Minutes of the Special Called Joint Meeting of the Pulaski Town Council and the Pulaski
County Board of Supervisors held at 5:00 p.m. on Thursday, January 18, 2017 in the
Pulaski County Information Technology and EOC Training Room at 38 Commerce
Street.
In attendance from the Town of Pulaski were:
Mayor: Robert N. Glenn, presiding
Councilmen Present: Gregory C. East; Joseph K. Goodman;
H.M. Kidd; Lane R. Penn; James A. Radcliffe
Councilmen Absent: David L. Clark (excused)
Town Administration: Shawn M. Utt, Town Manager
Legal Counsel: Spencer A. Rygas, Town Attorney
In attendance from the County of Pulaski were:
Chairman: Andy McCready, presiding
Supervisors Present: Charles Bopp; Joe Guthrie; Ranny O'Dell; Dean Pratt
County Administration: Jonathan Sweet, County Administrator
Anthony Akers, Asst. County Administrator
Michael Solomon, Economic Development Director
Citizens: Hetal Bhakton; Jim Cowan; Dennis Setliff
Mayor Glenn and Chairman McCready called the meeting to order at 5:01 p.m.
Following the roll call of both assemblies and introduction of all in attendance, Mr. Penn
moved that Council go into closed session for one matter under Va. Code 2.2-3711 a
(5): Discussion concerning a prospective business or industry or the expansion of an
existing business or industry where no previous announcement has been made of the
business' or industry's interest in locating or expanding its facilities in the community
regarding Project Plank 2.
The motion was seconded by Mr. Kidd and approved on the following roll call vote of
Town Council:

Closed session with the Town Council and Board of Supervisors commenced at
approximately 5:04 p.m.
Closed session concluded at 7:10 p.m.
Mr. Goodman moved that the Council return to Open Session. The motion was
seconded by Mr. Penn and approved on the following roll call vote:

Mr. Goodman moved that Council discussed only those matters for which they went into
Closed Session. The motion was seconded by Mr. Penn and approved on the following
