized premium for respective
coverage election.
FURTHER RESOLVED, that this pilot program shall commence on July 1, 2017 and conclude June 30,
2022, subject to extension by act of Council, and shall be administered in accordance with applicable
state laws and regulations.
FURTHER RESOLVED that the Town Manager is authorized to sign and execute any documentation
required for the initiation of this program.
This resolution is effective upon adoption and is hereby adopted this 18th day of April 2017 by the duly
recorded vote of the Town Council of the Town of Pulaski, Virginia as follows:
